Open Society Institute- Call for proposals- South East European Student Initiatives 2004

The International Higher Education Support Program of the Open Society Institute invites concept papers for cross-border student initiatives from the following South East European university student communities: Albania, Bosnia and Herzegovina, Croatia, FYRO Macedonia, Serbia and Montenegro (including UNMIK AP Kosova), Bulgaria, Romania, Moldova and Slovenia.
The aim of the South East European Student Initiatives is to empower students to address systemic changes in higher education. It supports the involvement of students in the democratisation of the educational process and in building transnational student alliances in South East Europe.

LGI- Call for Research Interns Fall-Winter 2003-2004
Application deadline: December 20, 2003


LGI is currently accepting applications for its research internship program. Interns will work on a voluntary basis at the LGI office (located in the Budapest headquarters of the Open Society Institute) in a diverse, challenging and exciting environment on various topics related to local public policy development, decentralization, public service reform, and multiethnic community management.
Interns will contribute to LGI research and publications and participate in a variety of projects depending on the skills and knowledge of selected applicants, addressing Eurasia and beyond. The internship cycle will last for a period of six months.
Qualifications:
Interns must have excellent writing, research and communication skills and must hold at least a BA degree (MA desirable) in an area related to public policy or political science. Interns should be knowledgeable about the Eastern European region, Southeastern Europe or Central Asia, able to work independently and computer literate. Familiarity with online research and a commitment to working in the region is a bonus. As the official language of LGI/OSI is English, excellent English written and oral skills are essential.

Council of Europe & European Commission- Long-term Training Course "Youth Participation and Intercultural Learning through Euro-Med Youth Projects", Budapest, Hungary

The Council of Europe and the European Commission organise a long-term training course for youth workers involved in Euro-Med youth projects "Youth participation and Intercultural learning" to be held in the European Youth Centre in Budapest.
The aim of the training course is to develop intercultural learning and youth participation through Euro-Med youth exchange projects by supporting the capacity of youth workers to plan, manage and evaluate sustainable Euro-Med youth projects aimed at promoting the democratic participation of young people. It also aims to initiate a series of local youth pilot projects addressing the priority issues in Euro-Med co-operation (such as citizenship, participation, environmental protection, women's rights and human rights education). The training course will be held in French and English.
The course will take place in three phases: initial training seminar: 15 - 28 February 2004, project implementation phase: March 2004 - January 2005 and consolidation seminar: 14 - 25 February 2005.
30 youth workers and youth leaders aged between 18 and 30 years from active local associations, community organisations or youth services within the Council of Europe member states and the signatory states of the Barcelona Declaration are eligible to apply.
Board and lodging will be provided and paid for by the Covenant on Euro-Med Youth Co-operation in the field of training. Travel expenses will be reimbursed. An enrolment fee of 20 EUR per participant will be deducted from the amount to be reimbursed for travel expenses.

Oxford University- Fellowships for Media and Print Journalists

The “New Journalism Fellowship” was established by the Germany-based Gerda Henkel Foundation in cooperation with the established Reuters Foundation Program at Green College, Oxford University.
The fellowship offers a six-month study opportunity during the 2004-5 academic year to carry out research in any subject in the fields of Art History, Modern and Ancient History, Legal History or Islamic History. The fellowship, covering travel, accommodations, living expenses and the program fee, is open to mid-career journalists from any country in the world.
The usual age at Oxford ranges from 28 to 45, with a minimum requirement of five years' experience in professional journalism.

Yale World Fellows Program

Launched two years ago as part of Yale's broader efforts to become more internationally focused, Yale World Fellow Program seeks to bring to Yale each year 16 to 18 emerging international leaders from any field for a special 15-week leadership program. Fellows have come from business, government, media, and the military and nongovernmental organizations.
This year's Fellows include a former minister of foreign trade from Colombia, an Internet entrepreneur from Australia, a Ugandan member of parliament who is running for president, a refugee doctor from Iraq, the director of Transparency International Slovakia, and a top policy advisor to British Prime Minister Tony Blair.
We seek accomplished men and women of great promise from outside the United States who have demonstrated their capacity to make a difference in their own countries and societies. We are looking for candidates who would benefit from a period of time at Yale to explore critical world issues, sharpen their leadership skills, and build relationships with other emerging leaders. The Fellows will participate in a global issues seminar, have access to the entire selection of courses available at Yale, and have the help of a faculty advisor to develop independent study opportunities.

