European Commission - Internship for Young Roma University Graduates


The Commission will be launching an internship scheme from the beginning of May 2005. The scheme, sponsored by the Open Society Institute will be open to ten young Roma graduates in 2005 and each stage will last three months.

Fondation Marcel Hicter - European Diploma in Cultural Project Management


Its main aims are to make participants aware of challenges within their field of action and influence and to develop approaches and tools needed for co-operative and creative cultural workforce in Europe. Each year, around 25 professionals from 20 countries take part in the European Diploma. Since 1989, 350 cultural managers from 41 countries followed this course. The programme is supported by the Council of Europe.

Who is the training for?
Cultural managers from public and private organizations who are actively involved in the management of cultural and artistic projects in their region, with at least 3 years experience. The training languages being French and English, applicants must be fluent in one of these working languages and have a good passive knowledge of the other. The age limit is 45.

Content and Organization
The European Diploma is organized so that the participants carry on with their professional activities. The programme lasts one year and is organized in 3 phases: residential sessions, practical training and an evaluation + seminar phase.

The residential sessions
Two sessions of a fortnight take place in two different countries each year. The next training session will be organised in South West Sweden as well as in Portugal (Tondela) and Spain (Santiago de Compostella).

Gulliver's Connect 2005, Mobility and Training Programme

Grants for working placements for art practitioners from Central and Eastern Europe, former Soviet Union and Mongolia.

Following and building on the positive experience from the past four programmes of Gulliver's Connect, the Felix Meritis Foundation in Amsterdam, NCDO in Amsterdam and KulturKontakt in Vienna, are happy to announce the launch of the Gulliver's Connect 2004/2005 Programme.

The basic aims in the new programme remain the same:
- to facilitate collaborative partnerships between arts practitioners from neighbouring countries in Central and Eastern Europe, the former Soviet Union and Mongolia
- to encourage the process of 'learning from practice'

Artistic scope of the participants: performing arts, visual arts, (new) media, art management, film.

There are approximately 20 bursaries available of approximately 1500 Euro each. The bursary covers the work placement costs of travel, accommodation and a daily allowance for period of between 3 and with a maximum of 6 weeks, if feasible within the budget.

All applicants will be informed by the end of January 2005.
The work placements can take place until the end of August 2005.

The European Migration Centre (EMZ) is an independent non-profit association of organizations which seek to act together against xenophobia and find suitable strategies for the social incorporation of refugees, migrants and ethnic minorities.

The EMZ welcomes applications on a regular basis for the internships outlined below. The internships require a commitment of at least three months and of 20 hours per week, the ability to work in a team and independently. New Europe College - Regional Fellowships Program 2005 - 2006, Bucuresti, Romania

The New Europe College in Bucharest (Romania) announces the Regional Fellowships Program in the humanities and social sciences starting October 1, 2005.

Targeted are researchers and academics (preferably young) from South-Eastern Europe (Albania, Bosnia-Herzegovina, Bulgaria, Croatia, Greece, Former Yugoslav Republic of Macedonia, Republic of Moldova, Serbia and Montenegro, Slovenia and Turkey), who are in the final stage of completing a Ph.D. program or who already have the Ph.D. title.

Duration of the Fellowship: one term or a full academic year (10 months)
a) October through February,
b) March through July, or
c) October through July. Location: the New Europe College in Bucharest.

The Fellowship consists of: a monthly stipend (basic stipend of 460 EURO - tax free), accommodation, a one-month research trip abroad to an institution of the Fellow's choice (2,560 EURO for transportation, accommodation, and per diem), international transportation to and from the home country of the Fellows at the beginning and the end of the Fellowship, as well as for season holidays.

The Fellows are expected to work on a project to be published by the New Europe College after the end of the Fellowship (in English, French, or German), and to take part in the scientific events organized by the New Europe College (seminars, workshops, conferences, lectures held by foreign scholars, symposia, etc.).

Working languages: English, French, and German. A good command of English is desirable.
The applications will be evaluated by an international commission and the final results will be announced in late February 2005.

Regional Environmental Reconstruction Programme for South Eastern Europe (REReP) - Internship

Location: The Regional Environmental Center for Central and Eastern Europe head office, Szentendre, Hungary

Description:
This internship with the Secretariat of the Regional Environmental Reconstruction Programme for South Eastern Europe (REReP) will provide an opportunity to gain practical knowledge; hands-on experience; and research skills relating to the environmental reconstruction of South Eastern Europe. It is suitable for an ambitious student in an advanced stage of study who wants to focus on the South Eastern European region, and international assistance for environmental reconstruction.

