Action Contest - Kyoto, Shiga, Osaka - Japan

Win a trip to Japan, earn the grand prize of $50,000 and demonstrate
your valuable water project to water experts from around the world.
The 3rd World Water Forum will meet in Kyoto, Shiga and Osaka
Japan from March 16-23, 2003. The Forum is sponsoring the Water
Action Contest in order to highlight positive, innovative and
replicable water projects.
The top 100 finalists in this contest will be invited to make
presentations of their projects during the Forum, with all expense
paid. Water experts will select the best project, which will be
awarded the grand prize of $50,000.
All organizations that work on the grassroots level are invited
to enter this contest, including, but not restricted to, non-governmental
organizations (NGOs), community groups, universities, private
sector companies, local governments and more.
The entries can include the actual implementation of projects,
awareness-raising campaigns and promotion of community and individual
participation on water related issues such as water supply and
sanitation, water-related diseases, irrigation, drainage, dams,
river and lake basins, wetlands, groundwater, poverty, gender
and capacity building.

The
New Europe College in Bucharest (Romania) announces
REGIONAL FELLOWSHIPS PROGRAM in the humanities and social sciences
Application deadline: January 22, 2003
Targeted are researchers and academics (preferably young) from
South-Eastern Europe (Albania, Bosnia-Herzegovina, Bulgaria, Croatia,
Greece, Former Yugoslav Republic of Macedonia, Republic of Moldova,
Slovenia, Turkey, and Yugoslavia), who are in the final stage
of completing a Ph.D. program or who already have the Ph.D. title.
Duration of the Fellowship: one term or a full academic year (10
months)
a) October through February,
b) March through July, or
c) October through July.
Location: the New Europe College in Bucharest.
The Fellowship consists of: a monthly stipend (basic stipend of
460 EURO - tax free), accommodation, a one-month research trip
abroad to an institution of the Fellow\'s choice (2,556 EURO for
transportation, accommodation, and per diem), international transportation
to and from the home country of the Fellows at the beginning and
the end of the Fellowship, as well as for season holidays.
The Fellows are expected to work on a project to be published
by the New Europe College after the end of the Fellowship (in
English, French, or German), and to take part in the scientific
events organized by the New Europe College (seminars, workshops,
conferences, lectures held by foreign scholars, symposia, etc.).
Working languages: English, French, and German. A good command
of English is desirable.

for Application for Balkan Youth Partnership Program

Balkan Children&Youth Foundation is announcing a NEW deadline
for the Balkan Youth Partnership Program and additional information.
The Balkan Youth Partnership Program provides opportunities for
representatives from child- and youth-serving NGOs in different
Balkan countries to visit organizations and institutions in order
to improve the activity of their organization, increase their
efficiency and create better conditions for youth and children.
The key programmatic areas for information exchange and learning
covered by the Partnership Program are: employment, technology,
non-formal education, health, civic education and democracy building.
The areas of community service, culture, and the environment are
also eligible. In addition, technical areas such as fundraising,
sustainability, grantmaking, monitoring and evaluation, and project
planning are eligible areas for exchange.
The Partnership Program is open to applicants from child- and
youth-serving NGOs in Albania, Bosnia and Herzegovina, Bulgaria,
Croatia, Kosovo, Macedonia, Montenegro, Romania, and Serbia.
Applicants should be aged 18 or over. They should possess a certain
level of experience in program development and be in a position
to influence programming in their own organization based on what
they learn during the exchange. The applicant organization should
send no more than two participants.