Central European University- Master of Public Policy, Budapest, Hungary

The Central European University (CEU) is launching a new Master's Degree in Public Policy (MPP), subject to funding, from September 2004. The aim is to train a new generation of policy-makers, whether from national governments, local authorities, international institutions or the private sector. As one of the first English-language Master's program in public policy in Central and Eastern Europe (CEE), the MPP is unique in its combination of academic excellence with policy relevance.
The program will offer core and elective subjects based on different disciplinary traditions and insights, including political science, economics, legal studies, and sociology. Core courses will focus on policy analysis, public sector management, economics for public policy, public finance, politics and law, and governance and public service. A large number of elective courses will also be offered, dealing with subjects such as communication and advocacy, social policy, education policy, human rights, corporate governance, and policy-making in the European Union.
International faculty from CEU itself will teach the program, also visiting professors and leading practitioners from the region and beyond. The MPP will be based at CEU's Center for Policy Studies (CPS), an academic unit dedicated to making the links between research and policy better known and understood.
Duration: September 2004 to September 2005, followed by a 3-month internship with a suitable organization (in case of relevant work experience, students may be exempted from the internship component of the course).
Requirements: BA or equivalent from a recognized university, proficiency in English (candidates with an MA and relevant work experience preferred).
Financial support: A number of scholarships will be awarded on a competitive basis.

Echoing Green- Fellowship Program

Echoing Green awards two-year fellowships to emerging social innovators. Annually, we award Fellowships to individuals with innovative ideas for creating new models for tackling seemingly unsolvable social challenges. These Fellowships offer them the opportunity to develop and test their ideas.
This is not a scholarship program. Our Fellows do not develop their ideas in an academic setting. Our Fellows work in the community. They launch, manage and grow organizations that implement and continually expand their ideas for creating lasting social change.
Individual Fellowships: $30,000 per year for two years for a total of $60,000 paid in four equal installments of $15,000. Partnership Fellowships: $45,000 per year (per project, not per individual) for two years for a total of $90,000 paid in four equal installments of $22,500. Fellowship stipends are paid twice a year. In addition to the two-year stipend, Echoing Green also offers a monthly stipend for health insurance.
Echoing Green provides our fellows a range of support through a variety of media including the Internet, conferences, site visits and phone contact. We offer guidance in strategic and financial planning, staff and board development, fundraising, legal and accounting practices and many other aspects of starting and building a non-profit organization. During the two year Fellowship period, Echoing Green will host three Fellowship conferences. At the conference we also offer educational workshops and access to Echoing Green Fellows, program alumni and other experts in the field.
Our fellows develop ambitious and measurable first year objectives. Throughout their fellowship, they provide regular reports to the foundation and track their progress against their objectives, refining their objectives as appropriate.

University of California- Postdoctoral Fellowships in Natural Resource Studies

The S.V. Ciriacy-Wantrup Postdoctoral Fellowships in Natural Resource Studies will be awarded for the 2004-2005 academic year to support advanced research at the University of California, Berkeley. Applications are open, but not limited, to scholars working in the areas of Agricultural & Natural Resource Economics, Business, Energy Studies, Environmental Engineering, Environmental Sciences, Forestry, Geography, Law, Natural Resource Management, Public Health, and Public Policy. Preference will be given to proposals whose orientation is broadly institutional or historical, and which are conceptually and theoretically innovative. Proposals with a primarily statistical or econometric orientation are not eligible for consideration.
Two types of awards are available:
I. A one-year postdoctoral award with a salary of $41,940, renewable for a second year. It is expected that the applicant will possess a doctorate or equivalent conferred within the past five years.
II. A one-year award with a salary of $41,940 to support a professional or sabbatical leave from an academic or professional position, without option to renew. Applicants for sabbatical fellowships must have received their doctorate or equivalent within the last ten years.

