Balkan Youth Partnership Programme
Application deadline: January 26, 2003


The Balkan Youth Partnership Programme is an exchange programme run by the Balkan Children and Youth Foundation (BCYF). The Programme provides opportunities for representatives from child- and youth-serving NGOs in different Balkan countries to visit one another in order to share information and technical expertise. The key programmatic areas for information exchange and learning covered by the Partnership Programme are: employment, technology, non-formal education, health, civic education and democracy building. The areas of community service, culture and the environment are also eligible. In addition, technical areas such as fundraising, sustainability, grant making, monitoring and evaluation, and project planning are eligible areas for exchange. The Partnership Programme is open to applicants from child- and youth-serving NGOs in Albania, Bosnia and Herzegovina, Bulgaria, Croatia, Kosovo, Macedonia, Montenegro, Romania and Serbia. The Partnership Programme will provide successful applicants with funding for the following up to a maximum of USD1500:
- Accommodation
- Meals
- Travel between the countries
- Travel within the countries
- Purchase of relevant publications
In addition, the Programme will fund the administrative costs of the host organisation up to a maximum of USD300, according to the length of the visit and the level of organisation required.

Development Research Centre (IDRC) announces
Call for Proposals: Urban Agriculture - AGROPOLIS - International Graduate Research Awards Program
Application deadline: January 31, 2003


The program supports innovative master's and doctoral level research in urban agriculture. Up to 14 awards will be granted annually, at least 5 of them at the master's level. AGROPOLIS covers field research expenses up to CA $20,000 a year, for periods ranging from 3 to 12 months. Applicants must be citizens or permanent residents of a developing country or of Canada: at least two-thirds of the awards will be made to researchers from developing countries. All applicants must be registered full-time at a university.
Starting this year, the AGROPOLIS Program will also offer up to two post-doctoral awards to promising researchers who have obtained a Ph.D. in urban agriculture or a related field and who wish to specialize further.

BREAK 2.2 FESTIVAL- Call for applications

Break 2.2 Festival (previously called Break 21 Festival) is an international art festival that presents young emerging artists with orientation towards urban, technologically supported arts and intermedia artistic practices that are perceived as current avantgarde. The date of the next festival is June 17-28, 2003. It will also present some special guests (world-acclaimed artists) with the aim of establishing an innovative dialogue with the young emerging artists. An important component of the festival is also the symposium with lectures by invited artists and scientists from different fields on the chosen theme.The festival is organised by Zavod K6/4, non-profit cultural institution from Ljubljana, Slovenia, that produces, organises and promotes contemporary creativity. Each year, the festival presents a specific theme which we find important but not adequately discussed in our society. The one chosen for the up-coming festival is "Invisible Threat".Categories of the festival are: visual arts (comics, graphic prints, digital prints, photographs, interactive works, visual communication - "subvertising", computer-assisted art - from web art to robotics); performing arts; intermedia arts; moving pictures (films of all categories: documentaries, fiction, video art, animated films, experimental films, short films); music and sound (concerts, sound installations and intermedia performances in which sound holds the priority); architecture; applied arts; and culinary arts.Forms of presentation include 2D exhibitions, installations and ambients, performances, actions, concerts and sound installations, fashion shows, lectures, round tables, projections and food preparation.

Information Society Project Resident Fellowships for 2003-2004
Application deadline: February 15, 2003


The Information Society Project at Yale Law School (ISP) is accepting applications for a resident fellowship that will run from approximately August 2003 through July 2004. The fellowship is designed for recent law graduates who are interested in careers in teaching and public service in the following areas: telecommunications law, cyberspace law, media studies, first amendment, intellectual property, and law and technology. Fellows receive a salary of approximately $30,000 plus Yale benefits. Fellows are expected to work on an independent scholarly project as well as help with administrative and scholarly work for the Information Society Project at Yale Law School.

Grants of the European Comission to Support Media Projects in Western Balkans
Application deadline: February 24, 2003


Media and media-related organizations with headquarters in one of the countries of the Western Balkans (Albania, Bosnia-Herzegovina, Croatia, the Federal Republic of Yugoslavia, and the former Republic of Macedonia) or in the European Union countries are invited to apply for grants from the European Commission. Grants will vary in size from EUR 100,000 to EUR 300,000. Media organizations eligible for grants include trade associations, trade unions, journalism training schools and universities, and non-governmental organizations.

The Council on Library and Information Resources (CLIR) announces
Bill & Melinda Gates Foundation Access to Learning Award for 2003
Application deadline: February 28, 2003


Given annually to a library, library agency, or similar organization outside the United States, the international award recognizes innovation in providing free public access to information technology. The award includes a grant up to US $1 million.
Eligibility and Selection
- What kinds of organizations should apply?
Public libraries, library agencies, or similar kinds of organizations outside the United States are invited to apply. Preference will be given to organizations sponsoring programs that have not been funded in the past by the foundation. Organizations inside the United States are not eligible to apply.
- How is "free public access" defined?
An organization offers free public access if it allows all members of the public, including children and young people, to use its facilities free of charge. Preference will be given to organizations that reach out to underserved populations, such as poor or disabled patrons,
- What is considered innovative?
An organization's programs are considered innovative if they provide access to information technology and services that were previously unavailable to the community.
- How is the award recipient selected?
An international advisory committee of librarians and information technology experts reviews applications and selects the recipient.

