International, Fauna & Flora International (FFI) and BP announce:
The BP Conservation Programme
Application deadline: October 31, 2002
In existence since 1985, the BP Conservation Programme aims to support
and encourage long term conservation
projects, which address global conservation priorities at a local
level. It is about attracting, supporting, and developing the skills
and networks of future generations of young conservation professionals.
This is achieved through a comprehensive system of support, training
and financial awards. Twenty Awards are presented each year in Gold,
Silver and Bronze categories. Gold Awards are $17,500, Silver Awards
are $12,500 and Bronze Awards are $7,500. The BP Conservation Programme
also gives six Follow-up Awards of up to $35,000. These are given
to the best proposals for follow-up submitted by one of the previous
years winners. New to the Programme this year are two consolidation
awards of up to $75,000 each, which will be given to the best continuing
conservation projects that the Programme has helped to seed (at

CALL FOR PROJECT PROPOSALS youthNET

Activities to be funded by youthNET seed-money are cross-border
/cross-ethnic activities like bi-, tri- or multilateral exchanges,
youth- or school exchanges. Preparatory meetings for cross-border
activities can also be funded. Non-profit organisations or schools
are eligible for funds. Application forms can be obtained from the
web-site www.iz.or.at/youthnet or as print-out from Interkulturelles
Zentrum or from the respective Regional Organizers. Applications
have to be submitted to Interkulturelles Zentrum and the respective
"Regional Organiser". "Seed-money" will be available
for projects which are carried out between 1 January 2003 and 31
December 2003. Funds are limited with EURO 2.500/per project (including
2% administration costs of the regional organiser):

Call For Proposals: Country Studies ("Understanding Reform"
)
Application deadline: November 15, 2002
Country studies
will be selected based on a competitive process. Residents of eligible
countries are encouraged to send in proposals describing how they
would meet the challenge as outlined in the terms of reference.
Particular emphasis should be placed on the composition of the team,
the main issues in your country, testable hypotheses, and the methodological
approach(es) to be used. CVs of all researchers must be attached.
The size of the team is not fixed but should be set so as to meet
the terms of reference, taking into account budgetary considerations.
At least 50% of all principal researchers must be residents of a
developing or transition country. Budgets should be included in
the submission. Total budgets should fall between US$30,000 and
US$60,000, not including travel to GDN's annual conference. It is
GDN policy to provide research grants based on local costs.Suggested
format for proposals:

The Confidence-building
Measures Programme
Application deadline: 15 November 2002
Projects, of
which the primary aim is to improve intercultural relations, can
be submitted by NGOs, local and regional authorities, media and
educational establishments. In addition to their inter-ethnic character,
projects should be relevant to one or more of the various fields
of the Organisation's intergovernmental work programme, including
human and minority rights, democracy, democratic citizenship, media,
education, culture, social cohesion, youth, local democracy and
transfrontier co-operation. The maximum contribution that can be
granted for a one-year project is generally 25,000 euro.
As in previous years, preference will be given to projects which
fit within one or more of the following categories:
- Projects relevant to one or more countries of the Caucasus and
South East Europe
- Projects promoting the integration of Roma communities
- Projects promoting Council of Europe legal standards, particularly
in the field of the promotion of human and minority rights
- Projects linked to structures set up within or related to the
Council of Europe (e.g. Field Offices, Information and Documentation
Centres, Local Democracy Agencies, International NGOs enjoying consultative
status with the Council of Europe)
In addition, in 2003, special attention will be given to projects
aimed at (i) the promotion of inter-religious dialogue; (ii) the
integration of foreigners and (iii) promotion of civil society contacts
between Council of Europe member States and adjacent countries in
the Mediterranean basin.

2003-2004 Kokkalis Fellowship Program are natives of Albania, Bosnia-Herzegovina,
Bulgaria, Croatia, Greece, Hungary, the former Yugoslav Republic

of Yugoslavia, who are applying to one of the following degree programs
at the John F. Kennedy School of Government:

International Fellows in Philanthropy Program

based in Baltimore, Maryland, USA, affords an opportunity for advanced
study, research, and training for up to eight participants each
year who are involved in studying or managing private nonprofit,
or philanthropic organizations outside of the United States, or
working as NGO liaisons in the public or commercial sectors. Fellowships,
which can be an academic year or semester, are available at both
the Junior and Senior level.

candidates who: 1) have demonstrated a high degree of interest,
experience, and professional competence in research, management,or

Local
Government Assistance Program in Romania has launched a new Training
Manual "Citizen Participation in Decision Making"
The purpose
of this Training Manual is to provide techniques, examples and case
studies on citizen participation training. Therefore this manual
can be a useful working instrument for various organizations (Training
Institutes, Local Government Associations, NGOs, etc.) or instructors
who wish to initiate and develop training courses on this topic.
This new Research Triangle Institute /LGAP USAID funded publication
incorporates three years of experience in conducting Citizen Participation
programs in Romania, enriching the self study guide published in
2001 with multiple exercises, case studies, and reflection moments
collected by the authors mostly from Romania, but also for the USA,
Canada, Ukraine and Portugal.The manual is posted online.