The George Washington University's Elliott School of International Affairs will award a fellowship to a mid-career professional from a developing nation to pursue the Master of International Policy and Practice (M.I.P.P.) degree program for the 2004-2005 academic year. The award covers tuition, fees, and a living stipend and is worth approximately $37,000. The fellowship is made possible by a generous grant from the Lindner family.
The M.I.P.P. program prepares professionals for the challenges of globalization by providing rigorous academic training, marketable skills, and career-enhancing credentials.
The Master of International Policy and Practice (M.I.P.P.) is a 27 credit hour degree program designed especially for mid-career professionals. M.I.P.P. candidates take three core courses: international economics, international politics, and an exclusive seminar that engages participants in discussions with prominent guest speakers. The program can be completed in one year of intensive full time study or up to three years of part time study. Candidates may concentrate on a wide range of subjects, such as international business, politics, economics, development, security policy, international law and organizations, public health, conflict resolution, science and technology policy, and U.S. foreign policy. They may also choose to study the dynamics of a particular region, such as Latin America, Asia, the Middle East, or Europe and Eurasia.

New College Bucharest- Regional Fellowships Programme in Humanities and Social Sciences 2004-2005

The New Europe College in Bucharest (Romania) announced the Regional fellowship programme in the humanities and social sciences starting October 1, 2004.
Young researchers and academics from South East Europe (Albania, Bosnia and Herzegovina, Bulgaria, Croatia, Greece, FYRO Macedonia, Republic of Moldova, Slovenia, Turkey and Serbia and Montenegro) in the final stage of completing a Ph.D. program or who already have the Ph.D. title are eligible to apply.
Duration of the Fellowship: one term or a full academic year (10 months).
The Fellowship covers most costs related to the fellowship including a monthly stipend (basic stipend of 460 EURO - tax free) and accommodation.
The Fellows are expected to work on a project to be published by the New Europe College after the end of the Fellowship (in English, French, or German), and to take part in the scientific events organised by the New Europe College. A good command of English is desirable.

Smithsonian Institution, Center for Folklife and Cultural Heritage- Rockefeller Foundation Humanities Fellowship Program "Theorizing Cultural Heritage" 2004-2007

The Smithsonian will host up to six humanities-oriented scholar/analysts for each of three years to work on the theoretical development of the concept of cultural heritage and its intersection with theories of culture, class, race, ethnicity, gender, and globalisation. Fellows will be drawn from three sectors of cultural engagement- academic institutions, public organizations, and cultural communities- and approximately half of the fellows will come from outside the United States. The intention is both to cross-fertilize sectors of cultural heritage work and to expose international and U.S. thinkers to one another.
The primary focus of 2004-2005 fellowships is the relation between cultural heritage and political representation; of 2005-2006, between cultural heritage and economic pursuits; of 2006-2007, between cultural heritage and the arts.
Fellowships include a stipend in addition to an allowance for travel to and from Washington, D.C., as necessary, for the residency. Applicants need not be U.S. citizens to be eligible. These fellowships are not intended to support undergraduate or graduate studies.

Erasmus Institute- Notre Dame Erasmus Fellowships

The Erasmus Institute annually admits nine fellows to its center on the campus of the University of Notre Dame. Erasmus Fellows devote their time here to concentrated research and writing on individual projects related to the Institute's goals as they are articulated in the mission statement.
Fellowships are directed to three kinds of scholars: junior and senior faculty, postdoctoral scholars, (recent Ph.D.s who do not hold a regular faculty position), dissertation students (advanced graduate students fully engaged in the writing phase of their dissertation projects).
Fellowships are provided for a complete academic year although applications for a single semester will be considered. The Institute will provide each fellow with a private office (dissertation fellows share an office), a telephone, access to the Notre Dame computer network, and limited photocopying and fax facilities, as well as library privileges and use of the University's recreational facilities. While the Institute does not provide housing, the Off-Campus Housing Office at the University can assist fellows with their housing needs.
Fellowships are both stipendiary and non-stipendiary. Stipendiary dissertation fellowships provide $16,000; postdoctoral fellowships $35,000; faculty fellowship stipends vary according to the fellow's 2003-2004 salary at time of application. The Institute also welcomes applications for residence from scholars with funding from other sources.

