Wenner Gren Foundation- Professional Development International Fellowships
Application deadline: there is no deadline, rolling basis


Professional Development International Fellowships are intended for scholars and advanced students from countries in which anthropology or specific subfields of anthropology are underrepresented and who therefore seek additional training to enhance their skills or to develop new areas of expertise in anthropology.
- Predoctoral Fellowship for study leading to a Ph.D.
- Postdoctoral Fellowship for scholars wishing advanced training
- Library Residency Fellowship for advanced students and postdoctoral scholars within five years of receiving their doctorate to travel to libraries with outstanding collections in anthropology.

Requirements for Predoctoral and Postdoctoral Fellowships: Applicants must be prepared to demonstrate:
- the unavailability of such training in their home country
- their provisional acceptance by a host institution that will provide such training
- their intention to return and work in their home country upon completion of their training.
The applicant must have a home sponsor who is a member of the institution with which he/she is affiliated in the home country and a host sponsor who is a member of the institution in which the candidate plans to pursue training. The host sponsor must be willing to assume responsibility for overseeing the candidate's training. Because the fellowship is intended as a partnership with the Host Institution in providing the fellow's training, it is expected that candidates will also be offered support by the host institution.

Requirements for Library Residency Fellowships: Applicants must be prepared to show that travel to a library is necessary for preparing a research proposal or completing a project designed to advance teaching and scholarship in the home country. They must also be able to obtain a letter from their home supervisor or chairperson attesting to the applicant's need of library materials not available in the home institution. The foundation has set up host sponsors at several libraries with excellent collections in different areas of anthropology, from which the applicant can choose. An applicant must be accepted by one of these sponsors before a library residency can be awarded.

Amount and Duration of Awards: Predoctoral Fellowships are made for amounts up to $15,000 per year. Fellows may apply for up to two renewals. Postdoctoral Fellowships are made for amounts up to $35,000 for one year, with the possibility of one renewal. Library Residency Fellowships are made for amounts up to $5,000 for a maximum period of three months. They are not renewable.

Budgetary Guidelines: Professional Development International Fellowships may be used to cover travel, living expenses, tuition, student fees, insurance, books, and any other relevant categories of expenditure. Aid is not provided for salary and/or fringe benefits of applicant or for institutional overhead.

Application Information: Inquiries about the predoctoral and postdoctoral awards should be made by means of a one-page Summary Statement of Purpose. Preliminary requirements must be met to determine eligibility for a formal application. There is no deadline for these programs, however, those interested in receiving a Predoctoral or Postdoctoral Fellowship application must contact the foundation at least six months prior to enrollment in the host institution. Library Residency Fellowship candidates should contact the foundation at least three months before their intended starting date.

Jacob Rader Marcus Center of the American Jewish Archives- Fellowship Program 2004-2005

The Marcus Center's Fellowship Program provides recipients with month long fellowships for research and writing at The Jacob Rader Marcus Center of the American Jewish Archives, located on the Cincinnati campus of the Hebrew Union College-Jewish Institute of Religion. Fellowship stipends will be sufficient to cover transportation and living expenses while in residence in Cincinnati.
Applicants for the Marcus Center Fellowship program must be conducting serious research in some area relating to the history of North American Jewry. Typically, Marcus Center Fellowships will be awarded to post-doctoral candidates, Ph.D. candidates who are completing dissertations, and senior or independent scholars.

International Labour Organization - Distance Learning Specialization Courses 2004-2005

American Institute for Economic Research- Summer Fellowship Program for (entering) PhD Economic students

For more than 50 years the Institute has sponsored a variety of fellowship programs that provide direct training and financial support to advanced students of economics.
The Institute awards a dozen or more Summer Fellowships each year to college and university seniors who will be entering a doctoral program in economics or affiliated program (e.g., law and economics, economic history, etc.). We also consider applications from those students enrolled in such programs for no more than two years. The program is not designed for students wishing to pursue graduate work in a business school program (e.g. MBA).

Summer Fellows come to the Institute for a four-week period of study and are provided with room and board plus a $250 per week stipend. Those who demonstrate exceptional potential are awarded Fellowships in-absentia if they are enrolled in an accredited graduate-degree program in economics for the succeeding academic year. In-absentia Fellows receive full or partial payment of tuition or a monthly stipend for all or part of the academic year, or both. During the past 5 years, in-absentia awards have averaged about $5,000.

