CONCEPT Foundation announces
CULTURAL LINK SUB-COMPONENT OF THE ARTS AND CULTURE NETWORK PROGRAM
Application Deadline: March 26, 2002
The program
encourages collaborations between East and Central European countries,
the Community of Independent States and the Baltic countries. This
program component will enable professionals in the region to cooperate,
exchange and develop art and culture projects which:
· Provoke debates within society and raise new, contemporary
questions;
· Introduce new, experimental, innovative forms of art;
· Contribute to direct social change (fight against social,
ethnic and religious discrimination);
· Change or raise issues within cultural policy.
The program will support only those projects that are multidimensional/multidisciplinary.
Special attention will be given to complex events with workshops,
seminars, trainings, etc., which have the potential to contribute
to systemic change (promoting the independent sector, network building,
self-sustainability). The description of the project proposal should
be submitted by filling the necessary application form, which should
not exceed 5 pages plus the budget. Project proposals should be
submitted in 3 copies with all additional materials (if necessary)
and in an electronic form.

The
Ramsar Convention on Wetlands announces
Ramsar
Small Grants Fund for Wetland Conservation and Wise Use
Application Deadline: March 31, 2002
The fund was created in 1990 in order to provide assistance
for wetland conservation and wise use initiatives in developing
countries and (since 1996) countries with economies in transition.
Its allocations are not intended to support major projects traditionally
covered by larger funding agencies. The wise use concept has
been defined as "the sustainable utilization of wetlands for the
benefit of humankind and compatible with the maintenance of the
natural properties of the ecosystem"

Youth Programme Pilot Projects on Human Rights Education
Application deadline: April 1, 2002 and July
1, 2002
By funding pilot
projects on human rights education through the European Youth Foundation,
the Directorate of Youth and Sport seeks to actively contribute
to the inclusion of human rights education in youth work practice
and to encourage innovative practices and partnerships, both in
formal and in non-formal education contexts. Selected
projects can be funded up to a maximum of 7.600 € and must
be realised between January and December 2002. A maximum of 80%
of the grant will be paid following the confirmation of acceptance
of the grant; the remaining balance will be paid according to the
rules of the European Youth Foundation upon reception and approval
of the report and final accounts of the project.

CONCEPT Foundation announces
LOOKING INSIDE SUB-COMPONENT OF THE ARTS AND CULTURE NETWORK PROGRAM
Application Deadline: April 2, 2002
The aim of Looking
Inside is to organize an East-East program of placements in well
established and acknowledged cultural institutions of Central and
Eastern Europe, Central Asia, the Caucasus and Mongolia for art
managers and cultural administrators from the region. The program
addresses art managers and cultural administrators with professional
background in the field, who are interested in sharing experience
and knowledge, learning about other cultural practices, and raising
their professional skills. Applicants must be employed by a Romanian
state, municipal or private non-profit cultural institution. The
duration of internships is 2-3 weeks, taking place preferably not
later than February 2003. Expected grant for one internship should
not exceed $3000 for all related expenses (travel, visa, per diems,
insurance, accommodation, fee for tutor, small organizational costs
concerning intern's stay).

The
ICT Stories objective is to capture the learning process that accompanies
the introduction and implementation of ICTs in a project in exemplary
stories. These stories describe good practices and lessons learned
from contributors' experiences. To motivate story owners to share
their knowledge, IICD and infoDev launched an annual competition.
An internationally acclaimed ICT Stories jury selects the winning
stories from a growing database. The submitted projects should :
involve
important issues in the field of ICT and development; use ICT in
a new way: it may use state-of-the-art technology; basic ICTs in
a creative way, or a combination of ICT and traditional media; have
a significant effect on the sector it is applied to and serve as
a model for other initiatives.
Creativity
is encouraged. Stories should not exceed 1500 words. The
annual contest winners participate in an international ICT event
to present their story to the public.