This internship is results oriented. Under the supervision of the REReP Project Manager, the intern shall prepare environmental profiles of the SEE countries participating in the programme: Albania, Bosnia and Herzegovina, Bulgaria, Croatia, FYR Macedonia, Romania, and Serbia and Montenegro, including Kosovo (territory under UN interim administration). He/she will be given detailed Terms of Reference for the country profiles and the final product will be included in the new REReP publication, which is to be released in 2005.

Qualifications Required
Applicants should:
* Have a degree or be in the advanced stage of study in a relevant discipline, such as (but not limited to, International Relations, European Integration, Balkan Studies, Environmental Science, Law or Economics;
* Have excellent analytical, research and writing skills;
* Be proficient in English;
* Be willing to work with a dynamic international team; and
* Be able to keep deadlines and handle tasks responsibly.


Internship conditions:
* This is a non-paid internship. The REC will provide a modest stipend to the intern to cover some of his/her living costs in Hungary.
* The REC will do its best to assist the intern with accommodation and travel arrangements, including the acquisition of a visa for Hungary, if necessary. The REC is often able to offer interns inexpensive accommodations right on its premises.
* The REC will provide the intern with a workstation suitable for the performance of their tasks as well as the necessary guidance and supervision to ensure a mutually beneficial learning and working process.

European Commission Directorate-General Education and Culture - Support to bodies active at European level in the field of youth
Application deadline: December 31, 2004


This programme supports the permanent activities of bodies with a general European interest in the field of youth or an objective which is part of the European Union's policy in that area. The grants are intended to strengthen Community action in the field of youth and increase its effectiveness by promoting the bodies working in this field. The total budget is EUR 2 310 million.

Eligible organisations/bodies should be:
- non-profit making whose activities are solely for the benefit of young people or a body with wider aims, part of whose activities are entirely for the benefit of young people. In both cases, the body must involve young people in managing the activities conducted for their benefit.
- a European network representing non-profit-making bodies working for the benefit of young people and involving young people in their activities.

An annual operating grant may be awarded to support the implementation of the ongoing programme of work of such a body.

Organisations should include in their annual programme, activities devoted to promoting and developing European ideals among young people and helping young people to play an active part in European civil society.

Such activities must be connected with the subjects covered by the Commission's White Paper on youth "A new impetus for European youth".

The main activities likely to contribute to the Community actions are:
1. representation of the views and interests of young people in all their diversity at Community level;
2. youth exchanges and voluntary service;
3. informal and non-formal learning and work programmes;
4. promotion of intercultural learning and understanding;
5. debate on European matters and EU policies or youth policies;
6. dissemination of information on Community action;
7. actions promoting young citizens'participation and initiative.

Countries eligible to participate are:
25 EU Member States
EEA countries - Iceland, Liechtenstein and Norway, provided that on the date of selection, agreements have been signed setting out the arrangements for the participation of these countries in the programme.
Candidate countries - Bulgaria, Romania and Turkey

Participation is also open to bodies established in the Balkan countries and some countries of the Commonwealth of Independent States in accordance with the conditions and procedures to be agreed with these countries. The countries are: Albania, Bosnia and Herzegovina, Croatia, Former Yugoslav Republic of Macedonia, Serbia and Montenegro. Belarus, Moldova, Russian Federation and Ukraine.
Applicants must have active organisations in at least eight of the countries mentioned above.

Commission funding will not exceed 50 % of total operating costs, and the grant will not exceed EUR 35 000.

Joint Small Projects Fund for Cross-Border Cooperation Bulgaria-Turkey

The Central Finance and Contracts Unit on behalf of the Republic of Turkey is seeking proposals for the development of small scale, "people-to-people" and "soft" local development activities of a cross-border nature and the enhancement of the capability of local and regional authorities and other NGOs to develop and implement joint projects within the border regions Haskovo, Yambol and Burgas in Bulgaria and Edirne and Kýrklareli in Turkey with financial assistance from the National Pre-Accession Financial Assistance Programme for Turkey 2003 programme of the European Communities.

