Assessing
the Quality of Governance: Developing the Common Assessment Framework
for CEE Countries
July 1 -7, 2002, Potsdam, Germany
Application deadline: May 31, 2002
The purpose
of the summer school is "to train the trainers" in assessing
the quality of governance. The participants of the summer school
will learn to incorporate governance and the rule of law as essential
ingredients in applying quality management procedures in the public
sector in CEE countries. The CAF (Common Assesment Framework http://www.eipa.nl/CAF/CAFmenu.htm
) developed by EU member states provides interesting and relevant
case study material in the assessment of "excellence",
but mainly in terms of organizational excellence. This summer school
will allow participants to explore how key governance issues can
be addressed, using the CAF model, and what further indicators and
assessment processes might be used to supplement the CAF approach,
in order to cover the full range of governance issues. Applicants
should make clear whether they are applying for funding from the
Volkswagen Foundation to cover their travel and accommodation costs.
(Accommodation for these applicants will be in student quarters
in Potsdam). There are no tuition costs for the summer school. Interested
persons should send a detailed CV and a one-page statement outlining
their expertise in quality management and/or governance in the public