Academic Exchange Service (DAAD) announces
Grants for summer language courses in Germany
Application deadline: January 31, 2003
DAAD offers a variety of grants for summer language courses in
Germany. These are available for study at:
(a) Goethe Institutes: An eight-week course for graduate students.
Students in the fields of English, German, or any modern languages
or literatures are not eligible. Applicants must have completed
three semesters of university-level German and must be 18-32 years
old. The award consists of tuition and fees, room, and partial
board.
(b) Summer Language Course at Humboldt University Berlin: A Program
offering North American students proficient in German the opportunity
to live in the German capital for four weeks during the summer
and to study at one of Germany's prestigious universities. The
program offers intensive language instruction complemented by
a variety of social and cultural activities. Excursions and field
trips within Berlin and the region round out the program. Seniors
and graduates enrolled full-time may apply. Applicants must have
completed four semesters of college-level German at the time of
application. The scholarship covers fees, some excursions, room
and partial board.
(c) Various German Universities: Three to four week German Studies
and language courses for 3rd year+ students in any discipline.
Students must be 18-32 years old with two years of university-level
German. The award covers tuition, fees, and living expenses, in
whole or in part.
(d) Grants for German Language Courses in Germany: Grants for
a four-week program that encompasses a language component and
lectures on entrepreneurial culture and management from a German
practitioner's perspective. Social and cultural activities, as
well as excursions to different corporate campuses and regional
landmarks will round out the program. Juniors and seniors enrolled
full-time in an engineering program at a Canadian or US institution
may apply. Applicants must have completed at least one semester
of college-level German or equivalent at the time of application.
The scholarship covers course fees, excursions, room and partial
board.
(e) Learn German in Germany for Faculty: This scholarship allows
faculty members to attend intensive language courses at Goethe
Institutes. The courses run four to eight weeks from May to November.
There are no courses for beginners and faculty who teach English,
German or other modern languages or literature are not eligible.
The scholarships include course fees, room and partial board.
Grants for information visits are also available for 7-21 day
visits by groups of 15-25 students, accompanied by a faculty member.
As an academic study tour, preference is given to groups with
a homogenous academic background. Tours cannot be arranged during
July and August, or in the winter holiday season. Applications
should be submitted at least six months before the intended visit.

Youth Grants Fund - Allavida

This grants fund was launched in November 2002, and covers the
following territories: Albania, Bosnia-Herzegovina, Bulgaria,
Croatia, Kosovo, Macedonia, Montenegro, Romania and Serbia.
The fund's objective is to promote regional partnership-building
and the transfer of skills and knowledge, and above all to encourage
links between organisations at grass-roots level which have not
had access to cross-border opportunities.
This is a programme concerned with long-term development issues
- creating and enhancing capacities for young people to play greater
roles as active citizens. We do not provide huge financial resources
or seek to create structures that cannot be sustained, but instead
are working to enable participants to secure local constituencies
of support, public and private, at a realistic level.

for National and Community Service and the Woodrow Wilson International
Center announce
Civil Society Nonprofit Scholars Program
Application deadline: February 3, 2003
Through an annual international competition, the Corporation and
the Center will name up to three Civil Society Nonprofit Scholars
who wish to spend nine months conducting applied research that
will illuminate contemporary public policy issues and increase
the body of research on the intersection of civil society, the
nonprofit sector, volunteerism, and public policy. Scholars will
receive a stipend based on their current salary, be located at
the Corporation in Washington and develop relationships with other
Washington area organizations. Each scholar will also have access
to the extensive research resources afforded by the Corporation,
the Center, and the Washington area. In addition, scholars will
be encouraged to participate in Corporation-sponsored activities
as well as seminars and other events offered by the Center for
the larger community of fellows and scholars.
After the program period, scholars will be expected to disseminate
their research findings through various public media, including
presentations, open forum discussions, publications, and Web postings.
Scholars from a wide variety of backgrounds (including government,
nonprofit practitioners, the corporate world, the professions,
and academia) will be chosen for their outstanding capabilities
and relevant experience. Applications are welcome from any country,
but research proposals must explore preferred themes within an
American context. Applicants are encouraged to submit proposals
that fit into three primary themes: (1) the relationship between
democratic institutions and nonprofit organizations; (2) the role
of service and citizenship in modern society and civil society;
and (3) civic engagement and public policy. Proposals must explore
these themes within an American context. For the 2003-2004 Civil
Society Nonprofit Scholars program, the stipend ceiling has been
set at $85,000.

Profile of the participants
- People between 18 and 30 years old;
- who have already worked (in general) with youngsters in group
on local, provincial, national or international activities;

trainingsessions to other youngsters or youthworkers // 3. or
people who have conducted some trainings;
- from an association that organise trainings on local, provincial,
national or international level;
- who can express themselves in English;
- who are be well informed about their organisation, institution
or service and be prepared to explain to the other participants
about the training activities in which they have been involved;
- be in the position to act as a trainer after the course;
- be committed to attend for the full duration of the course and
be supported by a sending organisation, institution or service.
To assure the multiplying-effect, all the participants should
have a sending-organisation that organise trainings or will organise
them in the future. In this way, we work in the context that participants
can fulfil concrete training-needs in the association.
The English language is foreseen as the working language of the
course.
Numbers of participants: 25 .
Travel expenses and visa fees are 100% reimbursed (on presentation
of the relevant receipts) if you travel in the cheapest way. Only
the participants who attend the entire training course can be
reimbursed. The payment will be made either by bank transfer after
the course, or at the end of the course in cash (in Euros).
Board and lodging are provided and paid for by the organisers
of the course, in cooperation with the national agency of Flanders-Belgium,
and funded by the YOUTH-programm of the European Commission.
An enrolment fee of 75 Euros is payable by each participant. This
amount will be deducted from the amount to be reimbursed for travel
expenses.