Activities eligible under the JSPF involve the enhancement of the capability of local and regional authorities and other components of the democratic society (chambers of commerce, industry and agriculture, trade associations, trade unions, NGOs, schools and universities, etc.) to develop and implement joint projects within the border region, to overcome specific development problems of the border region and to remove existing disparities within the cross-border region, and in this way, to promote economic and social cohesion.

Central European University, Center for Policy Studies - Master's Program in Public Policy, Budapest, Hungary
Application deadline: January 6, 2005


Launched in September 2004 and designed to enhance the art of governance, the program offers students an interdisciplinary grounding in public policy analysis. The program will be an opportunity to apply contemporary theories of public policy to real life problems, especially those confronting post-socialist countries and other emerging democracies.

The MPP is designed for those embarking on a career in policy work or those already working in the public sector, international organizations, non-governmental bodies, or the private sector. The MPP offers a truly international learning environment with students from Europe, Africa, North America and Asia. The program has both a taught and practical component. The program's core course address economic, political, legal and ethical aspects of public policy. In addition, through its fiscal decentralization and international policy practice streams the program allows for further specialization. Academic training is complemented by an internship program.

Applications are now invited from candidates who have a humanities or social science background. Application materials should reach the CEU Admissions Office by January 6, 2005 to be considered for a fellowship. Full fee paying applicants may submit their applications till the end of June 2005.

Central European University, Nationalism Studies Program - Call for applications for MA, PhD and DSP studies, Budapest, Hungary

The Nationalism Studies Program was established at Central European University by the late Ernst Gellner with the goal of promoting the study of nationalism in the post-communist countries of Central and Eastern Europe and the former Soviet Union. The aim of the program is to engage students in an empirical and theoretical study of issues of nationalism, self-determination, problems of state-formation, ethnic conflict, minority protection and the related theme of globalization. Drawing upon the uniquely supranational milieu of Central European University, it encourages a critical and non-sectarian study of nationalism.

Students are encouraged to engage in an interdisciplinary study of nationalism, a subject that is inherently and fundamentally interdisciplinary. For this reason, the international teaching staff has been assembled to represent a wide range of disciplinary expertise relevant to the study of nationalism including history, social theory, economics, legal studies, sociology, anthropology, international relations and political science. The program offers a wide selection of courses that provide a complex theoretical grounding in problems associated with nationhood and nationalism combined with advanced training in the methodology of applied social science. Additional courses focus on placing problems of nationalism in the context of economic and political transition as well as constitution building in post-1989 Central and Eastern Europe with a comparative outlook on regime transitions outside the region.

The Master of Arts degree in Nationalism Studies is registered by the Board of Regents of the University of the State of New York (US) for and on behalf of the New York State Education Department. Ethnic Diversity and Conflict Management Training of Trainers, February 21-26, 2005, Novi Sad, Serbia

Background
The process of democratization in the post-communist countries means that more decisions that affect people's daily lives are made at local level. With the increased autonomy, local communities have a greater opportunity to participate, but broader participation brings a wide range of new social frictions between diverse interests and groups. If the different desires of the various ethnic and social groups cannot be reconciled, the situation can lead to conflicts that spread beyond the domain of political institutions.

The Ethnic Diversity and Conflict Management Training of Trainers (EDCM TOT) program is intended to help head off potential conflicts by establishing a group of skilled Trainers who can provide training on managing ethnically and socially diverse communities throughout Central and Eastern Europe and South Eastern Europe (CEE/SEE).

The EDCM TOT will be held in Novi Sad, from February 21-26, 2005. It is organized jointly by the GTZ Conflict Prevention Program in Serbia in the frame of Conflict Transformation and Youth Empowerment Project, and Partners for Local Development Foundation (FPDL), in the frame of the Regional Program "Working Together".

EDCM TOT Goal
The EDCM TOT will give participants knowledge and skills that they can use in designing interactive and participatory training programs for promotion and implementation of alternative dispute resolution methods in different educational settings.
The course will use the "Ethnic Diversity and Conflict Management" manual, which was developed within the framework of LGI's Managing Multiethnic Communities Program (LGI - MMCP).