Lund University- Master of European Affairs Program

For getting a scholarship to Lund University students from Central and Eastern Europe and developing countries may apply to the Swedish Institute. The Swedish Institute has issued new regulations for scholarships concerning magister level programs. Applications for such a program should be sent directly to the university/ university college in question.
In order to qualify for the program the student must at least have a first university degree (e.g. B.A; LLM) or equivalent competence. Admission to the Law section of the MEA Program requires a university degree in law or equivalent. Admission to the Business section of the MEA Program requires a university degree either in Business Administration or Business Law.
Applicants with a degree in Business Administration must have a good knowledge of Business Law. Applicants with a degree in Business law must have a good knowledge of Business Administration. Students with equivalent competence are also qualified. Admission to the Politics section of the MEA Program requires a university degree with a major in Political Science or International Relations or equivalent.

ALTEMUS and VII- Training programme for young photojournalists, France

ALTEMUS (www.altemus.org) and VII (www.viiphoto.com) are pleased to announce a training programme for young photojournalists from Central-Eastern Europe, South Eastern Europe, the Baltics, the Newly Independent States and Turkey.
The goal of this programme is to help develop the leadership and photographic skills of young photojournalists from the target regions. The methodology employed includes brief theoretical presentations, case studies, role-playing, simulations, coaching and outdoor experiential exercises. Active participation and in-depth reflection are critical to the success of the training.
The programme will take place in late summer - early fall 2004 in France. It is 16 days in total and is comprised of: ten days of skills training in: self-awareness, visioning, goal - setting and positive thinking, concentration and visualization, cultural awareness, communication (including presentation skills), conflict management, stress management, organisational, planning and problem-solving skills, overview of International Humanitarian and Human Rights Law and five days of photographic training covering: expanding narrative skills, addressing issues in a comprehensive and sophisticated manner, editing and marketing work using traditional techniques and the latest technology.
Applicants selected for the training must pay their own travel costs return to the interview and the training. A limited number of scholarships will be available to cover travel expenses. Altemus and VII will cover all costs on site (food, lodging, travel expenses, film, processing etc).
The jury will apply the following criteria when evaluating applications. The applicants must:
1. Be between 20-35 years old at the time of the application deadline
2. Be a citizen or current resident of one of the countries targeted
3. Be working as a photojournalist (on staff or freelancer)
4. Be working in his/her country of citizenship/ residence
5. Speak English/ Russian
6. Show leadership experience or potential.

Five College Women's Studies Research Center- Amherst, Hampshire, Mount Holyoke, and Smith Colleges and the University of Massachusetts- Fellowship opportunities

The Center invites applications for its Research Associateships for 2004-2005 from scholars and teachers at all levels of the educational system, as well as from artists, community organizers and political activists, both local and international.
Associates are provided with offices in our spacious facility, computer access, library privileges, and the collegiality of a diverse community of feminists. Research Associate applications are accepted for either a semester or the academic year. The Center supports projects in all disciplines so long as they focus centrally on women or gender.
Research Associateships are non-stipendiary. However, international applicants with expertise in Latin America, Asia or Europe may apply for one of the two special one-semester Ford Associateships for Fall 2004 or Spring 2005, which offer a stipend of $12,000, plus a $3,000 housing/travel allowance in return for teaching (in English) one undergraduate course at Mount Holyoke College. The Weissman Center for Leadership and the Liberal Arts will co-sponsor the associates and invites applicants to consider contributing to our yearlong focus on The World and Water: (Re) Source of Power in the 21st Century with a special emphasis on design (architectural, furniture, graphic, or product design as well as urban and landscape design), documentary studies in film and photography or performance in an international context.
Preference given to applicants with performance or production experience and whose work crosses traditional academic boundaries. Applications welcomed from visual artists, film and video makers, architects and designers, dancers and actors, as well as academic scholars. Ford applicants need not be studying their own region of origin.