Proposals for papers should be submitted as abstracts of no more

international members.

YOUTH PROJECT: Training for Trainers

Aim of the Training for Trainers course is to provide opportunities
for trainers in the youth NGO field in South East Europe, who
are in the position to act as “multipliers”, to acquire further
training experience in order to competently plan, implement, evaluate
and follow up training activities of a non-formal educational
nature in a multicultural environment. The training course runs
over 6 days, including arrival and departure days. For the duration
of the course, the participants will be introduced to different
concepts of training, training in a multicultural environment,
reflect upon democratic values and different methods of active
youth participation, and will acquire a deeper understanding of
group dynamics, planning, implementation, evaluation, and follow-up
of youth NGO activities. The Training course is open to youth
leaders from primary and secondary target countries (Albania,
Bosnia and Herzegovina, Croatia, Kosovo, Macedonia, Yugoslavia,
Bulgaria, Romania and Slovenia).
All participants must comply with the following criteria:
- Be age between 18-29;
- have conducted one training (minimum) so far;
- come from existing youth NGO from primary or secondary target
countries ;
- be able to act as “multiplier” back home;
- Be committed to take active part in the whole activity.
All travel and accommodation costs will be reimbursed by the organizers
upon receipt of documentation of expenses, according to existing
financial guidelines.

DIPLOMA IN CULTURAL PROJECT MANAGEMENT

The European Diploma in Cultural Project Management is a "nomadic"
pan-European training programme arising from the will to foster
cultural diversity and cross-regional exchanges in Europe. It
is aimed at cultural project managers rooted in their countries
and wanting to co-operate with other regions of Europe.
The objective is threefold:
- To strengthen the knowledge of cultural managers about European,
national and regional cultural policies;
- To improve their management skills for co-operation cultural
projects;
- To set up a network of regional cultural managers.
Cultural managers from public or private organizations who are
actively involved in the management of cultural and artistic projects
in their region, with at least 3 years experience.
The training languages being French and English, applicants must
be fluent in one of these working languages and have a good passive
knowledge of the other. The age limit is 45.

Analysis Skills for Transition Economies

The course is designed to contribute to human resource development
in the transition economies (Central- and Eastern Europe, the
Former Soviet Union, China, Vietnam, Mongolia) and developing
countries that are experiencing a similar transition from plan
to market economies. The specific target groups are: Staff from
policy development departments, analysis and implementation departments
of central, regional and local governments; Researchers from universities/research
institutes, independent 'think tanks', and NGOs; Consultants,
Development Assistance specialists from OECD countries that are
active in transition economies.The course aims at enhancing -in
a relatively short time-participants' analytical skills in a number
of policy areas that are highly relevant to the transition economies.
These are: First, to be able to analyse the current macro-transition
towards market- oriented economies, within a rigorous and comparative
framework. Second, to improve quantitative policy analysis skills,
using appropriate statistical techniques, databases, and relevant
indicators; and specific tools for policy analysis, using case
studies from transition economies. Third, to apply these tools
to various policy areas, such as income generation, micro-finance,
social security and poverty alleviation policies.

university degree and hold a teaching job at a university or college
in their home country, or work as a researcher, an administrator

of instruction is English; thus all applicants have to demonstrate
a strong command of spoken and written English to be able to participate
actively in discussions at seminars and workshops. In some instances