Participants
Participants will be 18 persons selected from following CEE/SEE countries: Albania, Bosnia and Herzegovina, Bulgaria, Croatia, Hungary, Macedonia, Romania, Slovakia, Slovenia, Serbia and Montenegro (including Kosovo) based on the completed on-line.
Registration Forms and the following criteria:
- Having training experience and skills in participatory methods and techniques
- Having knowledge in conflict management field
- Working for Training and Education Institutions (NGOs, International NGOs, Governmental Organizations - GOs, International GOs or Schools) that have the capacity to multiply the program at national level
- Good English language skills.
Selected participants will receive by e-mail, two weeks prior the training, the Training Manual to be read and studied.
The main trainers for the EDCM TOT will be Ana Vasilache and Nicole Rata, FPDL Trainers.

Funding
Selected participants will have their costs - including international travel, accommodation and meals, tuition fees and training manuals - covered through GTZ financial support.

European Cultural Foundations - New grants scheme for 2005

The European Cultural Foundation has recently launched the new grants scheme for 2005. The main development as compared with last year's application process is a shift to a more flexible scheme, which asks applicants to respond, in a creative way, to the six ECF current areas of interest:

- intercultural competences and collaboration across borders;
- increased participation in the arts and media;
- the cultural dimension of EU enlargement;
- strategies for change within cultural infrastructures;
- creative responses to current political issues;
- development of a common public and cultural European space.

Central European University - Curriculum Development Workshop "University Teaching about Corruption and Anti-corruption", March 21 - 26, 2005, Budapest, Hungary

Center for Policy Studies and the Curriculum Resource Center of the Central European University announce a curriculum development workshop "University Teaching about Corruption and Anti-corruption". The workshop is intended for university teachers and/or professionals teaching (part-time) in the Social Sciences and Humanities who would like to revise or develop courses on corruption. It will take place at the Central European University, Budapest. The event will take place as part of CRC's 'Topical Issues in Curriculum Development' series. For selected participants from Central and Eastern Europe, the former Soviet Union or Mongolia all costs related to travel and accommodation during the sessions will be covered by the CRC. Participants from outside the region are also welcome on a self-financing basis.

There is new international concern with the old problem of corruption, and new demand for teaching and training people involved in controlling it. Economic approaches to understanding corruption have become influential in international organisations. Other social science disciplines frame the problem of corruption in different ways. What counts as 'corruption', and approaches to dealing with it, also depend on particular historical, regional and national contexts.

The workshop will consider issues of audience, curriculum, teaching materials and methods, assessment, accreditation, funding and the alignment of teaching and research. Critical use will be made of the internet resources now available on the subject of corruption. Material from the workshop will be posted on a website for use by participants afterwards.

Team-taught by international faculty with long-standing experience in teaching and researching the subject, the workshop will adopt a deliberately cross disciplinary approach to understanding corruption, and attempts to control it. The organisers would like to attract participants from different disciplinary backgrounds (law, economics, sociology, political science etc) and people involved in professional training as well as university education. The workshop will also consider how academic curricula can be adapted to training needs of government officials, or activists, and at how anti-corruption agencies and activists may contribute to the design, delivery or funding of courses.

The main regional and historical focus will be on post communist Eastern Europe, but the workshop will adopt a strongly comparative approach, and participants from outside this region would be welcome.

European Commission DG Education and Culture - Youth Initiatives
Application deadlines: February 1, April 1, June 1, September 1 and November 1, 2005


The Youth Initiatives Action aims to encourage initiative and creativity among young people. It can give young people the chance to try out ideas through initiatives which give them an opportunity to be directly and actively involved in planning and realising projects in their local community.

Youth Initiatives are Action 3 of the YOUTH programme. This is the EU's mobility and non-formal education programme targeting young people aged between 15 and 25 years.

The YOUTH programme consists of 5 Actions:
1. Youth for Europe (Action 1) supports group exchanges of young people aged 15 to 25;
2. European Voluntary Service - EVS (Action 2) supports voluntary service for individuals aged 18 to 25;
3. Youth Initiatives (Action 3) supports initiatives, which are led by young people themselves;
4. Joint Actions (Action 4) offers the opportunity to develop projects linked to the Community Programmes of Leonardo da Vinci (training) and Socrates (education);
5. Support Measures (Action 5) is targeted at people working with young people and offers a package of possibilities for support measures to develop new YOUTH projects and to improve their quality.

Group Initiatives
Group Initiatives are projects planned, managed and realised by young people aged between 15 and 25. Successful projects:
- are youth-led and managed by young people within their local community;
- may help young people develop and gain skills which will help them in their working life;
- should have at least 4 participants;
- should last between three months and one year;
- should encourage equal opportunities and co-operation and have a "European Dimension";
- should show a potential for networking and establishing partnerships with like-minded groups throughout Europe.

