The Alexander von Humboldt Foundation and Hertie Foundation announce
Roman Herzog Research Fellowship
Application Deadline: on-going

The fellowship will enable young highly qualified scholars with outstanding leadership qualities in research and teaching from central and south-east Europe (including the Baltic States) to carry out research projects of their own choice in Germany (age limit: 35 years). Applications may be submitted for long-term research stays of between 6 and 12 months; short-term study tours or participation in conferences cannot be founded. Research fellowships are offered on a regional competitive basis. Applications from the fields of law, economics and social sciences are particularly welcome since fellowships shall contribute to the further development of scientific policy in the home country. 12 research fellowships are available per annum. Assessment and decisions are based primarily on the quality and feasibility of research projects proposed by candidates as well as their (international) publications (including doctoral thesis). Thanks to special funds made available by the Federal Foreign Office within the framework of the Stability Pact for Southeastern Europe, the Humboldt Foundation is able to offer increased sponsorship to scholars from former Yugoslavia and the neighbouring countries Albania, Bulgaria and Romania.

Ireland Aid announces
Human Rights and Democratisation Scheme

The objective of the Human Rights & Democratisation (HRD) scheme is to assist the development of democratic processes and institutions and the promotion and protection of human rights in developing countries. This scheme is intended to support small-scale projects which contribute to training and capacity-building in relation to democratic processes and institutions and the promotion and protection of human rights. Funding provided would not normally exceed £100,000 in any one year in the case of projects implemented by NGOs. In appraising project proposals, Ireland Aid attaches particular importance to the project's likely impact in developing countries, on awareness of human rights and democratisation issues at grassroots community level and on the capacity of communities to assert their rights and gain understanding of and access to processes and institutions of government. All applications for funding must follow the format set out in the attached application form.

Exchange program in the U.S.A.

Editors from daily newspapers in the developing world have until June 1 to apply for the International Journalism Exchange, an annual professional program that brings 10 top newsroom managers of daily newspapers for a five-week program in the United States. The program is sponsored by the Freedom Forum and the American Society of Newspaper Editors (ASNE) and is administered by the International Center for Journalists (ICFJ), based in Washington, D.C. The goals of the program are to strengthen the independent press overseas and to enhance U.S. understanding of other cultures and journalism around the world. During a four-week assignment at an U.S. daily, the visiting editors observe all aspects of production, and exchange ideas and information with the host newsroom staff and community. Writing and reporting are not specific objectives of the program. Applicants must have five years newspaper experience and proficiency in English. They must write a 300-word essay describing what they want to learn during the program. The program covers all expenses: round-trip international airfare, all domestic program-related travel, emergency medical insurance, and a stipend for meals and incidental expenses. The sponsors also provide lodging in Washington and New York and housing for the four-week newspaper assignment, mostly in home stays with a newspaper professional. Other than travel and living expenses, the program does not pay any salary or honorarium.

Bank of Ireland announces
Fellowship In Human Rights
Application Deadline: June 10, 2002

The Irish Center for Human Rights, NUI Galway, in conjunction with the Bank of Ireland is proud to announce a one-year fellowship in Human Rights Law for a scholar of note from a developing country. Applications for this fellowship are invited from academics from any developing country whose research output and teaching focus on the area of human rights. Interested candidates should send in their complete CV, outlining their engagement with human rights issues or organizations and teaching interests. In addition candidates are also requested to send a brief abstract of research they wish to pursue during their time at the Irish Center for Human Rights. The Fellowship will amount to 19,000 IEP for one year. The recipient of the Fellowship will have travel costs covered for one return journey from home country to Galway and back.