The SALTO Enable Training Course aims to enable (more) young people
with disabilities to take part in YOUTH programme projects and
to stimulate mixed ability youth work. Therefore SALTO has put
forward the following objectives:
- Bringing together youth workers that are planning to organise
mixed ability mobility projects and exchange and introduce to
existing working practices with young people with disabilities
of various types from an international perspective.
- Providing a scope of different approaches and adaptations to
make an international YOUTH project accessible for young people
with disabilities
- Training youth workers to set up a stimulating learning environment
about disability issues during a mixed ability mobility project.
- Enhancing the quality of international mixed ability projects
within the YOUTH programme.
- Give an overiew of the special arrangements within the YOUTH
programme for mixed ability projects.
- Addressing concrete follow up projects (your own mixed ability
project) and multiplying the skilles and knowledge gained at the
course (for example future training sessions with your NA)
- Document the outcome of the training course in the format of
a toolbox to use in mixed ability work
This course is intended for youth workers, social workers, peer
and other educators (or other persons) who are directly working
with young people OR organising projects for young people (regardless
if this is on voluntary or paid basis), AND who have the interest
and possibility within their organisation (green light from their
hierarchy/colleagues) to set up European mixed ability projects
(international projects in which they wish to integrate young
people with disabilities).
Travel costs (on the basis of APEX or 2nd class fare) will be
reimbursed and board and lodging will be provided by the course
organisers. A participation fee of 50 Euro will be deducted from
the travel reimbursement.

course: FEMINIST CRITICAL ANALYSIS: Issues of/for Ethics
May 19-25, 2003, Dubrovnik, Croatia

The primary objective of the proposed course is to offer and examine
new perceptions and contradictions around ethical issues and,
or within feminism. The main focus will be on theoretical analysis
and creative dialogues around the paradigms of ethical issues
within science and research, ethics of care, ethical aspects of
politics and practices of exclusion, as well as women's solidarity
and activism. Some of the questions asked will be: is ethics 'situational,
remedial' or are its principles a matter of principle? Is there,
and even more importantly, should there be a feminist ethics?
What is 'ethics of care'? Does ethics translate into politics?
And, how do politics respond to ethical demands and expectations?IUC
courses are conducted at a postgraduate level. All postgraduatestudents
interested in the topic may apply for participation. The course
will be limited to 25 participants, in order to provide sufficient
space for discussion. Participants should seek funds from their
own institutions to cover travel and accommodation costs. Limited
financial support is available for participants from Central and
Eastern Europe.

TRAINING programme
EU and later Eastern Europe

ALTEMUS, a nonprofit educational organisation is pleased to announce
its 2003 Summer Leadership Training Programme.
This programme provides a unique opportunity for young people
to discover and develop their leadership potential. It consist
of two parts: Part I - is 3 weeks long and takes place in the
European Union, Part II - is 1 week long and takes place 6 -12
months later in Eastern Europe.
Their international team of leadership experts will train you
in the core leadership skills:
Self understanding
Cultural awareness
Visioning and goal-setting
Communication skills
Problem solving
Conflict resolution
Teamwork
Stress management
Coaching & mentoring
Their methodology consist of short lectures, self-assessments,
case studies, simulations, group work, meetings with role-model
leaders and outdoor experiential learning. The training is highly
participatory and interactive.
There is no cost for applying. If selected to attend the programme,
the participant will be obliged to pay only a tuition fee of 50
Euro plus travel costs including visas if required. There are
a limited number of scholarships. Altemus will provide board,
lodging and instructional materials for the participants. Foundations,
public agencies and corporations sponsor the rest of the programme
costs.
The programme is open to young people between 20-26 years old
who are nationals of Central & Eastern Europe, the Baltic countries,
the Newly Independent States and South Eastern Europe.

RIGHTS: ISSUE LINKAGES AND THE NEW HUMAN RIGHTS AGENDA

The workshop is designed specifically for junior international
relations and law school faculty, advanced graduate students,
post-doctoral scholars, lawyers and practitioners from policy
circles and civil society, and human rights and development advocates.
The purposes of this workshop are to encourage new directions
in international organizations and related legal studies, establish
and strengthen contacts amongst legal and international relations
scholars and UN practitioners, and stimulate teaching and research
in these subjects.
Participants are selected by a joint ACUNS/ASIL committee. Those
selected will be expected to submit a ten-page draft of a research
or policy paper to an assigned workshop director before the workshop.
Directors will subsequently make suggestions about alternative
readings, data, or arguments in order for participants to bring
a more polished version of their paper to the workshop to be distributed
in advance of their presentations. Participants will also submit
a brief abstract prior to the workshop and make an oral presentation
during the two-week conference. It is hoped that this workshop
will provide valuable guidance in the final development of a dissertation,
publication or policy piece. Selected participants receive the
following:
- economy class roundtrip travel from the geographic location
from which the participant applies to the workshop location;
- lodging and conference meals; and
- access to computing, library, and athletic facilities.