Successful applicants can receive up to EUR 10,000. The grant depends upon the area of priority in which the project falls.

Future Capital
Future Capital aims to give young volunteers the chance to use and build upon experience acquired during their European Voluntary Service (EVS). It is primarily aimed at individuals, but it does allow two young people to apply for the same project as long as they demonstrate the relevant link. The maximum duration of projects is one year.

Applicants must apply within two years of completing EVS and show a link between the proposed project and experience they derived from participating in EVS.
There are three categories:
Professional Activity - non-profit-making projects or projects which in future intend to become profit-making.
One-off Projects - short-term activity focused around a particular event or producing a particular product.
Projects for personal development - projects which involve training and recognise skills the young person had begun to acquire during their EVS. Please note University Courses are not eligible and Language Courses only in exceptional circumstances. Funding cannot replace other sources at local, regional, national or European level.

Successful applicants can receive up to EUR 5,000. The grant depends upon the area of priority in which the project falls.

The EU Member States and the EEA countries (Iceland, Liechtenstein and Norway) and the candidate countries Bulgaria and Romania. Turkey is expected to participate as a full "Programme country" in the coming years. This action is not open for third countries.

Central European University - 2005 Summer Program for university teachers, advanced Ph.D. students, researchers and professionals in the social sciences and humanities, July 4 - 29, 2005, Budapest, Hungary
Application deadline: February 14, 2005 (Financial assistance for applicants from developing countries is possible)


The Summer University was established in 1996 primarily as a vehicle for helping young faculty, researchers and professionals in the countries of Central and Eastern Europe and the former Soviet Union by promoting academic cooperation and curriculum development in the social sciences and humanities.

In 2003 the program changed its original mission in an effort to become an internationally known and respected venue for cutting-edge research in a broad array of disciplines. It is aiming to involve a high-level international faculty (including CEU faculty), and excellent advanced doctoral students, junior or post-doctoral researchers, teachers and professionals as participants. While application from all over the world is encouraged, continued priority is given to applicants from Central and Eastern Europe, the former Soviet Union and countries experiencing emerging democracies worldwide. Applicants from these countries, when admitted on merit, will be eligible for scholarship, while those from developed countries will usually be expected to pay fees.

Course offerings cater for the various needs of academic and professional development across a wide spectrum of disciplines. These include anthropology, art history, environmental sciences, comparative religion, political science, public policy, international relations, legal studies, etc. The program encourages topics in newly emerging fields and transdisciplinary approaches. SUN courses are designed to assist in the developing and refining of participants' research and policy agenda, as well as in integrating the teaching of this agenda with innovative research.

The program is unique in its diversity of faculty and student body as well as its academic offerings. It brings together groups of interested individuals to study together intensively for two or three weeks in Budapest coming from an enormously varied geographical, cultural and academic background. Participants have been accepted into the program from 87 different countries ranging from East and Central Europe and the former Soviet Union to countries of Asia, Africa, North America and South America. The courses are taught by a team of teachers who also represent a wide range of countries in an effort to match the diversity of the student body. Professors have come from approximately 48 different countries from the region as well as mostly from Western Europe and America. This exciting multi-cultural composition of the courses provides a stimulating environment for engaging participants and faculty in an inspiring and enriching dialogue during the summer school.

Eligibility and Funding
Applications are invited from all countries worldwide on a scholarship or a fee-paying basis.

General Eligibility Criteria
Minimum requirement for application is a university degree. Undergraduates without a university degree will not be considered. The program encourages applications from advanced Ph.D. students, postdoctoral fellows, junior faculty, researchers and professionals. Before submitting your application please check at http://www.ceu.hu/sun/index.html whether the course of your choice has any additional course-specific application requirements or deadlines.

The language of instruction is English; thus all applicants have to demonstrate a strong command of spoken and written English to be able to participate actively in discussions at seminars and workshops. (In some instances you may be contacted for a telephone interview.)

Individuals are not eligible to apply to a SUN course if they attended a CRC (Curriculum Resource Center) session in the same calendar or academic year (i.e., they must wait one year after their participation in one of the above programs before applying to SUN). Additionally, applicants are not eligible to apply to SUN if they have already participated in two CEU faculty initiative activities (i.e., CRC, SUN) within a four- year period. Preference will be given to new applicants over former participants in Summer University courses.