The Intercultural Communication programme invites applications for Master's Degree studies in 2004-2006. Master's Degree in Intercultural Communication is a two-year interdisciplinary degree programme designed to enhance the professional communication competence of students who aim at careers with significant intercultural contacts. The language of instruction in the majority of courses is English.

Successful applicants should have a Bachelor's degree or equivalent studies from a higher education institution, an intercultural orientation and a good command of English (a minimum TOEFL score of 550 in a paper-based test /213 in a computer-based test is recommended). Previous studies in communication subjects are regarded as an asset.

University of Jyvaskyla- European Masters in Music Cognition, Finland

The University of Jyvaskyla (Finland) is pleased to invite applications for European Masters in Music Cognition (EMMC) 2004-2006, an interdisciplinary degree programme in cognitive, systematic and comparative musicology.

Music cognition is an interdisciplinary field, which studies the relationship between acoustics, music, human information processing and culture. It applies latest technologies and research methodologies to investigate a large variety of musical questions related to topics such as music perception, learning, performance and appreciation as well as various applications of music technology.

European Masters in Music Cognition is a two-year degree programme carried out in collaboration with the Universities of Cologne, Ghent, Hamburg, and Oslo. The language of instruction is English. The graduates of the programme will gain expertise to work in a wide range of activities and positions in music technology, music education, music industry and research.

The programme is open to students with a Bachelor's degree or equivalent studies in a relevant field, and basic knowledge of music theory and acoustics. Since interdisciplinarity is quintessential for music cognition, applicants with background or interests in two or more applicable areas are given advantage. A good command of English is required.

Tinbergen Institute- Master of Philosophy Programme in Economics

Tinbergen Institute (TI) is a research institute in economics, where selected researchers from three Dutch universities (Erasmus Universiteit Rotterdam, Universiteit van Amsterdam and Vrije Universiteit Amsterdam) have joined forces to further economic research, on the one hand, and to offer a highly valued graduate programme to a community of excellent students, on the other. The institute is accredited by the Royal Netherlands Academy of Arts and Sciences (KNAW), as a sign of high quality of Ph.D. training and research in the Netherlands.

Today, TI is one of the major Dutch research institutes in economics, with about 100 senior research fellows and 100 Ph.D. students. More than 300 alumni have completed their Ph.D.s and TI currently has an annual influx of 25 M.Phil. students, who receive their training and guidance from TI senior research fellows. The institute is located in Amsterdam and Rotterdam.

TI offers a two-year Master of Philosophy programme in economics. The programme is part of a five-year Ph.D. programme in economics, but can also serve as an excellent preparation for students who are aiming for a career in consulting or policy advice organisations.

A limited number of scholarships is available for the M.Phil. programme starting September 2004. This scholarship covers the tuition fee as well as living costs.

University of Hamburg, International Max Planck Research School for Maritime Affairs- Ph.D.grants, Hamburg, Germany

The International Max Planck Research School for Maritime Affairs at the University of Hamburg was established in April 2002 by the Max Planck Society for the Advancement of Science, in co-operation with the Max Planck Institute for Foreign Private and Private International Law (Hamburg), the Max Planck Institute for Comparative Foreign Public Law and International Law (Heidelberg), the Max Planck Institute for Meteorology (Hamburg) and the University of Hamburg.

The School's Researchers cover the legal, economic, and geophysical aspects of the use, protection, and organization of the oceans. The School provides extensive research capacities as well as its own teaching curriculum. In addition, the researchers can use the facilities of other institutions of the Law of the sea, such as the International Tribunal for the Law of the Sea, with whom a co-operation has been established. The School bolsters interdisciplinary research. Its researchers work in the fields of law, economics, and natural sciences.
To promote these goals, it will award two Ph.D. grants for a period of two years (with possible extension of one more year). The doctoral thesis can be written in German or in English. Research and curriculum should be in one or several of the following areas: Management of the Coastal Zone, Maritime Trade and Transport, State and Management of the Marine Environment, Ocean and Climate, Management of the Deep Seabed.

A graduation in law, economics, or a scientific discipline with a score clearly above average is required. Applicants should be open to interdisciplinary work. Experience or specialization in a field of relevance to the above mentioned areas is a plus. Specific experience in maritime matters is welcome.