The Mental Disability
Advocacy Center (MDAC), an international human rights and mental
disability NGO based in Hungary, is conducting 2-day training seminars
on "mental disability and the European Convention on Human
Rights", for lawyers in the 10 Eastern European European Union
(EU) accession countries. The seminars are supported by the Council
of Europe, and focus on national and international remedies and
law reform.
The following topics are discussed during the seminars:
· Right to life - to protect patients in institutions with high
mortality rates, and to require proper investigations of causes
of death
· Right to protect patients from oppressive treatments -"unmodified"
electro-convulsive therapy, caging, punishments
· Right not to be treated in institutions where conditions may constitute
inhuman or degrading treatment
· Right to have a meaningful court review of the justification for
mental health detention, including effective legal representation
· Remedies against guardianship powers taken behind a patient's
back, and without notice or representation
· Remedies against oppressive guardianship powers
· Assisting patients to enforce privacy rights, such as privileged
correspondence with family or lawyers
· Remedies to enhance quality of life in long-term residential facilities

Background of
the project
Graz in the south of Austria will be the only official Cultural
Capital of Europe in 2003. Graz wants to use this opportunity and
present a year of a packed and various cultural and art programme.
There will be big exhibitions prepared by well-known and experienced
curators, and also smaller shows of contemporary works one does
not have often the chance to see. There will be interesting stage
directions of assigned plays by local and international authors
and a whole year long sequence of musical performances conducted
and given by the "Icons of the 20th century". There will
be a thorough presentation of local and international works in art
and culture throughout the year 2003. There will be focal points
and events on religious interrelation, academic co-operation and
future development and sports. There will be programme emphasising
on the culture of and for youth as much as a year long artistic
programme for children.
It will start on January 9th to 12th 2003 in Graz with a grand opening
event, that stretches over the whole weekend and includes the official
opening and a big event for the public on January 11. Graz 2003
ends on November 30, 2003.

Financial conditions for GIVE
GIVE project is financially covered through the organisation Graz
2003. A financial support by the European Commission through the

¨ Graz 2003 will cover one international travel ticket from the

of a European Puzzle- European Dimensions in Youth Work

The Training Course "Pieces of a European puzzle" aims
at developing new approaches and participant's project ideas in
the field of active European citizenship. The Training Course is
only one part of a long-term process which will allow participants
to learn about the processes of conceptualising and implementing
activities in the area of community work with a European dimension.
Profile of the participants
o Multipliers,
who work with youth in E.U. and other European countries, should
make contacts with organisations in the field of European youth
work and intensify them.
o They should get to know each other and develop and realise further
projects on an European level.
o Multipliers, who work with disadvantaged young people should make
contacts with those who are not working with underprivileged youth
and develop further projects.
o Multipliers who are working in an regional context should be involved
in national and European networks and working structures.
Board and lodging of all participants are provided and paid for
. Travel expenses and visa fees are reimbursed on presentation of
the relevant receipts according to the rules of the Directorate
of Youth and Sport of the Council of Europe. Payment is made either
by bank transfer after the Training Course, or at the end of the
Training Course in cash (EURO). An enrolment fee of EURO 34 will
be deducted from the amount to be reimbursed for travel expenses.

Purpose of the Forum The Forum is to reunite the majority of the
organizations from the network for direct contact, discussions and
activity presentation.
Main Components
· NGOs presentation
· Workshops on the following themes:
- the lack of youngsters social involvement and combating strategies;
- the governmental - non-governmental partnership in the youth sector;
- the prevention of the social exclusion of the young people coming
from the unprivileged areas;
- instability factors of the region from the young inhabitant's
perspective.
· Direct presentations of the financers of interest for the region
and for the youth sector.
Methodology
The participants will be able to share their experience both in
direct contact with the other NGOs present in the Forum, but also
to present their work in front of the main actors in the youth field
and financers of the region and to contribute to the outcome of
the forum through workshops on different themes. A small exhibition
of youth NGOs materials will be available as a tool for better presentation
of the activity. We would like to stress the importance of partnership
projects in the region through all the activities of the Forum.
*Financial and practical conditions of participating
The accommodation and meals are covered by the organizers and will
be provided starting with dinner in the 20th of November and ending
with breakfast in the 23rd of November The materials, forum support
and guides are free of charge. There is no participation fee.
The transportation is to be covered by the participants (with some
exceptions that are subject to direct discussion). Buses will be
provided from Belgrade free of charge.
* Languages:
Working language is English. There are no translation possibilities.
* Application, procedure and selection of participants
The participants selection will be made on the basis of a standard
application form, a letter of intention. The election will be made
either by the IYF or the partner organizations in Macedonia, Slovenia,
Albania.