Theodor-Heuss-Kolleg for Students from SEE

The Theodor-Heuss-Kolleg of Robert Bosch Foundation encourages students and young people from the countries of Central and Eastern Europe, South Eastern Europe and the Community of Independent States to apply for a yearlong education (accompanying regular studies) in project management starting in summer 2003.

2003 Harrison Small Grants

The Southeast European Studies Association (SEESA) is currently accepting applications for its Harrison Small Grants program. SEESA will award up to two grants of up to $500 to support graduate student participation in conferences with panels on Southeastern Europe in the 2003 calendar year. Grants will be made only to graduate students affiliated with North American universities, who plan to present papers in any discipline related to the Southeast European region, including the successor states of the former Yugoslavia, Bulgaria, Romania, Albania, Greece, and Turkey. Proposals which focus on comparative analysis of issues across national boundaries in Southeast Europe will be given preference.

Masters Programme "Peace and Security Policy Studies" 2003/2004, Germany

The M.P.S. programme is trans- and interdisciplinary and praxis oriented. It designed to be a combination of both 'hands-on' and classroom learning. The goal of the programme is to educate highly-qualified graduates holding degrees in Humanities or Sciences from German and foreign academic institutes, as well as academically trained and experienced practitioners, in peace and security policy problems and the basics of their praxis oriented handling. It is furthermore concerned with imparting methods and findings of peace studies and through this, preparing students for work and service in peace studies research and teaching or field-oriented work in national or international organisations, administrations, associations and businesses (for example, peace-keeping, monitoring, verification, development aid, mediation, arbitration, conversion, administration). There are a total of 15 grants of EUR 1,000, which are granted by the DSF. The awarding of the grants are made by the admission committee, whose decision is made without regard to the nationality of the students. Those who wish to apply for one of these awards must make this known in the application. Further financial aid from DAAD is available on a limited scale to students from countries which are included in the Stability Pact for South Eastern Europe.

Masters programme in European Integration and Regionalism, Italy

The Program is tailored for
- civil servants from local, regional or national administrations who primarily work with EU law and therefore require both theoretical and practical training in EU and regional issues;
- lawyers, economists, social scientists and others in the employment of non-governmental organisations wishing to enhance inter-disciplinary skills and to specialise within different aspects of European integration, regionalism and diversity;
- journalists and teachers interested in the recent developments and advanced training in the related fields;
- graduate students wishing to acquire greater competitive personal competence beneficial for a future career in the academia or even practice-orientated professions.

The proposed curriculum is highly interdisciplinary and designed to provide in particular a firm understanding of institutions and fundamental concepts of EU and European Community law, regional and social policies, regionalism and federalism, cultural diversity and minority protection under the auspices of the process of European integration. The registration fee for the overall Masters programme is 6,500 EUR. For participants of single modules, a registration fee of 1,300 EUR per module will be charged. People may also apply for a scholarship at the European Academy.

7th International Symposium on Fish Physiology, Toxicology, and Water Quality

The symposium will concentrate on the science of eutrophication and hypoxia, as they affect both freshwater and marine fishes. The language of the Symposium will be English, and a proceedings volume will be published. Euro-Med Seminar - Platform for Sharing Experiences on Gypsy/Roma Youth

Overcoming Boundaries: The Process of EU-Enlargement and Visions of Europe from a Gender Political Perspective

Citizenship and Nationality - Fundamental Concepts in the United Europe
March 23-30, 2003, Prague, Czech Republic

The seminar will debate how a Constitution for Europe could challenge the nationality-based citizenship that has been the implicit norm throughout Europe for a long time. It will be necessary to examine what institutional and cultural requirements - if any - there are for a successful, supranational citizenship and identity. How, in other words, could European institutions encourage the trust and loyalty that is normally attached to notions of citizenship?
By placing the seminar in the Czech Republic the organizers hope to emphasize the experiences and views of the Central and East European countries. In many countries, transition has opened up for a revival of national identities, but at the same time one aim of transition has been full integration in European structures such as the Council of Europe and the European Union - a 'Return to Europe'.
The seminar will gather 45 young people coming from all over Europe. The participation fee is 100 Euro and has to be paid on the spot. This covers accommodation and full board in a Youth Hostel in the centre of Prague during the seminar