Applicants with serious physical disabilities are expressly encouraged and will be preferred to others being equally qualified. Both the Max Planck Society and the University of Hamburg want to enhance the share of women in those areas where they are underrepresented. Women are therefore expressly encouraged to apply.

The International Graduate Program Medical Neurosciences of the Charit€ é, Medical University Berlin, is now accepting applications for the MSc program beginning in September 2004. PhD applications are welcome any time.

The program seeks to bridge the gap between bench and bedside, integrating students of natural sciences and medical students into a comprehensive, structured program. Therefore the ideal candidate is interested in cell and molecular biology research with a strong clinical connection in the field of Neuroscience. Ideally, you have recently graduated with a Bachelor of Science in Biology or Chemistry, Biochemistry, Biophysics, Biotechnology, Bioinformatics or in other life sciences disciplines, or you have gotten a medical degree.

Your basic knowledge in biology, chemistry and physics is solid and your grades are above average. In addition, you can show for some experience in the laboratory already. Your references have known you for some time from projects that you have done with them and are thus able to give a personalized recommendation. You see your future in neuroscience research wanting to turn your findings from the bench into treatment at the bedside.
The research groups involved in the program focus on research in cell and molecular biology, genetics, theoretical biology and neuroimaging.

Full time, the program runs for 18 months (3 semesters worth 90 ECTS credits). It is entirely taught in English, special services to international students are available.

Pilot Projects on Human Rights Education
Application deadline: April 1, 2004/ September 15, 2004


Financial assistance in support of local pilot projects is important to the Youth Programme on Human Rights Education because it will allow for new initiatives to be set up and will motivate supporting local NGOs and groups to undertake action related to human rights education with young people. By funding pilot projects on human rights education through the European Youth Foundation, the Directorate of Youth and Sport seeks to actively contribute to the inclusion of human rights education in youth work practice and to encourage innovative practices and partnerships, both in formal and in non-formal education contexts.

The pilot projects will allow for a more visible and direct impact of the programme at local level. They are a necessary complement to the rest of the youth programme on human rights education and to the other activities of the Directorate of Youth and Sport of the Council of Europe.

Similarly, the inclusion of pilot projects in the European programme may serve to give them greater visibility and recognition, as well as facilitating the development of networks and of opportunities to share expertise and experiences. This will be done by means of the Directorate of Youth and Sport publications and web sites. This may be completed by an evaluation meeting and a publication with examples of good practice in 2005.
This financial support to pilot projects should be seen as exceptional and limited to the duration of the programme. The European funding can not replace the necessary local and/or national co-funding (in money or in kind). In this context, the assessment of applications will consider also the feasibility of the projects.

Priority for funding will be given to projects which would otherwise be difficult to start up. Funding will not be given to projects that have already taken place.

In order to qualify for support, projects must:
- Be directly related to young people and to human rights education or to a specific theme addressed by the programme
- Be prepared, run and managed by a local association, institution or youth group acting directly with children, young people or a specific target group of the programme
- Have a clear educational or awareness-raising function
- Concern primarily participants under 30 years of age
- Have a participatory approach, from the conception to the evaluation
- Integrate intercultural learning in its educational approach
- Have an innovative character (in terms of methodology, target groups addressed, etc.)
- Be open to other partners of the youth programme on human rights education and foresee using the resources generated through the programme (e.g. the Manual on Human Rights Education)
- Have a clear potential local impact while being open to European networks
- Have a European dimension, either by involving more than one country, and/or by taking into consideration the European context
- Follow the basic educational principles of the Council of Europe's youth sector.

Selected projects can be funded up to a maximum of 7.600 Euro.

The primary aim of the forum is to gather different actors involved or working in the field of harm reduction (anti drugs/substance abuse), youth groups and organisations interested in the topic and coming from South East Europe.

The forum further aims to increase understanding of the harm reduction philosophy, to introduce the sills necessary to implement harm reduction strategies, to strengthen harm reduction leadership and to develop awareness of the attitudes that contribute to the appropriate public health policies.

Participants will have to pay a participation fee of 110 Euro, if aged under 30, and 135 Euro, if professional.

NGO D@dalos, Sarajevo- 6-month trainers training

From June 2004 to January 2005, we offer a distance-learning course in German language. Main aims are to deal with the topics of democracy, political parties and European Union as well as to get acquainted with tasks, contents and methods of civic education. In addition to that, crosscutting key qualifications such as presentation skills are taught. Participants acquire basic knowledge and skills in the field of civic education and learn how to teach politics in formal and non-formal education. Thereby they take part in developing a democratic political culture in Southeast-Europe.