Program (2000-2003) is a community program financing prevention
measures against child, youth and women violence by:
-Promoting
collaboration between NGOs and institutions, public authorities
working in the field of preventing and stopping violence
-Informing
the public about preventing violence against children and women
(including trafficking for sexual exploit).
Available
budget is 6 million EURO in 2002. Candidate countries can participate
in the program only as partners, without receiving directly funds

Fund supports media activism and grassroots organizing by local,
state, national, and international organizations as well as individual
media producers. supports pre-production and distribution costs

intellectual clarity with creative use of the medium in promoting
social justice; will reach a broad audience with an organizing component;

Award
Call for Nominations - Reebok Human Rights Award

The Reebok Human Rights Award honors young people
from the United States and around the world who have made significant
contributions to the cause of human rights, often against great
odds. The award is designed to draw positive, international attention
to the awardees and to support their work in human rights. Nominees
must be working on an issue that directly relates to the United
Nations Universal Declaration of Human Rights and cannot be more
than 30 years of age as of December 31, 2002. The award ($50,000
grant) will be given to an individual, based on personal achievement
and commitment. Women and men of all races, ethnic groups, nationalities,
and religions are eligible to be nominated. Nomination guidelines

In Transitum Project
Application deadline: August 1, 2002
In Transitum offers literary translators a stay in the country of
the language from which they translate for a period of between two
weeks and one month. They can work on a translation, do research
in libraries and institutes, meet with the author of the work they
translate or generally explore the literary scene in the country.
In Transitum offers the translator accommodation and a daily allowance.
Travel costs and the costs of documentation are also covered. In
Transitum supports professional translators translating literature
into and from the languages of the following countries: Albania,
Bosnia-Herzegovina, Bulgaria, Croatia, Greece, Macedonia, Romania,
Slovenia, Turkey and Yugoslavia.

European Cultural Foundation

ID ( Intercultural Dialogue) Project Grant
Application Deadlines: 15 September
The grants aim
to encourage intercultural dialogue by improving understanding of
new cultural groups in Europe or by creating understanding between
European and Mediterranean cultures. Organization can qualify for
an ID project grant if it represent an independent cultural organization
based in Europe. Accepted projects should improve understanding
by shaping public opinion (via videos, essays, books, productions,
etc.) or to directly engage different cultural groups in intercultural
dialogue (for instance, interactive theatre). Participation and
partnership are important for effective intercultural work. Project
organizers are encouraged to involve participants from different
cultural groups in project development, implementation and evaluation.
The ID project grant covers costs for international (cheapest economy
fare ticket available), national and local travel, visa, meetings,
accommodation for guests, meals, fees for experts, translators and
interpreters, professional materials and rental equipment. Other
costs can only be included with prior special permission. ID project
grants may vary between euro 5,000 and euro 30,000. The average
ID project grant is euro 10,000.

Call for Project Proposals
Application deadline: October 1, 2002
The Institute
of Peace has two principal grantmaking components -- unsolicited
grants (any project that fits within the Institute's general mandate
of international conflict management is eligible) and solicited
programs (the Institute designates specific topics or themes of
special interest to the Institute and only projects on the themes
and topics identified for each competition are eligible). Types
of Projects Funded: research, education and training, and the dissemination
of information on international peace and conflict resolution. Eligible
Grant Recipients: nonprofit organizations and individuals-both U.S.
and foreign. The same project director may submit only one application
per grant cycle. Most Institute grants are one to two years in duration.
Most awards fall in the range of $25,000 to $45,000, although somewhat
larger grants are also awarded.

Grants to Improve Women's Human Rights

The Global Fund supports organizations which demonstrate a clear
commitment to women's equality and female human rights; show concern
about the way women are viewed and view themselves in society; are
governed and directed by women; consist of a group of women working
together (requests from individuals are not accepted); and are based
outside of the United States. The Global Fund receives over 2,000
proposals and makes about 350-400 grants per year. Due to this volume,
it takes 4-6 months to review a request. Women's groups may apply
for a grant by reading grant criteria and responding to application
guidelines or by sending a letter providing information about the
group, its work, its financial resources and needs, and the specific
grant request.

The mission of the Global Greengrants Fund is to
help protect the global environment by strengthening the grassroots
environmental movement in developing countries with small grants.
The Global Greengrants Fund supports a wide range of community-based
initiatives that protect the environment in the most underserved
and threatened regions on Earth. Grants from $500 to $5000 are given
to grassroots groups with well-organized local campaigns where a
small amount can make a significant difference. Global Greengrants
Fund does not accept grant proposals. Instead, small grants are

The East East Program of the Open Society Institute
is a partnership program (supports practical cross-border work)
designed to enable people and ideas to transcend national borders
and connect in work to create and strengthen conditions of an open
society. Projects must be real, practical, cross-border work and
must have clearly defined and realistic goals that support ongoing
work and have potential for impact both locally and across national
borders. The program gives priority to projects, which share best
practices and models of social development; catalyze public participation
in social, economic, political and cultural dialogue and debate;
pilot new ideas in social innovation, know-how and activism and
are organized by two or more organizations in two or more countries.
The East East Program coordinator in the Soros foundation in the
country in which a project is to take place evaluates project proposals.
The program management must receive proposals at least six weeks
before a project is planned to begin. The East East Program should
not be the only source of financial support for a project. To apply:

The Regional
Networking Project addresses specific needs of societies (transition
towards democracy and free-market economics) by providing select
NGOs with grants, training opportunities, on-site assistance, and
information forums so that they can work with counterpart organizations
in Central and Eastern Europe to meet the region's common challenges.
Organizations, engaged in significant public policy research, education,
networking, training or advocacy that promotes political or economical
reform/development, from Albania, Bosnia and Herzegovina, Bulgaria,
Croatia, Hungary, Latvia, Lithuania, Macedonia, Poland, Romania,
Serbia-Montenegro, and Slovakia can apply for a grant which will
not exceed $25 000 per organization per year. To qualify for an
NGO Regional Project Grant the project and proposal must: (1) demonstrate
a significant CEE Regional (cross-border or multicultural) dimension
and rationale, (2) include partners or participants from 2 or preferably
more countries identified above, (3) have a strong public policy
component, (4) be consistent with Freedom House's objectives and
priorities, (5) follow the required proposal format. Proposals may
be submitted at any time throughout the year. However, applicants
are advised to submit proposals at least three months prior to the
start of the grant period.

Training for South East European Young Activists

and MOCADT Tetovo. The training will approach effectively and practically
the problems implied by an international partnership between structures
working on the same project, as well as the way in which the involved
managers can avoid blockades. The accomodation and meals are to
be made in the Youth Foundation Hostel and Restaurant in the Conference
Center. The accomodation and meals, the materials, training support
and trainers are free of charge. There is no participation fee.
The transportation is to be covered by the participants. In exceptional
cases a transportation refund can be made for a limited number of
people. The refund cannot be bigger than 70 Euro and only train
tickets are to be taken into consideration. Working language is
English. The participants selection will be made on the basis of

"Introduction into
non-philosophy: a seminar with the founder of non-philosophy, François
Laruelle"

Each year the
Kokkalis Program seeks accomplished scholars, senior level policy-makers
and practitioners from SEE region to serve as Kokkalis Scholars
for 1-9 month periods at the John F. Kennedy School of Government.
Scholars should display leadership in their fields, a background
of high accomplishment, and demonstrated experience working in or
studying Southeastern Europe. During their tenure at the Kennedy
School, Scholars devote their efforts to researching and producing
a paper on a topic related to the region. Qualified candidates interested

have a two-fold focus:
(a) To field test in CEE/SEE countries the UN-Habitat new series
of Training Manuals "Building NGO/CBO Capacity" through:

Conference "Black Sea Cooperation - Reality and Perspectives"

of the conference is to gather young specialists from different
countries to discuss already existent problems and elaboration of
the possible variants of the cooperation development between Black
Sea states; to establish active contacts between universities and

Black Sea Collective Security System; Economic Cooperation in the

pilot course is to support the professional development of youth
workers and youth leaders by extending their competencies to integrate
European citizenship within their projects and practice. Future
participants should have experience of at least two years in youth
work, have organized or co-organized, developed or managed a youth
project with a European dimension, are able to work in English and/or
in French and are residents in a member state of the Council of
Europe or in another country signatory to the European Cultural
convention. All candidates must apply by using the application form.

Roth Institute for the Study of Contemporary Antisemitism and Racism
at Tel Aviv University is holding this international conference,
which will serve as a forum for a multidisciplinary discussion on
the past and present of the Roma. It will seek to compare the historical
experience of Jews and Roma regarding patterns of racism and xenophobia,
as well as that of destruction and annihilation, reconstruction
after the war and commemoration. If you are interested to participate,
send an abstract of your paper and a CV to Stauber@post.tau.ac.il.

Acquiring the scientific
foundations of the universality of human rights- Advanced course
for educators and trainers on human rights education
July 8-12, 2002, Rome, Italy

The program
will focus on acquiring the scientific foundations of the universality
of Human Rights and thus learning education methodology for teaching
the principles of the Universal Declaration of Human Rights. Special
emphasis will be given to the conflict management and conflict resolution
in the respect for Human Rights. The Course language will be English.
Candidates for the course must have obtained a law degree or a degree
in political, education or social sciences or must be students of
the last year. Upon completion of the course and satisfactory participation,
each participant will receive a certificate of attendance.