Political Economy of Transitions: Job Creation and Job Destruction

The conference will bring together approximately 15 established experts and promising young researchers from across economics, political science and other related fields. As such, the conference will build upon the success of this year's conference on Political Economy of Transition: Institutions, Politics and Policies, which took place at ZEI in May 2002. The papers presented at the conference will be subsequently published in a collective volume or a special issue of a leading academic journal. The organizers will cover travel and accommodation expenses of selected participants. In addition, the presenters will receive a modest honorarium of EUR 1,000 (one thousand euros) upon acceptance of the final version of their paper. The conference will explore the implications of job destruction and creation on political development and institutional change in post-communist countries. Aims and objectives of the course: The main aim of this course is to enable participants - within the framework of their youth organisation or associations - to competently prepare, run and evaluate training and other educational activities with an international and intercultural dimension.
Participants' Profile
- Voluntary or employed staff of INGYOs, NYCs or other youth organisations, governmental youth institutions, youth projects and NGOs working for youth who are conducting training or other educational activities for young people and who are, or will be, responsible for one or several training activities with a European, international and / or intercultural dimension during the years 2003 or 2004.
- Youth leaders, youth workers and other occasional youth trainers who are, or will be, responsible for one or several training or educational activities with a European, international and / or intercultural dimension during the years 2003 or 2004.
Travel expenses and visa costs are reimbursed (upon presentation of the relevant receipts) according to the rules of the Council of Europe. Only the participants who attend the entire training course can be reimbursed. The payment will be made either by bank transfer after the course, or at the end of the course in cash (in Euros).
An enrolment fee of 54 Euros is payable by each participant. This amount will be deducted from the amount to be reimbursed for travel expenses or paid at the EYCS during the course.

This conference aims to analyze the institutions of the information society and welcomes scholars from all social sciences with an interest in understanding the economic significance, broadly conceived, of the information society. This theme will be discussed in both the plenary sessions and a number of parallel sessions. We urge people to send in abstracts related to the theme of the conference but abstracts that do not directly relate to this year's theme are also welcome. Participants may submit proposals for papers or sessions and indicate to which research area the proposal belongs or is closest to.

Cultures of Post-1989 Central and East Europe

Abstracts of 200 words in English, German, or French with a biographical detail of 200 words are invited in the following areas of post- 1989 Central and East Europen culture, whereby comparative papers are preferred: Culture in general and including literature, the arts, film, music, etc.; Comparative media studies (aspects of television, radio, film, journalism, etc.); The politics of culture and cultural policy;
The histories of post-1989 Central and East Europe; Cultural traditions and European integration; Intersections of society and socialization; Globalization, economics, and culture; Aspects of minorities, the marginal, and marginalization. Further topics and proposals of thematic panels are also welcome.

Training Course on Organisational Management of Non-governmental Youth Organisations

The training course on management of non-governmental youth organisations aims at training and empowering participants to develop their attitudes, skills and knowledge to competently run and manage non-governmental youth organisations (and/or their units, bodies, boards, programmes and etc) and thus contribute to sustainable and developed participation of young people in democratic society. Participants' Profile: Active members of International Youth Organisations (INGYOs), National Youth Councils (NYCs), other youth organisations or networks, governmental services and other partners, in particular those co-operating with the European Youth Centres or the European Youth Foundation, will be selected for this course. Applicants should have specific practical experience managing youth organisations in an intercultural setting. Priority will be given to candidates who are, or will be, responsible for the management of their youth organisation, particularly those from recently created and emerging European non-governmental youth organisations and networks.
In general, candidates should:
- be aged between 18 and 30 years
- be actively involved in a youth organisation or governmental service, and in a position to take on managerial responsibilities within their organisation after the course;
- be well informed about their organisation and prepared to explain its activities to the other participants;
- be able to work in one of the two working languages of the course - English and French;
- be committed to attend for the full duration of the course and be supported by their youth organisation, governmental service or a national agency of the YOUTH programme of the European Union.

Balkan Dance Platform

Project DCM dance foundation and the Cultural Center Red House from Sophia are organising the second edition of Balkan Dance Platform in the opening of BucharEast.West festival. The platform is an itinerant project initiated by Cosmin Manolescu and Dessy Gavrilova and organised every two year in a different country. The programme of the platform will include performances, video showings, informal meetings with the artists, round tables. The artists presented will be selected following an international call and selection process. Targeted countries are: Albania, Bosnia and Herzegovina, Bulgaria, Greece, Macedonia, Romania and Serbia. The platform will be attended by several foreign dance programmers and artists from Europe and USA. 3-MONTH DIPLOMA COURSE- Public Management and Urban Governance in Transitional Countries
25 June - 12 September 2003, Rotterdam, The Netherlands

This course will provide practical training in the skills needed to plan and manage interventions directed towards improving urban governance in transitional countries. The course will review how public managers can improve their performance in the areas of participation, rule of law, transparency, responsiveness, consensus orientation, equity, effectiveness and efficiency, accountability and strategic vision. Course activities will develop participants' analytical and practical skills in these areas, with a substantial international comparative approach. The course is aimed at middle and senior level policy makers and practitioners, who have a professional responsibility or interest in the field of urban governance. Participants can have an institutional background in central or local government, NGOs or private sector organisations in Central and Eastern Europe. The tuition fee for this programme is Euro 5,500 excluding travel, literature and living costs. Cost of living in Rotterdam is Euro 750 a month (including costs of accommodation). The Institute has a limited number of fellowships available from Matra, but in principle these can be used in matching arrangements only.