The course consists of two two-day workshops in Sarajevo, one four-day seminar in Bad Urach/Germany and two ten-week distance learning phases facilitated via e-mail.

June 28 - September 17, 2004: online-phase I
September 18 - 19, 2004: 2nd workshop in Sarajevo

The course is designed for (future) multipliers from schools, universities or NGO in Bosnia-Herzegovina, Croatia, Serbia, Albania, Kosovo, Montenegro, Macedonia and Bulgaria. We expect the participants to be highly motivated and interested in the subject. For the application, the applicant needs to have his/her own ideas or visions how to make use of the knowledge s/he will acquire and how to disseminate it. Therefore, it would be desirable if s/he belongs to an institutions or organisation.
A certificate will be given to the participants who have fulfilled all conditions successfully.
All costs for travel, accommodation, food and visa for the three workshops will be covered.

Balkan Youth Partnership Program
Application deadline: April 5, 2004


The Balkan Youth Partnership Program provides opportunities for representatives from child- and youth-serving NGOs in different Balkan countries to visit organizations and institutions in order to improve the activity of their organization, increase their efficiency and create better conditions for youth and children.

The NGOs serving youth and children that work in the area of employment, technology, non-formal education, health, civic education and democracy building as well as community service, culture, and the environment are invited to apply. In addition, technical areas such as fundraising, sustainability, legislation, networking and external relations are eligible areas for exchange.

The Partnership Program is open to applicants from child- and youth-serving NGOs in Albania, Bosnia and Herzegovina, Bulgaria, Croatia, Kosovo, Macedonia, Montenegro, Romania, and Serbia. BCYF will give priority to those applications that will encourage partnership among youth NGOs from the countries that had been in conflict in the past.

Applicants should possess a certain level of experience in program development and be in a position to influence programming in their own organization based on what they learn during the visit. The applicant organization should send no more than two participants.

UCLA College of Letters and Science, Center for Jewish Studies- Maurice Amado Foundation Research Fund in Sephardic Studies 2004- 2005

The purpose of the Research Fund is to support innovative and important research in the many diverse areas of Sephardic studies, including religion, philosophy, history, language, literature, anthropology, sociology, and musicology.

Grants of up to $5,000.00 each will be made to exceptionally promising graduate students, junior faculty (pre-tenure), or senior faculty in the process of shifting into Sephardic Studies from some other area of specialization to help support research and writing leading to publication in the field of Sephardic Studies. Awards will be made on the basis of a well-developed research plan that promises to make a fundamental contribution to a particular area of Sephardic Studies or to the conceptualization and elaboration of some aspect of the larger field of Sephardic Studies as such.

The aim of the Maurice Amado Research Fund is to encourage the development of Sephardic Studies as both an independent field of study and research and as part of the larger world of Jewish culture and civilization.

The Research Fund is open to faculty and graduate students throughout the world, who will become UCLA visiting scholars by accepting the award. Visiting scholars in the Humanities at UCLA are non-stipendiary appointments, who need not be in residence at UCLA. Scholars who receive support from the Maurice Amado Foundation Research Fund will be affiliated with the Center for Jewish Studies for the duration of the award.
Submission deadline and Information:

Applicants are required to provide a detailed prospectus of the research proposal (up to three pages long), including an account of the existing scholarship in the area and the contribution it will make to the field of Sephardic Studies. An itemized budget, Curriculum Vitae, an abstract of the research proposal (limit 500 words), and two letters of recommendation are also required.

International Summer University BRAVE NEW EUROPE 2004- A New Beginning? The EU after the IGC, Enlargement and Iraq, July 4-17, 2004, Ljubljana, Slovenia

Organized by Young European Federalists Slovenia in cooperation with the Faculty of Social Sciences, International Relations Student Association (IRSA) and Association for Political Science Students POLITUSS.

A two-week advanced summer course on issues concerning the European Union, before and after May 1 2004. The focus of the programme will be on the enlargement, the IGC and Iraq.

In the past two years three major issues marked the political landscape of Europe. Enlargement will open the doors to ten new member states and will significantly reshuffle the nature of political affairs in Europe. The need to complete the reform the EU structures has become more urgent than ever. Furthermore, new developments in world politics have confronted Europe with several questions, including the one on its unity. The May 1 does begin a new era, but where do we go from there?