Currently enrolled CEU MA students are not eligible. Ph.D. students may audit the course with the course director's permission.

Applicants from developed countries
Participants from developed countries can be admitted on a fee- paying basis, i.e. they are expected to over their participation costs, which include tuition, travel, accommodation, insurance and living expenses. However, there are a limited number of tuition waivers available, which may be applied for on a competitive basis. If you wish to apply for a tuition waiver, please attach a cover letter to your application specifying your reasons.

Financial Aid
Participants from Central and Eastern Europe and the former Soviet Union and Mongolia, as well as those coming from emerging democracies worldwide can apply for financial aid. See the various financial aid packages below.

Tuition waiver: The tuition fee is provided. Recipients have to cover their own insurance, travel, accommodation, and living expenses. Hungarian participants with residence in Budapest should choose this category.

Partial SUN Scholarship: Includes tuition fee and accommodation. The recipients of the scholarship have to cover their travel and living expenses.

Full SUN Scholarship: Includes tuition fee, accommodation and a full or partial travel grant. The recipients of the scholarship have to cover their living expenses.

The Full SUN Scholarships may include a full or partial travel grant which can be applied for on a competitive basis and will be available in a limited number. The maximum travel grant awarded is EUR 1,160; visa costs and short domestic trips are not reimbursed. The citizens of the following countries are not eligible to apply for a travel grant: Bosnia and Herzegovina, Bulgaria, Croatia, Czech Republic, Poland, Romania, Serbia and Montenegro, Slovakia, Slovenia and the western part of Ukraine.
The scholarships do not include insurance or living expenses, participants have to cover these on their own. Living expenses including local transportation and meals are estimated to be EUR 170 for two weeks.

As the number of fully funded scholarships available is limited, funding offered by institutions or individuals is welcome so that we can invite more well qualified applicants. When preparing your application, please consider if you or your institution can contribute to the program expenses. Faculty and Ph.D. students are advised to approach their home departments for travel grants; researchers may have research grants available which can cover their participation; professionals may turn to their employers to fund their training in SUN. While selection of applicants will be based on the academic merit of the applications, those willing to bear the participation costs fully or partially will be preferred in case of equally strong applications. Course objectives:
Corruption is widely recognised as a major obstacle to development and legitimate democratic governance. This course meets a need for critical and strategic approaches that straddle the exigencies of corruption control and organisational integrity. Corruption control refers here in particular to external control variables (e.g. by the executive or on an institution and profession) and organisational integrity refers in large measure to internal processes of control and value-driven reform.

The course will explore the myriad challenges of effectively implementing elements of a corruption control and organisational integrity strategy that is both effective and sustainable. This course is aimed at operational line managers, internal control specialists (e.g. investigators, compliance officers, inspectors, etc.) as well as external change agents (e.g. media, NGOs, think tanks, etc.). It will also be open to academics developing similar courses at their own universities.

The Summer University was established in 1996 and is aiming to involve a high-level international faculty (including CEU faculty), and excellent advanced doctoral students, junior or post-doctoral researchers, teachers and professionals as participants. While application from all over the world is encouraged, continued priority is given to applicants from Central and Eastern Europe, the former Soviet Union and countries experiencing emerging democracies worldwide. Central European University - Summer University Course "Intergovernmental Fiscal Relations and Local Financial Management", July 4 - 15, 2005, Budapest, Hungary

The course "Intergovernmental Fiscal Relations and Local Financial Management" is co-sponsored by the Local Government and Public Service Reform Initiative of the Open Society Institute, Budapest and the Word Bank Institute, Washington.

This course offers an analytical framework for understanding and implementing fiscal decentralization: improving assignment of functions and responsibilities and the fiscal relations between the central, regional, and local governments. Fiscal decentralization is closely related to the "restructuring of the public economy", meaning rethinking the role of the state in different sectors, such as social policy, education, housing, communal services, etc. The process of restructuring took much more time than it was originally planned. Furthermore, the process involved little if no coordination at all among the sectors, and therefore has not taken into consideration the effect this may have on fiscal decentralization. In fact sectoral reform has often not organized itself along the lines of fiscal decentralization principles at all.

The course will start with six distance learning modules introducing participants to the principles and legal framework of decentralisation, expenditure and revenue assignment and intergovernmental transfer.