Advanced Course on the
International Protection of Human Rights
August 19-31, 2002, Abo, Finland

The course aims
at providing a profound insight into, and analysis of, the system
of international human rights protection in the light of contemporary
problems and relevant case law. The course is composed of lectures,
case studies in working-groups, seminars and individual essays.
Those who complete the course successfully will be awarded a Diploma.
Participants: The number of participants is limited to a maximum
of 25. Admittance presupposes, as a general rule, a law degree (or
equivalent) and a good basic knowledge of human rights law. Practical
experience in the field of human rights, publications and previous
participation in special human rights courses are considered a merit.
Applicants should complete the form, include separate letters of
reference and return the application form to the Institute for Human
Rights at the address below. Tuition, fee, lodging: The course fee,
which includes lodging, written materials, and two receptions, is
4,200 FIM (approx. 706 ECU). For those not requiring lodging, the
fee is 3,000 FIM.

Training for Young Environmental
Leaders

The program is designed to develop management capabilities,
abilities to overcome cultural and national differences through
intensive work in a multicultural environment, knowledge of new
approaches and solutions to environmental problems and training
skills. Participants follow a four-week program of integrated and
interactive workshops which address the particular needs of the
region and its younger NGO members, with training in fields like:
NGO and project management, campaign strategy, media-work, communication
skills, fundraising, public participation in environmental decision-making,
business plans for NGOs, NGOs and civil society and much more. Eligible
for the program: between 20 and 30 years old, show a strong commitment
to improving the environmental situation in the CEE region, active
in an environmental NGO, have citizenship in one of the participating
countries, and speak and write English well. The REC will cover
all costs related to travel, food, training fees and accommodation
for the CEE and NIS participants. Application package includes (in
English): motives for applying, expectations, the project you wish
to develop for your NGO during the training period, the session(s)
to which you are applying, a letter of support from the Director/Chairperson
of your NGO, explaining the reasons for recommending you for the
training and how the NGO will benefit and CV.

Seventh European Summer
School in Local Government Studies

The main goal
of European Summer School in Local Government Studies is to give
Ph.D. students an opportunity to meet and exchange ideas with other
students working within the field of local government. The program
will combine a series of lectures and small groups. The lectures
are organized around a selected theme. The participants will be
provided with free accommodation, meals and small fee (180) for
course literature and common leisure but participants are expected
to cover transportation costs. A limited number of grants are available.

Conference: Balkan societies
in change: The use of historical myths
November 7-9, Sarajevo, Bosnia and Herzegovina

Scholars from
the Balkan countries-Albania, Bosnia, Bulgaria, Croatia, Greece,
Macedonia, Romania, Turkey, and Yugoslavia-are encouraged to apply.
Women are especially encouraged to apply. Applicants whose papers
are selected will be given a honorarium of 500 Euro, free accommodation,
travel expenses to and from Sarajevo for all paper givers. Special
emphasis should be placed on the function of Historical myth-making
as boundary-defining mechanism, as this focus will serve as the
unifying element of the conference. Applications should contain
a 500-1000 word outline of the structure, thesis, and main arguments
of the proposed paper; a CV; and a list of publications. Applications
may be submitted in Bosnian/Croatian/Serbian or English. Applicants
that are selected must present a complete version of their papers
no later than October 1st 2002. Papers should be no shorter than
7,000 words and no longer than 10,000 words. Roughly half of the
papers will be developed into two books, one in English and one
in Bosnian/Croatian/Serbian, which will be published as part of
the research project. Participants will also be paid an additional
500 Euro for the extra work required to rework the manuscripts into
book chapters.

Internship Program-
Regional Environmental Center

The Internship
Programme aims to assist young environmental professionals from
within and outside of the Central and Eastern European region in
developing their careers, improve cooperation between the REC and
other organizations and to extend the REC's network in the region
and beyond. Interns should come from a university background The
interns' work must be relevant to environmental topics in Central
and Eastern Europe and will be carried out in concert with ongoing
REC projects. The internships usually last between one and six months,
though internships of more than one month are preferred. REC hosts
approximately eight interns each year. Application procedure: send
a letter of application in English, containing a statement of purpose
that explains your interest in the REC and your curriculum vitae.
In most cases, the costs of the internship must be fully supported
by the sending organization. There may be some exceptional cases
in which the REC will bear some of the costs (these will be discussed
on a case-by-case basis).