"THE
USE OF THE ETHICS OF CARE PERSPECTIVE IN SOCIAL POLICY"

The goals of
the workshop are:
To introduce and discuss the groundwork and the concepts of the
ethic of care
To discuss how these can be used in debates on citizenship and social
policy

Slovakia, Poland, Estonia and Slovenia. It is aimed at academic
scholars, post-graduate students, policy makers and representatives

The
Warsaw Conference "Inauguration of the Sixth Framework Programme"

The Warsaw Conference
is addressed to researchers, scientists and business representatives
from the Associated States and other Central and Eastern European

What
kind of political cleavages for Central and Eastern Europe?

The present
conference invites to a debate on the divisions in conceptualization
regarding the links between political cleavages and political conflict.
The aim of this assembly should be not to cancel these divisions
but to open a clear debate among the main scholarly subfields.
The papers should concern two main approaches: theoretical and empirical.
The main questions are:
· Which are the characteristics of the Eastern European cleavages
in comparison with the classical pattern?
· - Was it a uniform translation of political cleavages in all the
ex-communist area after the fall of the Wall? Are there important
sub-divisions? Which are the most important divisions?
· - How can history explain certain cleavages? Are the precommunist
or the communist inheritances important for the current political
actors?
· - Can the new application of cleavage theory in Central and Eastern
Europe affect or enrich the classical pattern of cleavage studies?
· - Can be seen in Central and Eastern Europe a real translation
of social conflicts in political parties?
· - How did the Church influence the cleavage landscape in Central
and Eastern Europe? There is any difference between the orthodox
and the catholic countries?
· - What is the relevance of the rural/urban cleavage? How did the
communist collectivization influence this issue?
· What is the relevance of an ethnic cleavage? How can it influence
the general political landscape?

Training
course in Conflict Impact Assessment
January 27 - 29, 2003, Lovenjoel (Leuven), Belgium

A Conflict Impact Assessment attempts to estimate the impact of
an intervention on the (potential) conflict environment in which
it takes place, and vice versa. Therefore, a CIAS is ideally carried
out before, during and after an intervention. A CIAS can be conducted
on three possible levels: project level, sectoral level, and overall
policy level. A CIAS allows for the reduction of conflict-enhancing
aspects of the intervention, while it also identifies the peace-added
value of the intervention. The ultimate goal of a CIAS lies in proposing
suggestions for improvement of the intervention, so as to maximize
its peace-added value, while reducing its conflict-enhancing aspects.As
such, a CIAS can be an invaluable tool for sustainable peacebuilding.
Subscription fee for the training course in Conflict Impact Assessment:
300 euro.The fees include training, board and lodging, and the resource
material. Candidates from developing countries can apply for partial
or full subsidies, depending on the number of applications.

Conference in Ethnology and Anthropology

This distance
learning course provides human rights activists with a
range of proven human rights advocacy methods and critical concepts
as a
means for them to reflect on and deepen their own work. The course
will
look at the theoretical foundations and critical issues of human
rights
advocacy, elements of advocacy planning, and strategies for action.
In this course, participants should deepen their knowledge about
advocacy and its relationship to: Politics and Democracy; Citizenship
and Rights; Power, Empowerment and Citizen Education and Action.
Participants will gain basic skills and knowledge in: visioning;
contextual analysis; problem/issue identification; analysis and
prioritisation; power mapping; goal/objective setting; analysis
of
advocacy arenas and strategies; message development, reports and
media;
public outreach and mobilisation; lobbying and negotiation; advocacy
leadership and coalition building; and assessment of success.The
course involves 60 hours of reading, on-line working groups,
interaction with students and instructors/facilitators and assignments,
and is offered over a 12-week period, beginning on 17 February 2003.
E-mail will be the main medium for the course, although participants
will need to have periodic access to the Web (part of the
readings/assignment will be distributed via CD-ROM). The course
is based
on a participatory, active learning approach, with an emphasis on
peer-to-peer learning. Participants will do the required readings,
prepare interim and final assignments and participate in group
discussions. The course tuition fee is US$ 455. Scholarships are
available for applicants from Africa, Asia-Pacific, Central and
Eastern Europe, Latin America/Caribbean.
