International Harm Reduction Development Program ( IHRD)

OSI is pleased
to invite independent human rights group, promoting individual rights
and the rule of law in democratic states and organizations of human
rights lawyers in CEE and FSU to submit letters of intentions describing
ideas of projects that will provide:
· - Legal assistance: by offering free legal advice Harm
Reduction projects staff, PLWA (people living with AIDS) and to
drug consumers as
well as by offering information on issues concerning data protection;
· - Legal advocacy: by initiating legislation and/or changes
in the application of the laws related with drug use, HIV national
policies with
regard of IDUs and access to HIV/AIDS treatment; by drawing the
attention of the legislator, in the course of the preparation of
new laws, to the requirements of the human rights; by evaluating
the impact of current legislation on the HIV prevention efforts
among IDUs.
· - Public education: by informing the public on the significant
legal cases in their practice with IDUs and PLWA (while securing
anonymity to its clients); by preparing informational brochures
in matters of legal policy; by making available the data on the
Internet; by organizing discussion forums on issues of IDU's and
PLWA rights, and drug policy;
Only letters of intention submitted in English will be reviewed.

Allavida now
offers three different Charity Know How Grants programmes: the General
Programme, Partnership Development Grants and Global Grants. All
three programmes offer small grants (less than £15,000) for
skill-sharing partnerships between NGOs. Applications must include
at least two organisations usually from different countries working
in partnership. Projects should contain a significant element of
transfer of know-how, and can include training programmes for NGO
staff and volunteers, professional advice and study visits. For

The Information
Program of the Open Society Institute announces
Grants for Open Access Journals
Application Deadline: September 9, 2002
To support open
access to international research and scholarship, OSI will provide
$100,000 in funding to support the publication in open access peer-reviewed
online journals of articles by authors residing and working in countries
where the Soros foundations network is active. Journals that have
adopted an open access up-front payment business model will be eligible
for funding (please see http://www.earlham.edu/~peters/fos/boaifaq.htm#journals
for more information about open access funding models). Open access
is defined as free and unrestricted online availability of current
content. Funding will be provided directly to the journal to subsidize
the up-front fees. Funding will cover the fees for processing of
articles that are accepted for publication in 2002. A maximum of
two articles per author per year will be eligible for 100% funding
of the processing fee, while an additional two articles will be
eligible for funding at 50% of the processing fee, with the additional
50% coming from the institution supporting the research, the author's
affiliated institution, a government agency, etc.

Cultural Foundation announces
MAP evaluation and communication grants
Application deadline: September 15, 2002
MAP evaluation
and communication grants enable new effective practices in participative
policymaking and organisational development in the cultural sector
to be analysed and the results shared and communicated at European
level. MAP evaluation and communication grants may also be used
for advocacy purposes. In 2002 this programme will run in Bulgaria,
Croatia, Macedonia, Yugoslavia and Romania. You can apply for a
MAP evaluation and communication grant if you represent an independent
non-profit organisation in the cultural sector. In exceptional cases,
the ECF may accept applications from individuals and agencies. Projects
should make new approaches to management and policymaking transparent
to others wishing to use this information in daily practice. Evaluation
projects should have well-defined evaluation questions and use relevant
evaluation methods. For communication projects it is important that
project organisers have a good understanding of the third parties
they wish to reach and how this can be achieved. As the ECF aims
to promote cultural cooperation in Europe, they are especially interested
in proposals that share knowledge across borders. Projects need
not be relevant for all European groups, but a regional approach
is highly appreciated.

Rolex Awards to Recognize Enterprising Efforts to Improve World

Aimed at fostering
a spirit of enterprise around the world, the Rolex Awards are designed
to recognize pioneering concepts and innovative thought by giving
individuals the means to achieve an important undertaking. The Rolex
Awards for Enterprise support outstanding initiatives in the following
key areas of human endeavor science and medicine; technology and
innovation; exploration and discovery; the environment; and cultural

Institute of Peace offers financial support for research, education
and training, and the dissemination of information on international
peace and conflict resolution. USIP invites proposals for its solicited
grants competition for fall 2002. The solicited grants topics are
(a) Religion, Conflict and Peace-building, and (b) Democratic Governance
and the Role of the Military. Most Institute grants are one to two
years in duration. Most awards fall in the range of $25,000 to $45,000,
although somewhat larger grants are also awarded.

International Nonviolence Training Fund

The Fund will
offer support to projects outside the United States which seek to
build training capacity and leadership development for nonviolent
social change and to actual field trainings for nonviolent efforts,
including those for Native nations with in the U.S. The INTF committee
is composed of representatives from the Muste Institute Board, the
fund donors, and international trainers. The maximum amount considered
will be US$3,000. Groups applying for funding must be small, community-based
and with little likelihood of funding from other grantmaking institutions.

Institute announces
Sundance Fund to Support International Documentary Projects
Application deadline: rolling
The Sundance
Documentary Fund is dedicated to supporting international documentary
films and videos focused on current and significant issues and movements
in contemporary human rights, freedom of expression, social justice,
and civil liberties. The Fund only accepts projects dealing with
contemporary issues, and does not accept historical projects, biographies,
or series. Individuals from around the world may apply with documentary
film or video projects that range in length from full broadcast
hour to long format feature.
Two project categories will be considered for funding:
Development Funds: are available for projects in the research or
pre-production phase. Grants in this category range up to $15,000.
Grantees receiving development funds may reapply for additional
support upon completion of at least a rough cut of their documentary.
Work in Progress Funds: are available for projects in production
or postproduction. These submissions are eligible for the maximum
grant award
of $50,000, but generally, awards in this category will average
$25,000.