Brave New Europe offers an interactive course on a wide range of topics concerning mainly (but not only) the EU. The summer school will be composed of five academic modules: History, Institutions, Law, Economics and Current Issues. Apart from lectures, the participants will have the chance to actively debate the issues in workshops, panels with external speakers and afternoon sessions.

Cost of the program: Euro 200. Reductions of participation fee will be offered. The Borjan Tanevski Award will be offered to a promising student from the Balkans. Participation fee covers: tuition and study material, accomodation and full board, social activities. Travel reimbursement: 70% (cheapest means of travel), up to a maximum of 200 Euros. Reimbursement will be offered only to those who attend 80% of the programme.

Centre For Advanced Study- Fellowship Programme: Roles, Identities and Hybrids project, Sofia, Bulgaria

The Centre for Advanced Study Sofia (CAS) is announcing its call for applications for fellowships in the international research project ROLES, IDENTITIES AND HYBRIDS Multiple Institutional Cultures in Southeast Europe within the Context of European Unification for the academic 2004-2005 year.

Duration and financial conditions of the research
The annual enrolment includes eight researchers - four fellows from the humanities and four from the social sciences. The duration of each fellowship is 9 months. Non-Bulgarian fellows are also eligible - they will be residing permanently or on a part-time basis in Sofia (negotiable in each individual case) and shall participate in all workshops, seminars and public events of the ROLES, IDENTITIES AND HYBRIDS project that take part in CAS, Sofia. The selected fellows will receive a stipend of 400 Euro per month and an additional allowance of 1000 Euro for travel expenses required by the research work (including the travels to Sofia of Non-Bulgarian fellows). The Centre for Advanced Study Sofia is providing the academic, organizational and administrative support of the research. The fellows will be able to use all the technical facilities of the Centre.

Working language and language skill requirements The working language of the project is English. The applicants will work in an international research team, where all discussions, workshops and lectures are in English, as should be the final research paper to be submitted for publication. Therefore the applicants should be fluent in oral and written English, a certificate of which is highly recommended. Knowledge of one or more of the SEE languages is a serious advantage.

Eligibility
- Scholars with doctoral degree or in the final stage of fulfilling the requirements for such a degree, in the social sciences or the humanities
- Excellent knowledge of English (oral and written), certificate of English language proficiency is highly recommended
- Junior researchers and university professors not older than 40 years of age.

Bremen University- MA Business Studies

Graduate Management Admission Test (GMAT). The University of Bremen requires that all applicants take a mandatory GMAT test as admission requirement for the MBS programme. Although no fixed threshold exists a minimum score of 500 is expedient.

English Language Proficiency: All classes are held in English; hence the applicants need to demonstrate satisfactory proficiency in English. The Test of English as a Foreign Language (TOEFL) is the preferred choice of the Master Board to assess the applicant's capabilities in English. The TOEFL test is not necessary for native speakers, but the simple fact that English is the official language in an applicant's country of origin does not necessarily qualify sufficiently. However, besides TOEFL other renowned language certificates such as IELTS which test the different elements of communication, i.e. reading, writing, listening and verbal expression might, after approval by the admissions office, also be sufficient and accepted.

A relevant study period with a duration of an academic year out of Germany has to be completed before applying to the programme (only for German students). This means that foreign applicants can enter directly into the programme.

The tuition fees for the programme have been waived. However, there is a fee of about EURO 80 per semester, which pays for a semester valid public transport ticket and contributes to the student union. Financial aid in any form is not available by the faculty.

The International Center for Jefferson Studies at Monticello is pleased to announce a nine-month Gilder Lehrman Junior Research Fellowship open to scholars working on Jefferson projects, to begin in September. Fellows will devote their time to research and writing on topics directly related to Thomas Jefferson, his times, and legacy. The award is intended to support revision of the fellow's book manuscript, but consideration will be given to candidates who propose to undertake original research. He or she will be provided with an office in the new Jefferson Library, and will be invited to participate in scholarly activities organized by the ICJS. The fellowship carries a stipend of $30,000 for nine months. Applicants should submit one copy of a book-length manuscript and six copies of the following: a resume, a 2,000-word description of the project, and a prospective timetable for completion of the project.