The two-week workshop style course will include an advanced discussion and analysis through exercises and case studies from the region, in the following areas: 1) worldwide trends in fiscal decentralization and the concept and practice of the assignment of expenditure responsibilities and revenue authority; 2) the design of various forms of central to sub-national transfers and local own-source revenues; creditworthiness and the financial risks of local authorities; and 3) the emerging topic of budgeting and local public management.

Attuned to new teaching techniques, the workshop aims to achieve the right mix of exercises, lectures, and interactive learning methods. This includes the dissemination of materials prior to the course presentation (in paper form and electronically). The course will use distance learning techniques to teach the basics, and during the course the group will focus more on the case studies and exercises.

Through the generous funding of the course received from the World Bank Institute and the Local Government and Public Service Reform Initiative of the Open Society Institute, applicants from all countries of Central and Eastern Europe, the former Soviet Union and Mongolia, as well as from countries of emerging democracies worldwide are eligible for travel grants. The course is also supported by a grant from INTAS for participants from NIS countries.

Share-See - Regional Grant to co-finance innovative initiatives from Disabled People Organisations

Share-See proposes a regional grant fund to co-finance innovative initiatives from Disabled People Organisations. These initiatives aim to demonstrate to community and economic stakeholders and public authorities that DPOs have a valuable role to play for the improvement of the quality of life of disabled people and for the promotion of their rights.

The purpose of this Call for Proposals is to support projects dealing with:
Improving access to education and employment of people with disability
Acknowledgement of rights of people with disability
Raising awareness of the community about disability issues
Improving access to existing and alternative services
Improving accessibility to the physical environment and information technology.
Priority will be given to project proposals advocating for legislation and policy change in disability issue. Gender sensitive projects are encouraged.

Special attention will be given to applications that propose projects which create and encourage partnerships between different organisations, cross-disability and regional approach.

The call for proposal proposes two kinds of grants:
- basic grant of up to 3000 euros and
- development grant of up to 8000 euros.
The applicant should be a Disabled People Organisation (DPO)

The applicant should be from: Albania, Bosnia and Herzegovina, Macedonia, Serbia, Montenegro and Kosovo.

The final decision will be announced on 25 April 2005 on the SHARE-SEE website.

F.A.C.E. 2005 Festival of alternative creative exchange, August 10-27, 2005, Belgrade and Novi Sad, Serbia & Montenegro and Bosnia & Herzegovina

International festival F.A.C.E. will gather 80 young and emerging artists in Belgrade and Novi Sad, Serbia in August 2005. From France and the Netherlands (as two EU member states), Bulgaria and Romania (as two candidate countries) and Serbia & Montenegro and Bosnia & Herzegovina (as two states that are not members or candidate countries). Artists will join to develop collaborative site-specific works which reflects their idea of being European citizen. Therefore this festival deals with the role of the city as the central motif. The more specific, but not less significant, frame is an alternative view to understanding of contemporary art its implications in everyday life.

Young emerging artists from various fields will be gathered: theatre, music, painting, graphics, new media; all of whom possess a will for other means of artistic exploration, and are open for a spectrum of various implementations of their work into other forms of expression. The festival conception is to create specific environment where the artists are creating joint projects, which is the best way to create mutual sharing and understanding and it will lead to real exchange. Therefore, "F.A.C.E." is rich in various events, such as: street performances, video-art installations, interactive painting exhibitions etc; often encompassing much of the mentioned into a compact expression.

This platform will probably lead to establishing better links among youth NGOs in the field of culture, and we are planning to organize next meeting in Strasbourg and Paris, France in 2006, then in Romania in 2007, the Netherlands in 2008 and Bulgaria in 2009. After that we will have more partners from the region as well as from EU. The previous edition of this festival was held in Sarajevo in 2002 and Strasbourg 2003 where OKUP and AAC Kulturanova have already worked together. This festival will be proof of already successful collaboration.

Artists would be invited to present themselves and their previous work (that part of festival will take place in Belgrade) and later on they will be involved in creating joint site-specific works on the festival theme - City (that part of festival will take place in Novi Sad). Applicant artists should present a portfolio of their previous work (max. 2 pages with pictures and short commentary - it does not necessary have to be the work that will be presented in Belgrade) and fulfill application form (that should be site-specific projects open for collaboration with other artists from different countries).