The EPA Programme provides advanced professional training for people interested in internationalizing their curriculum in a scholarly manner. The objective is to enable students to learn to think in European terms, i.e., they become better able to collect and utilise information concerning the public domain in Europe and the European countries. The basic principle of the learning process is to enhance analytical skills in dealing with concrete issues and challenges (according to the problem based learning methodology of the Universiteit Maastricht). World Forest Institute- International Fellowship Program


The World Forest Institute (WFI) is seeking individuals working in forestry and natural resources to apply for our International Fellowship Program. WFI is a division of the World Forestry Center, which is a small, private non-profit educational organization based in Portland, Oregon U.S.A. The Forestry Center promotes education and information exchange regarding forests and forestry.
The Fellowship Program brings natural resources professionals from around the world to work at the World Forest Institute for 6 to 12 months. Over 50 Fellows from 17 countries have participated in the program.
Fellows staff country desks at WFI, and work with colleagues from around the world. They work on a primary research project developed in cooperation with their sponsors, and also participate in-group activities that include site visits to forestry agencies, universities, companies and mills.
We seek individuals with initiative, interest in international forestry issues, and a good command of English.

Civil Society Support Initiatives- ACT Project


In order to support local initiatives for the promotion and protection of human rights, the United Nations High Commissioner for Human Rights, in partnership with the United Nations Development Programme (UNDP), established the ACT Project (Assisting Communities Together) to financially support, through grants, grassroots activities in the field of human rights carried out by community-based organizations.
These funds will assist activities that require a relatively small amount of support to be implemented (up to US$ 5,000) but can nevertheless have an important impact on the promotion and protection of human rights at the local level. By supporting such initiatives, the ACT Project facilitates local human rights work, which plays a vital part in bringing about lasting improvements in people's daily lives.
The 4th Phase of the ACT Project will be implemented in the following European countries: Belarus; Bosnia & Herzegovina; Georgia (Abkhazia); Kyrgyzstan; Moldova; Romania; Serbia and Montenegro; Tajikistan; Uzbekistan.
Examples of initiatives (non-exhaustive list) supported during the previous phases of the ACT Project:
- Organizing human rights workshops and training courses for teachers, women, social workers, public officials and indigenous peoples
- Building awareness of children's human rights through theater performances and discussions
- Producing an album of popular songs based on human rights in a local language
- Organizing contemporary art exhibits, rock concerts
- Translating and recording human rights information for women on cassettes
- Translating and distributing the Universal Declaration of Human Rights in local languages
- Organizing a conference for human rights activists
- Creating information centres for the promotion and protection of human rights
- Producing a television documentary on specific rights
- Elaborating education programmes for specific populations such as prisoners, prostitutes, HIV-positive persons, orphans, etc
- Establishing human rights youth clubs
- Implementing radio campaigns on human rights
- Supplying activists and lawyers with the Universal Declaration and other relevant materials
- Developing materials for human rights education
- Assisting victims of human rights violations and their families by informing them about their rights
- Organizing literary competitions for children on specific rights.
Priority will be given to projects that respond to the following criteria:
- Applicants involved in human rights education, advocacy, training or related fields at the local level
- The general budget of the applying organization does not provide adequate means for implementation of the proposed project
- Projects focusing on women's human rights, children's rights, and on preventing racism, xenophobia and related forms of intolerance.

Nationalism, Historiography and the (Re) Construction of the Past, September 10-11, 2004, Birmingham, UK

The teleological nature of history encourages historians to retroactively imagine or construct past communities in accordance with contemporary cartographies. Today these cartographies are dominated by the nation-state and its territorially oriented mapping of geo-political space. How has the vocabulary of nationalism affected our construction of the past? How have these superseded earlier imaginations of physical, political and moral spacialities?
We are looking for case study focused papers set in a broader theoretical context, which directly address these, and related, questions.
Possible topics may include:
-The relation between nationalism and different types of historical writing (scholarly, literary, popular and textbook), archaeology (tourism, and museums) and visual images (film, and painting).
-The impact of nationalism on renaming practices (of places, people and institutions), the imagination of self and other and the legitimization of violence.
-The differences between nationalist and nation-state dominated histories
Proposals from established and junior scholars in all areas of the humanities and social sciences are encouraged for this interdisciplinary conference.