A distinguished panel of reporters, writers, editors, and academics will judge submissions based on writing ability, potential to succeed, and an appreciation of liberty. Entries must be mailed on or before December 1, 2004. Awards will be announced in February/March 2005.

In honor of the Pulitzer Prize winning journalist, IHS will award cash prizes to outstanding young writers whose work best demonstrates and communicates an appreciation of classical liberal principles; first prize will be $2500. Classical liberal principles include inalienable individual rights; their protection through the institutions of private property, contract, and the rule of law; voluntarism in all human relations; and the self-ordering market, free trade, free migration, and peace.

Felix Morley was editor of the Washington Post from 1933-1940 and won a Pulitzer Prize for distinguished editorial writing. In the Post and in subsequent writing, at the height of the New Deal and post-war anti-communism, Morley emphasized private property, voluntarism, and a non-interventionist foreign policy.

Special Court for Sierra Leone- Internships


The Special Court for Sierra Leone was established in January 2002 pursuant to an agreement between the United Nations and the Government of Sierra Leone. The Special Court, which is located in Freetown, Sierra Leone, is mandated to prosecute persons who bear the greatest responsibility for serious violations of international humanitarian law and Sierra Leonean law committed in the territory of Sierra Leone since 30 November 1997.

Internships are currently available in the Chambers, the Office of the Prosecutor (OTP), the Defence Office and the Registry Legal Office. Applicants for these positions must possess a law degree, including courses in criminal law and public international law. Preference will be given for post-graduate qualification in international criminal law and international humanitarian law, relevant experience in either a court or international tribunal, and/or litigation experience. Applicants must be fluent in English. These positions will be offered for a 6 month period. Applications for less than six months will not be accepted.

Internships are also offered in the Outreach and Public Affairs sections, and applicants for these positions must have relevant experience. Applicants must be fluent in English. These positions are available for a minimum of 3 months and a maximum of 6 months.

International Summer University Macedonia 2004 pilot- Apply to Teach


The ISUM 2004 (pilot project) offers teaching positions only for professors from EU member states and South East European countries in the field of Law, Public Administration, Economics, Business Administration and Education.

Visiting professors voluntarily teach the intensive courses, usually comprising 15 teaching days. Professors receive an allowance of 75 Euros per week. Travel expenses are reimbursed and free accommodation is provided.

The ISUM 2004 brings together regional & international professors and lecturers for a period of two to three weeks and will provide intensive (ECTS credited) courses in the above mentioned study areas. Public forums on issues such as the Ohrid Agreement and the Bologna Process are organised. The project includes a workshop and training programme to foster national and international academic cooperation and to assist in the implementation of the Bologna Process. Recreational events tie the academic programme together. The target group consists of (senior) students and (young) academic staff. Courses start on 12 July 2004. International Criminal Court- Internship Programme and the Visiting Professionals Programme


The International Criminal Court (ICC) presents its compliments to the Permanent Representations and Ministries of Foreign Affairs of the States Parties of the ICC and has the honour to announce the launching of the Internship Programme and the Visiting Professionals Programme of the ICC.

These programmes will give participants an in-depth understanding of the Court¹s objectives and of the challenges facing the organization. Bearing in mind that the foundations of the ICC have been laid upon the principle of complementarity, these programmes will constitute a means to provide the nationals of the States Parties with sound practical knowledge of the work of the ICC, ultimately contributing to strengthening the national judicial systems of the participants¹ countries of origin. They will also promote better cooperation between States Parties and the Court.

For the Internship Programme the Court welcomes highly motivated young candidates with outstanding academic qualifications to serve for a period between three and six months. The Visiting Professionals Programme targets seasoned professionals with particular expertise in areas relevant to the functions of the Court to serve for a period between one and three months.

Interns and visiting professionals will not be remunerated for their work. Thanks to a grant by the European Commission and the governments of Finland and Norway the Court is in the position to bear the travel expenses and to pay a monthly stipend of EUR 1,000 in order to cover costs of living in The Hague.