Cooperation Forum

The European
Regional Master in Democracy and Human Rights in South-East Europe

The European
Regional Master's Degree in Democracy and Human Rights in South-East
Europe is established through the joint efforts of the participating
universities, co-ordinated by the University of Sarajevo. Lectures
are structured and lecturers selected so as to strongly emphasise
a regional approach in the framework of the European integration
process. In the first term, from October to June, students are taught
together in Sarajevo by lecturers and tutors from participating
universities and experts from IGOs, NGOs and Governmental Institutions.
The language of instruction is English and attendance is compulsory.
The mid-term exam takes place during the last week of the first
term. In the second term, in summer, students take up assessed internships
at selected IGOs, NGOs and Universities in the region. During the
third term of the programme, in autumn, students live and study
in Italy, at the University of Bologna Residential Centre, where
they prepare their dissertations.

programme focuses on human rights and gender issues, international
standards of equality and policies aimed at enhancing gender equality
and covers human rights protection of women in all pertinent areas.
The programme is designed primarily for representatives from women's
organizations, senior staff members of government agencies responsible
for equality issues and researchers dealing with gender and related
topics. Individuals from the following countries are invited to
apply for the programme: Albania, Armenia, Azerbaijan, Bosnia Herzegovina,
Croatia, Federal Republic of Yugoslavia, Georgia, Kazakhstan, Kyrgyz

Learning Course: HUMAN RIGHTS MONITORING

Participants
will be introduced to the doctrine and methodology of human rights
monitoring, primarily as developed through the work of, and to be
applied by United Nations (UN) human rights field operations. The
course addresses applicable international human rights and humanitarian
law; approaches to identifying human rights violations, information-gathering,
interviewing, visits to persons in detention, visits to displaced
persons in camps, monitoring the return of refugees and internally
displaced persons, trial observation, monitoring children's rights,
monitoring economic, social and cultural rights, preparation of
reports, interventions with local authorities and other follow-up.
The course involves 60 hours of reading, on-line working groups,
interaction with students and instructors/facilitators and assignments.
The course is particularly intended for those presently responsible
for human rights monitoring in UN field operations or who want to
work in UN human rights monitoring but may also be useful to other
human rights monitors. Candidates should have a good written command
of English and have high competence and comfort with computer and
Internet use. The course tuition fee is US$ 485. Scholarships are
available for applicants from Central and Eastern Europe.

"Citizenship and participation in the globalising world"

will be organised using different participative methods such as
workshops, panel discussions, working groups, keynote speeches,
question and answer sessions, round-tables, confrontation games

followed by the Non-governmental organisations' Market (so-called

in the Municipal House in Prague between 30th and 31st October,

Leadership Roles will focus on the following:
(a) Deepening participants' knowledge and skills on the concept

Founded in 1990,
the Alliance of Universities for Democracy (AUDEM) is a consortium
of American and Central and East European universities united for
the common purpose of supporting institutions of higher learning
in Central and Eastern Europe (CEE) in their transition from suppression
in centrally-planned economies to their democratic roles in market-driven
economies. The Annual Conference is hosted by the Politehnica University
of Timisoara. This year, the overall theme is reflected in the following
tracks: Assessing Democracy and Social Life in Contemporary Societies,
The Transformation of Universities in the 21st Century, Assuring
Quality in Higher Education, Student Perspectives: Student Papers
& Presentations, Open Track: Papers and Presentations Are Invited.
The organizers welcome discussions and contributions that relate
to the general theme of the Conference, and in particular want to
encourage young scholars and junior faculty to participate. Time

IDA (Interchange of Data between Administrations)

Balkan Youth
for Tolerance

The "Balkan
Youth for Tolerance" is a project aiming at raising youth awareness
for human rights in general and the minority rights more specifically
on the Balkans.
28 participants
from 7 target countries:
- will
discuss minority topics in two (startup and extending) seminars
(Romania, Bulgaria)
- will travel by bus through the Balkans!
(Bulgaria, Serbia and Montenegro, Bosnia and Hercegovina, Romania)
- will visit different institutions, media centers and experts dealing
with minority rights in the countries involved
- having workshops with different minority groups in the villages
- will write a Bus Diary of their experiences and publish it daily
on the internet
- will make a short documentary video film about the programme
- will participate in an online discussion forum on minority topics

The International
Summer School in Cervia

The School (at
its VIII Edition) admits young post-graduate men and women from
European Union and from Southeast Europe and can provide for an
ideal environment for the development of interpersonal and intercultural
relationships between Eastern and Western Europeans and for learning
together about political questions of common concern. The lectures
are intended to offer an analysis of the political and economic
integration processes in the European Union, of the fundamental
principles and pre-requisites to become its members and, in comparative
perspective, of the characteristics of the political and economic
systems in the post-communist Balkan transition. The school provides
for 2 different courses, corresponding to 2 main study areas: 1
- Law, Human Rights and Political Institutions; 2 - Economics and
Environment Management. The first area will be focused on various
subjects, in particular on nationalism, differences in gender, relationships
between minorities and majorities in democratic systems. The second
one will be focused on subjects about monetary union, prevention
principles and estimate procedures on the environment and fundamental
principles of sustainable development.