The Local Government and Public Service Reform Initiative Program announces:
LGI policy fellowships 2003
Application Deadline: June 15, 2002

Eligibility: Ideal applicants are civil servants, policy researchers, and policy advisers. A graduate degree or equivalent is required. Applicants must be citizens of CEE, SEE, or NIS countries. The fellowship program is aimed at developing policy research and strengthening regional capacity by developing policy networks throughout the region. IUCN/Ford Foundation announce
Small Grants Programme
Application Deadline: June 30, 2002

Through a grant from the Ford Foundation, the IUCN Sustainable Use Team is offering small grants to promote scholarly contributions from individuals from developing countries in the field of sustainable use of biological systems. The aim is to promote the authority of science from developing countries and foster opportunities for scholarly exchange. In 2002, priority will be given to proposals that address the complex connections between people and nature, exploring the concept of sustainability. Applications related to activities that employ innovative inter- or multidisciplinary approaches are the most likely to be funded. Support will be provided in only one category this year: Participation at scholarly/technical meetings. This will generally include travel and per diem costs, but may also cover costs associated with preparing a presentation (e.g., production of audio-visual materials), and meeting registration costs. Grants will be for a maximum of $2000. In general, the programme is intended to support the communication of research findings, project results, and lessons learned from developing countries.

Student Writing Competition

The theme of the competition is The Role of the Rule of Law in Addressing Gender Based Discrimination in the Emerging Democracies of Central and Eastern Europe and the Former Soviet Union. This theme is designed to be broad enough to allow participants considerable breadth in choosing their specific topic. Participants are encouraged to draw upon experiences in their own country as well as in the principles addressed in the competition's selected resources.Issues currently found in the news media are good sources for potential topics. A strong emphasis should be placed upon the author's own ideas about the selected topic. Mere reporting of the works of others is discouraged. Judging will be based primarily upon the quality of the analysis reflected in the entry. Authors should justify their conclusions with sound reasoning and pertinent authorities. First prize: $1,000, plus a trip to the United States, second prize: $500, third prize: $250, honorable mention: A copy of Black Law's Dictionary. The Regional Environmental Center for Central and Eastern Europe (REC) announces
Cooperative Grants Programme- Supporting NGOs Within and Beyond CEE borders
Application deadline: July 12, 2002( for concept papers)

NGOs from Central and Eastern Europe (CEE) and the Newly Independent States (NIS) are invited to apply. The maximum grant amount per project is EUR 35,000 and the total amount available is EUR 200,000. Only registered non-governmental organizations from CE (Czech Republic, Estonia, Hungary, Latvia, Lithuania, Poland, Slovakia and Slovenia), SEE (Albania, Bosnia and Herzegovina, Bulgaria, Croatia, FYR Macedonia, Romania and Yugoslavia) and NIS (Armenia, Azerbaijan, Belarus, Georgia, Moldavia, Russia and Ukraine) whose work focuses primarily on the environment, are eligible to apply. NGOs must propose a project that includes cooperation with an NGO partner in at least one other eligible country. The project may be no longer than 15 months in duration. Proposals that include Danish NGOs or an NGO(s) from a country outside the lead NGO's sub-region (CE, SEE or NIS) will be favoured. Cooperation with local and regional authorities as well as with the business sector is also encouraged and will be regarded favourably during the grant awarding. Danish NGOs showing interest in working in the region are eligible for funding through Small Grants Facility Programme run by the Danish Outdoor Council. A start-up grant of up to EUR 1,500 will be offered by the REC to NGOs in order to help them meet the partners and prepare a full application. In addition, the REC will assist the NGOs in preparing the full proposal by providing training/assistance to the NGOs during the project preparation meeting. Full project proposals will be submitted by October 21, 2002.

International ex-libris competition: First TRIENNAL OF BALKAN EX-LIBRIS

BALKANKULT (Balkan Cultural Cooperation), BELGRADE and the BELGRADE EX-LIBRIS CIRCLE have decided to organize an international ex-libris competition on the subject of THE BRIDGE to support co-operation amongst persons active in culture and media, artists and entities inside and outside of South-East Europe and help the development of communicational, professional and technical trans-border artistic and cultural ties and independent exchanges of information. The goal of BalkanKult is to influence the creation of new cultural models and strategies for the 21st Century. This competition is open to artists from all the South-East Europe (Albania, Bulgaria, Bosnia, Croatia, Greece, Macedonia, Moldavia, Republic of Srpska, Slovenia Romania, Turkey, Yugoslavia). Artists are invited to make one or more ex-libris on the theme the BRIDGE, as a symbol of the historical, present and future cultural cooperation in the region. New Century Scholars Program on Sectarian, Ethnic, and Cultural Conflict