The aim of the course is to provide educators and trainers with the scientific tools we have developed during more than twenty years of multidisciplinary research, tools which make it possible to stimulate the higher functions of the human brain so that the person becomes aware of, and responsible for, those values which are biologically inherent in each human being right from birth. Training aimed at developing a consciousness of these values is needed in order to allow educators to develop a truly effective approach that enhances self-awareness and self-management in students. This approach must be based on the concepts of dignity, freedom, justice and love, from which all rational and emotional aspects of human behaviour derive. This method, which has been widely experimented with excellent results, makes it possible to translate formal aspects of the Universal Declaration of Human Rights into human consciousness and behaviour.
Human rights are not notions to be blindly repeated, but rather are values that help women and men find their way through a jungle of conditionings, where truth is hidden and false values are produced. Science and the consciousness of human rights against demagogy, the arrogance of power of man over man, are the last hope to defeat juvenile apathy towards life and to create a new society that is capable of giving centrality to human dignity.

The main subjects of the Course are the following:

- Neuropsychophysiological foundation of human rights
- Environment and Health as basic human rights
- The Integration of Sciences to promote human dignity

European Academy of Bolzano- Minority and Diversity- Module V of the Master Programme in European Integration and Regionalism, June 14-25, 2004, Bolzano, Italy

In the first phase leading experts will present international and interregional systems of the United Nations, the OSCE and the Council of Europe, examining not only the several legal sources but also the specific monitoring and adjudication mechanisms. Consequentially, there will be a strong emphasis upon case law and practice through case studies, moot trials and role-plays.

In the second part, the programme will concentrate on the linguistic, educational and political rights of the minorities as found in different national constitutional systems. The autonomy statute for South Tyrol will also be presented as a 'success story' of conflict settlement and model of minority protection.

Issues of globalisation and European integration will also be examined in a specific context of minority protection. A further special emphasis will explore legal issues of cultural diversity and preservation of identity as an increasingly significant concept.

Finally, it will be discussed what is it that forms the core of European 'identity' and can this identity overcome the ethno-national legacy of the past? Can European integration finally overcome those so-called realist options which uphold a system of ethno-national and regional divide, particularly in relation to conflict areas such as Kosovo or Northern Ireland?
The programme will start on 14 June 2004.

The ongoing debate on the impact of the Internet at a global and local levels is at the core of today's and tomorrow's political decision-making, particularly in a world that turns more and more unified - and divided. It is also at the core of academic research on what has been called Information Ethics. The leading ethical question is how embodied human life is possible within local cultural traditions and the horizon of a global digital environment. The first international symposium of the International Center for Information Ethics (ICIE) will deal with this question from three perspectives:
- Internet for Social and Political Development: Community Building
- Internet for Cultural Development: Restructuring the Media
- Internet for Economic Development: Empowering the People

The ethical perspective on intercultural aspects of the global digital network is a normative as well as a formative one. The symposium addresses the question of how people with different cultural backgrounds integrate the Internet in their lives. This concerns in the first place community building. How far does the Internet affect, for better or worse, local community building? How far does it allow democratic consultation? How do people construct their lives within this medium? How does it affect their customs, languages, and everyday problems? The question about information justice is thus not just an issue of giving everybody access to the global network (a utopian goal?), but rather an issue on how the digital network helps people to better manage their lives while avoiding the dangers of exploitation and discrimination.

It deals, secondly, with the changes produced by the Internet on traditional media, such as oral and written customs, newspapers, radio and TV, the merger of mass media, the telephone and the internet, and the impact of the Internet on literary culture. The symposium also reflects on the next generation of information and communication technologies such as ubiquitous computing and on what might be called the post-internet era. This aspect of the ethical question focuses on new methods of manipulation and control made possible or aggravated by the Internet.

Finally, it deals with the economic impact of the Net. Is it a medium that helps people to better opportunities for economic development? Or is it an instrument of oppression and colonialism? What is the impact of this technology on the environment? How does it affect what has been called cultural memory or cultural sustainability?

The symposiuim offers a platform for an academic exchange on these issues, to be addressed by keynote speakers and discussed in working groups focused on Asia, Africa, Latin America/Caribbean, and USA/Europe. Group discussions will aim at addressing problems as well as best-practice experiences. Although the organisers will do their best for providing necessary conditions for relaxed yet engaged dialogue, the success of the symposium will reflect the contributions and enthusiasm of the participants to make it work.

The symposium is a contribution to the international debate on the information society at the World Summit on the Information Society (WSIS) being held in Geneva (2003) and Tunis (2005).

A selection of the papers will be published in the ICIE Series at Fink Verlag (Munich) in a volume edited by Rafael Capurro, Thomas Hausmanninger and Rupert Scheule. All accepted extended abstracts (500-700 words) will be published at the website of the symposium.