International Roundtable Seminar "Rural communities and the Internet", Cluj-Napoca, Romania, February 5-8, 2004

The seminar targets several aspects of high interest for the rural area in Central and South Eastern Europe. The event will have the aspect of roundtable discussions with multiple objectives, such as establishing sustainable partnerships and fostering the existing ones among those active in the field of rural-development, focused on introducing modern communication technologies in the rural communities. Representatives of different public administration institutions, NGOs, Chamber's of Commerce and representatives of the IT business sector are expected to attend the event, coming mainly from Central and South Eastern Europe, but not only.
The participants are expected to prepare short (10 – 15 minutes) presentations in areas such as: local development initiatives, best practices in the field of introducing Internet and communication technologies in rural areas, models regarding efficient functioning of public-private partnerships, other aspects for modernizing rural areas.
The working language of the seminar will be English. The organizers will support all accommodation and meal costs during the seminar. Participants from Central and Eastern Europe may apply to their local Open Society Foundation's East-East program to cover their travel expenses.

The Directorate of Youth and Sport of the Council of Europe in co-operation with the North-South Centre for Global Interdependence and Solidarity announced a large-scale youth event "Europe, Youth and Globalisation 2004" to be held from 5 - 9 May 2004 in Strasbourg, France.
The aim of the event is to provide young people, youth organisations, governments, international organisations and other actors of the youth sector with the opportunity to create a common platform, political messages and effective actions towards the effects of globalisation on the lives of young people, stressing the promotion of good governance and the globalisation of human dignity. Furthermore an opportunity to enter into a critical dialogue with each other, experts and policy makers on the experiences, perceptions and consequences of life as a young person in the context of globalisation in Europe and the World will be provided.
400 participants from all Council of Europe member states (in particular from developing countries within Europe) and from other continents (in particular from the global south) shall be invited. Representatives of NGOs and networks, regional youth platforms, young persons and young researchers aged between 18 and 30 years are eligible to apply. The working languages of the event will be English, French, Russian and Spanish.
The Council of Europe will cover board, accommodation and local transport. Travel costs will be partially or fully reimbursed.

Management, Work and Organization in Postsocialist Societies, September 8-9, 2004, Cardiff, UK

The dramatic economic and political changes in post socialist societies have been well documented in academic and media sources. Perhaps oddly, however, the crucial aspects of management change, organizational transformation and employee relations have often been omitted. We know little about how former state owned enterprises have attempted to re-orient themselves towards 'free' markets and how managers and employees have dealt with this new era. This conference aims to address this problem by providing an open environment in which all areas of economic transformation after state socialism can be discussed in a area-focused, multi-disciplinary fashion.
Papers are invited on all aspects of work and employment, industrial relations, and management transformations in China, the former Soviet Union, Eastern Europe and other former socialist countries. Contributions towards theoretical development will also be encouraged. Keynote speakers will address the future of management research into post socialist societies.
Accepted papers will be allocated one of the following streams:

The Gypsy Lore Society (GLS) annual meeting and conference on Romani/Gypsy Studies for 2004 will be held on September 3rd and 4th at the University of Newcastle upon Tyne, England, UK.
As usual, papers on any aspect of Romani/Gypsy studies are most welcome but please note that substantive papers addressing the main theme of the conference, transformations in Romani/Gypsy society, will be given priority.
Regarding the theme of the conference, we are particularly keen to receive papers from political scientists and historians as well as methodologists who are examining the politics and ethics of the 'researcher/researched' relationship in Romani/Gypsy studies. It is envisaged that an edited collection will be published using a selection of papers from the conference.

Council of Europe Award- Young Active Citizens 2004

For the third year running, the Council of Europe is organising the "Young active citizens" Award with a view to promoting active participation of young people in society. As from 2004, the Award will focus on youth participation at local and regional levels.
The Young Active Citizens Award 2004 aims to encourage co-operation between local and/or regional authorities and young people. Any concrete and sustainable measure, action or project in support for young people's active participation on local and/or regional level in the prevention and fight against violence in every day life is welcome to apply.
The competition is open to local and/or regional authorities, as well as to youth NGOs and networks and other structures involved in youth work in the States parties to the European Cultural Convention. The initiatives should be implemented in 2003 and completed before May 15th 2004.

Eurodesk has redesigned its central web site. The service has been revamped to include lots of exiting new features. It is designed to help those working with young people to easily access more information, extra resources and new tools to make it easier for them to give young people the European information they need.
The new and improved site contains an interactive discussion forum where interested youth workers and site users can contribute to the discussion going on in the Eurodesk network and have their enquiries answered. Other new features include a support centre with a library and European information tips, how to answer enquiries and organise projects and an online European info centre where users can search for funding and information.
