Transparency for the Community Interest – program to increase the level of accountability and transparency of public institutions from Timis county, 2007 – 2008

Objective
To increase transparency and accountability of representatives of local administration institutions in three pilot areas from Timis county, by strengthening the role of non-governmental organisations from the county as efficient monitor.

Specific objectives
To evaluate how representatives of local public authorities from Timis county implement Law 350 regarding non-refundable financing from the local budget for non profit activities of local interest, Law 52/2003 regarding transparency in the decision making process in public administration and Law 544 regarding free access to information of public interest.
To evaluate the level of information of citizens, NGO representatives and local public institutions from the three microregions with regard to the three laws.
To inform citizens and non-governmental organisations from the target locations about the rights and obligations stipulated by the three laws.
To raise transparency and accountability of public institutions in Timis county through monitoring activities of the implementation of the three laws.

Target group
Non-governmental organisations, city halls, local councils and citizens from 25 localities from Timis county, with focus points on Deta for south area, Traian Vuia for east and Jimbolia for west.

Activities
Visit the city halls and local councils from the three areas of Timis county to evaluate the implementation of Law 350 regarding non-refundable financing from the local budget for non profit activities of local interest, Law 52/2003 regarding transparency in the decision making process in public administration and Law 544 regarding free access to information of public interest, visit the webpages of institutions to be monitored and inform the representatives of local institutions and NGOs about the conclusions of the evaluation.
Evaluate the level of information of citizens, NGO representatives and public institutions proposed for monitoring regarding the three laws, through a questionnaire, inform the  representatives of local institutions and NGOs about the results of the study and elaborate a strategy for informing citizens and NGO members on the three laws.
Carry out an information campaign on the three laws for citizens and non-governmental organisations from the target localities.
Continuous monitoring of local public administration institutions from the three pilot areas in Timis county regarding the implementation of Law 350, Law 52/2003 and Law 544 and information of the representatives of local institutions and NGOs about the conclusions of the monitoring.

The project is implemented from December 1, 2007 to October 30, 2008 with the financial support of the EUROPEAN UNION, through PHARE 2005 Program Strengthening Democracy in Romania, Component 2 – Democracy, human rights, the rule of law, independence of justice and fight against corruption. The value of the grant is 47.401 Euro.

The Euroregional Center for Democracy (CED) from Timisoara, Romania, and the School of Management in Fribourg, Switzerland, are launching a competition to select student organizations or initiative groups to conduct communication/advocacy campaigns in the university campuses of Timisoara.