NCS will provide a unique research opportunity for scholars selected from the U.S. and abroad to pursue individual research objectives as well as to engage in ongoing collaboration and interaction focusing on the research theme. Approximately twenty-five to thirty leading scholars and professionals representing a variety of disciplines from the U.S. and abroad will be selected as NCS Fellows. Fellows will receive grants in the amount of $41,500 to cover expenses related to participation in the program. Possible topics might include, but are not limited to cross-border ethnic identity and diaspora; stateless nations; religious nationalism and religious pluralism; the role of clergy in ethnic mobilization; clashing values of tradition and modernity; reconstruction of civil society; community development and reconstruction; innovative governance in multi-ethnic states; new initiatives for resolution of ethnic conflicts; democratic solutions to long-standing conflicts; third-party intervention/mediation in ethnic conflicts; emigration and immigration as factors in multiculturalism; effects of refugee resettlement on the creation of new civil societies; and women's groups in processes of reconciliation.

How to be a Better Policy Advisor Course

Assessing the Quality of Governance: Developing the Common Assessment Framework for CEE Countries

The purpose of the summer school is "to train the trainers" in assessing the quality of governance. The participants of the summer school will learn to incorporate governance and the rule of law as essential ingredients in applying quality management procedures in the public sector in CEE countries. The CAF (Common Assesment Framework http://www.eipa.nl/CAF/CAFmenu.htm ) developed by EU member states provides interesting and relevant case study material in the assessment of "excellence", but mainly in terms of organizational excellence. This summer school will allow participants to explore how key governance issues can be addressed, using the CAF model, and what further indicators and assessment processes might be used to supplement the CAF approach, in order to cover the full range of governance issues. Applicants should make clear whether they are applying for funding from the Volkswagen Foundation to cover their travel and accommodation costs. (Accommodation for these applicants will be in student quarters in Potsdam). There are no tuition costs for the summer school. Central theme of the seminar will be Sustainable Development process in Eastern Europe and implementation of Agenda 21. The organizers would like young people to learn, discuss and exchange experiences about social, economical and above all environmental development of their countries (regions) had and find out more about present situations and possibilities for future development in sustainable way. Federation of Young European Greens (FYEG) together with its partners European Youth Foundation and Green Forum, Sweden will cover your travel costs, accommodation costs and food for a small participation fee of 23 euro from Eastern Europeans and 43 euro for Western Europeans. Applicants will be young greens from all over Europe (with the accent on Regions of Central, north-eastern and South-Eastern Europe where the Green organization are in forming and where the green ideas are not yet spread enough), youth who already have been involved in social, international, economical or
ecological issues and also those who are interested in involving themselves and their organizations into these issues in their own country (region). They should be open to learn, to meet new people and to new ideas.

People's diplomacy, non-violence and global civil society after September 11

The number of participants will be confined to thirty, at least half of whom will be women. A balance will be sought between participants from "developed" and "developing" countries. Fluency in English is required. Priority for admission to the International course will be given to applicants who are active in organisations of civil society or social movements involved in human rights promotion, non-violent conflict transformation and peace education. Accommodation expenses (including meals) for those admitted to the course will be covered by IUPIP. A vegetarian option is available. Applicants whose organisations are not able to cover their travel expenses are asked to indicate so in the application form. IUPIP will consider the possibility of partial or total coverage of such expenses taking the geographical area of origin of the applicant into account. Participants will be accommodated in double rooms at Hotel Leon d'Oro.

