Fourteenth Conference on Computers, Freedom, and Privacy (CFP2004) - Student competition, April 20-3, 2004, Berkeley, California, USA
Application deadline: December 12, 2003

For over a decade, the Computers, Freedom & Privacy Conference has been a leading venue for public discussion and debate on the effects of computer and telecommunications technologies on freedom and privacy in society. Each year, key representatives from government, business, education, and nonprofits including the legal, law enforcement, security, media, consumer, and hacker communities have gathered together to anticipate technology trends and policy issues, and to help map the future of our society.

We are seeking proposals on all aspects of computers, freedom, and privacy, especially those with an international perspective. While we will give all proposals careful consideration, we have identified three themes for CFP2004 on control mechanisms within the technological infrastructure and we encourage proposals that relate to them:

* The role of technology in providing national security and preserving individual privacy and freedom in the post-9-11 world: How has it enhanced or undermined public security, increased or decreased public access to information, helped or hindered military and law enforcement readiness and efficacy, and infringed or redefined individual privacy?

* The impact of new legal and technical developments on the Internet's utility as a medium for disseminating and archiving information, interacting with individuals, and culture: From digital rights management and trusted computing architectures to jurisdiction, intellectual property and tort law, how are the laws of government
and the laws of physics and mathematics altering our ability to
access, archive and interact with information?

* The role of computer and telecommunications technologies in the political process: What are their effects on grassroots activism, information dissemination, opportunities for informed participation, organizing, candidate and issue campaigns, citizenship and the voting process itself at the local, national, and global levels?

Full-time college or graduate students may compete for financial support to attend the conference and for cash prizes. Three $500 cash prizes will be awarded for the best paper, the best research proposal, and the best Web presentation exploring the three themes outlined above in the Call for Proposals or other aspects of computers, freedom and privacy, from the perspective of the rising generation that has grown up immersed in technology. Free CFP conference registrations and travel scholarships will be awarded to the top winners.

Papers
Papers should not exceed 3000 words. Papers will be evaluated for their relevance, coherence, clarity of expression, and originality. All papers should be submitted by December 12, 2003, via e-mail.

Web presentations
Web presentations are collections of Web pages linked together in a meaningful way. Web presentations will be evaluated for their content and overall effect. Web sites are expected to be platform-independent and easily accessible through low-bandwidth connections. To enter a Web presentation that you created in the competition, forward a URL for the home page of the presentation by December 12, 2003. Be sure to identify yourself as the author of the presentation.

Research Proposal
Research proposals may be entered as either papers or Web presentations.

Awards
The most outstanding student paper will be published in the conference proceedings, and the most outstanding Web presentation and most outstanding Research Proposal will be linked from the CFP2004 Web site. The authors will receive prizes of US$500. Prizewinners will receive travel scholarships to cover expenses of attending CFP2004.

How to Submit
Please email your submission to studentcomp@cpf2004.org indicating the type of
submission (paper, web presentation) in the subject line. Include papers and research proposals as attachments to the e-mail message. Web presentation submitters should forward the URL where the presentation can be found.

Submissions will be judged by a committee reflecting the diversity of FP.
Winners will be notified by February 1, 2004.

Rockefeller Foundation Humanities Fellowship Program - THEORIZING CULTURAL HERITAGE 2004-2007
Application deadline: January 15, 2004

Rockefeller Foundation Humanities Fellows at the Smithsonian Institution Center for Folklife and Cultural Heritage will help expand and refine theoretical framework for cultural heritage discourse that reflects the perspectives, activities, and participation of academic specialists, civil society groups, and public cultural organizations and that can inform dialogues across social, political, and disciplinary boundaries.

Cultural heritage is today a rubric of ever-expanding scope in the international arena, and increasingly so in the United States. Its meaning largely determined by experts, cultural heritage is used as a basis for multinational, national, state, and local programs. Cultural heritage is also the focus of ideas and programs generated by hundreds of non-governmental organizations, ethnic, regional, and community-based groups.

However, despite its growing popularity across official, community, and even business sectors, the concept of "cultural heritage" is vastly under-theorized. It has lacked an academic, disciplinary base, has generated only an attenuated theoretical literature, and has generally failed to accommodate terminologies and narrative representations developed by grassroots and advocacy groups. This results in the curious contradiction that cultural heritage discourse becomes a uniform globalized mode of apprehending the diverse localized cultural expressions that are ostensibly its subject, yet that elite discourse is insulated from the diverse localized conceptions with which it converges. The voices of the bearers and stewards of cultural heritage-often, the poor, excluded, and marginalized-are typically silenced in those very forums in which the discourse of cultural heritage is articulated and realized.

The Smithsonian will host up to six humanities-oriented scholar/analysts for each of three years to work on the theoretical development of the concept of cultural heritage and its intersection with theories of culture, class, race, ethnicity, gender, and globalization. Fellows will be drawn from three sectors of cultural engagement -- academic institutions, public organizations, and cultural communities - and approximately half of the fellows will come from outside the United States. The intention is both to cross-fertilize sectors of cultural heritage work and to expose international and U.S. thinkers to one another.

The primary focus of 2004-2005 fellowships is the relation between cultural heritage and political representation; of 2005-2006, between cultural heritage and economic pursuits; of 2006-2007, between cultural heritage and the arts.
Fellowships include a stipend in addition to an allowance for travel to and from Washington, D.C., as necessary, for the residency. Applicants need not be U.S. citizens to be eligible. These fellowships are not intended to support undergraduate or graduate studies.

The Smithsonian Center for Folklife and Cultural Heritage-where cultural heritage is the subject of ongoing, daily intellectual and practical activity-will host the fellows. Given the Center's location within the Smithsonian and in Washington, D.C., and given its strong connections to international and national institutions, service organizations, NGOs, and community groups, fellows will partake of an incredibly rich environment and find colleagues strongly interested in their work.

Application: Submit a letter of interest (not to exceed three pages), in English. This letter should outline the proposed work and how it will further the theoretical development of the concept of cultural heritage. Applicants should attach a resume or C.V. and include the proposed dates of the residency. Based on letters of interest, a limited number of applicants will be notified and invited to submit full proposals by February 27, 2004. Full proposals will be due April 1, 2004, for the first year's fellowships.
Term: six weeks to five months, between September and July of each year