'The Challenging World of Business: Strategies and Perspectives'

It will focus on both theoretical and practical approach to topical business issues offering the participants lectures and seminars as well as the opportunity to participate in a business simulation game and to discover the challenges and risks of a 'real' business environment.The business simulation game OEKOWIR/ECOSYS has been developed in Switzerland and is based on subjects such as business management studies, economics, law and political science. Its purpose is to give understanding and awareness of the dependencies between business, state, society and ecology.

'Architectural Heritage in Progress: UNESCO World Heritage Site Riga'
The program is designed for students of architecture or history of arts who have finished at least one year of studies by the time the course starts. The intention is to focus on the unique architectural heritage of Riga, which is a city of architecture and is included in the World Heritage List of UNESCO for its Art Nouveau District, the Old Town and the 19th century timber architecture. The students will also discover the actual situation in urban planning and town development. The theme 'Architectural Heritage in Progress: UNESCO World Heritage Site Riga' is going to be analysed from different points of view and put into practice by creative working methods.

All seminars, lectures and workshops will be held in English.
We will offer an attractive cultural and leisure program including guided tours, excursions and social events.
The participation fee including registration, tuition, accommodation in student dormitories, meals and guided tours is EUR 625. Scholarships are available, however, we would appreciate if universities could provide financial support for their students, as the number of scholarships is rather small.

The Academic Medical Center of the University of Amsterdam announces herewith the 15th Amsterdam International Medical Summer School.

Glencree Centre for Reconciliation- Looking for volunteers from South East Europe


The Glencree Centre for Reconciliation is an autonomous non-governmental organisation, which seeks to build peace and manage the conflict that exists within and between communities in Ireland, North and South.

Volunteers at the Glencree Centre for Reconciliation will be involved in at least six months voluntary work and will assist in operations through providing catering and housekeeping services to the many visitors who come to Glencree to participate in programmes. Programme work will also involve assisting in the delivery of training, counselling and education programmes, therefore the Glencree Centre for Reconciliation is looking for volunteers interested in peace and reconciliation and a desire to make a contribution to the peace in their own community and in the world.

SEEQUEL project- European eLearning Quality Conference, June 21-22, 2004, Budapest, Hungary


The different stakeholders involved in the eLearning quality discourse bring different views, values, criteria into the picture; the SEEQUEL answer to this heterogeneous and sometimes chaotic situation is dialogue. This dialogue was initiated in Rhodes in June 2003, followed up in Berlin in December 2003 and continuously conducted in the eLearning Quality Forum.

Now it is time to draw some interim conclusions from the discussion:
- Is an effective dialogue possible?
- Can we influence the quality of eLearning in Europe for the next years?
- What is really needed to increase quality of eLearning supply and quality awareness by eLearners?
- Is a common Quality Environment useful and feasible?

The European eLearning Quality Conference will provide the opportunity for an exchange of ideas, experiences, and best practices in the fields within the different and varying contexts of both academic and corporate provision, and will present the structure and the first results of the SEEQUEL eLearning Quality Laboratory.

Athens Institute for Education and Research (ATINER)- 6th International Conference on Education, May 21-23, 2004, Greece


The aim of the conference is to bring together scholars and students from faculties of education, psychology, business administration, economics, social sciences and other related disciplines to identify areas of common research issues as well as methodological and analytical differences. Special sessions will be devoted to the teaching methodology of the various scientific disciplines.

The registration fee is 150 euro, covering access to all sessions, 2 lunches, coffee breaks and conference material. This international seminar takes place in Albania with participants from throughout Europe: Serbia & Montenegro, Romania, Macedonia, Italy, Greece, Bosnia-Herzegovina, Bulgaria and Albania.

This 10-day is a creative and explorative look into question like: "What are the differences between personal, cultural and national identity? What and where is home? How do i see the situation of my country? And, what opportunities exist for the future?"
The 10-day seminar is lead by experienced trainers and designed to explore the themes of national, international and cultural identity from different perspectives using theatre, creative process, active learning and participant led discussions and presentations.

Every interested resident of one of the participating countries in the age of 15-25 years who has a sufficient knowledge of English to comfortably communicate can apply. Holding a valid passport is essential. A total of 18 participants, 2 from each program country participate in the seminar.

For accepted participants, all costs (travel, accommodation, food and necessary visa) are covered by the project.