GO2 - Global Governance 2002: Civil Society and the Democratization of Global Governance

Key Objectives of GO2:

Call for Trainers (REC)

The Regional Environmental Center for Central and Eastern Europe (REC) announces a call for trainers to help NGOs in Central and Eastern Europe (CEE) and the Newly Independent States (NIS) to develop proposals for Cooperative Environmental Projects. The REC will form a group of 10 to 12 trainers from the CEE and NIS region to assist the NGOs, particularly in the following areas: the process of partnership development, as well as partnership maintenance during the project's implementation, project preparation, and project proposal writing. Each trainer will be assigned to work with a maximum of three projects, depending on his/her expertise and geographical location. The trainings are foreseen to take place between September 1 and October 15, 2002. At the end of the assistance the trainers will have to report in writing on the results of the assistance and propose recommendations to the REC staff. The REC will cover all costs related to travel, accommodation, food, communication and training materials, and shall also pay a fee to the trainers. Only experienced trainers whose work focuses primarily on non-governmental organisations, preferably in the environmental field, from Albania, Armenia, Azerbaijan, Belarus, Bosnia and Herzegovina, Bulgaria, Croatia, the Czech Republic, Estonia, Georgia, Hungary, FYR Macedonia, Moldova, Latvia, Lithuania, Poland, Romania, Russia, Slovakia, Slovenia, Yugoslavia and Ukraine are eligible to apply.

The Contribution of Mass Media to the Extension of the European Union

The conference will consist of three workshops dealing with a variety of issues on reactions of the international media to expansion of the EU.The first workshop will focus on the role of the media in the creation andformation of a European conscience. The workshop will consider the idea of European unity from historical and cultural perspectives. Participants will also discuss the opinions of other countries, that are not EU members, on the formation of a European consciousness.The second workshop will deal with the EU expansion, and its different phases, as interpreted by the media of the candidate countries. The third workshop is dedicated to the contribution of the media to the ongoing process of the enlargement of the organization. Participants at this workshop will discuss whether media are critical participants of the enlargement, what are media's responsibility, and how will further integration of the EU be covered. The conference is organized by the International Institute of Administrative Sciences of Brussels, in cooperation with the University of Oradea in Romania; the University of Reims, Champagne-Ardenne, in France; the Scientific Committee of DESS "Specialists in Political Judicial Problems for Central and Eastern Europe" and the Romanian Institute of Administrative Sciences Paul Negulescu. Training for Young Environmental Leaders
August 26-September 22, Szentendre, Hungary

The program is designed to develop management capabilities, abilities to overcome cultural and national differences through intensive work in a multicultural environment, knowledge of new approaches and solutions to environmental problems and training skills. Participants follow a four-week program of integrated and interactive workshops which address the particular needs of the region and its younger NGO members, with training in fields like: NGO and project management, campaign strategy, media-work, communication skills, fundraising, public participation in environmental decision-making, business plans for NGOs, NGOs and civil society and much more. Eligible for the program: between 20 and 30 years old, show a strong commitment to improving the environmental situation in the CEE region, active in an environmental NGO, have citizenship in one of the participating countries, and speak and write English well. The REC will cover all costs related to travel, food, training fees and accommodation for the CEE and NIS participants. Application package includes (in English): motives for applying, expectations, the project you wish to develop for your NGO during the training period, the session(s) to which you are applying, a letter of support from the Director/Chairperson of your NGO, explaining the reasons for recommending you for the training and how the NGO will benefit and CV.

Training for Trainers Working in South East Europe

The course "Training for Trainers working in South East Europe" is relevant for youth organizations and other youth work institutions who need to have competent and autonomous trainers capable of delivering the training their membership needs. Building on the accumulated experience of non-formal education and youth work, the training course is participant-centered and aims at developing participants' knowledge, skills, competencies and attitudes in training on topics such as intercultural learning, human rights education, youth participation, conflict transformation, citizenship, etc. This training course will encourage the participants to develop their critical thinking, creativity, communication, ability to deal with conflicts, team work, and responsibility in training contexts. Board and lodging are provided and paid for by the Council of Europe at the European Youth Centre, Budapest. Travel expenses and visa costs are reimbursed (upon presentation of the relevant receipts). An enrolment fee of 54 Euros is payable by each participant.