Artist will be pre-selected by Selection Committees from each of partner countries. First round selection will be finished till 15th December. After that, in January, the representatives of all partner organization will gather in Novi Sad on first preparatory meeting to discuss, beside other things, the implementation of selected works. They will come out with the suggestions for next round selection that will be finished till 15th February. The participants will be selected by the organisers on the basis on their motivation and professional interest.

Selecting criteria
a. professional experience & its connection to the topics of the festival
b. motivation for participating on the festival at the particular stage of the applicant's career
c. motivation to collaborate with other artists from different artistic media.

Communication
Selected artists will be advised to use the web site of the festival as a communication tool. All selected projects will be put on the the web-site and it will enable artists to look for the partner with whom they would like to work with, even before the very festival. Beside that, many other useful information will be there, like pictures and videos of proposed spaces of artistic interventions, festival agenda, etc.

Working language
Working language will be English. The applicants should have good spoken English in order to participate actively in development of the joint site-specific works and in the festival conference. French and Serbian will be in use, as well.

Number of participants
35 participants from France, 25 from Serbia and Montenegro, and 5 from Romania, Bulgaria, Bosnia & Herzegovina and Netherlands will be selected for the festival. Due to the limited number of places, late and incomplete applications will not be considered. They will be obliged to participate actively in development of the joint site-specific works and will be advised to take part in the festival conference with the theme: "Practices of European Mobility in the Arts".

Accommodation & other
Participants will be a accommodated in Youth hostel. Accommodation, meals, local transportation and production costs (including the trip from Belgrade to Novi Sad) will be covered by the organisers, and other travel costs will be covered by the regional partners. After you have been selected you will be sent a confirmation and an info sheet with details of the hostel and how to get there, you will be asked to give your expected arrival and departure time and expected travel costs. All participants are advised to use the cheapest travel (train or bus).

Institute for Strengthening Democracy in Bosnia - Trafficking in Women: Human Rights, Slavery and the Victim's Perspective, Konjic, Bosnia & Herzegovina


Trafficking in human beings and more precisely its very core, sex trafficking, raises a variety of questions for the policy arena, the research agenda and, above all, for everyday life experiences of those involved most directly - the victims of trafficking. This phenomenon, with a long historical legacy and broad geographical scope, has became more and more topical in the contemporary world, where the globalisation of migration movements and the feminisation of migration are two figures that frame the social context. In describing the nature of sex trafficking with the help of the key concepts-quite an extensive list, in accordance with the complexity of the issue-at least the following subjects must be named: women in migration, human rights, slavery, globalisation, the nation state, borders, security, criminality, morality, vulnerability and, after all, the victim.

Trafficking in human beings, if we use the most common description in recent literature and policy debates, is a phenomenon that involves a variety of areas and diverse aspects; however, at the same time its multidimensional extensiveness contributes to an often unfocused perspective. The fact is that the most vulnerable are the most affected, if excluded from the centre of policing. The perspective of the victim should clearly represent the central reference in any (anti)trafficking discussion. However, it seems that this perspective could easily be neglected in favour of more prevailing themes, such as the discourse on migration management through successful border control and sovereignty of nation-states, the stereotypical linkage between criminality and migration, the general discourse on what is called "illegal immigration as a threat" to states etc. In dominant labeling practices-we can easily find proof in media reporting - the women victims of trafficking are consistently criminalized; as migrants, therefore foreigners, they cross state boundaries; as workers in the sex industry they cross the borders of mainstream morality. As a rule, the image of the victim has become subordinate to the image of criminal.

This workshop aims to give an overview into up-to-date research, policies and practices in variety of countries and the international community. The perspective of the victim and along with it, the centrality of human rights, will be explored in order to produce innovative frames in which we can go beyond the ideological discussion on trafficking in human beings, especially trafficking in women with the reference to sex industry.

During this workshop recent publication of the Peace Institute from Ljubljana (Slovenia) will be introduced briefly - Women in Migration and Vulnerability for Trafficking in Human Beings, ed. S. Zavratnik Zimic, (in print). This edition offers fifteen short papers that cover a variety of interdisciplinary encounters and experiences with trafficking in women, among them an historical overview, debates over human rights approaches, an analysis of media reporting, and innovative recommendations for more effective addressing the issue. The book also includes a series of case studies covering experiences with countries of source and transition in particular but also receiving countries in and around Europe.

Kumakokra - International Project for Young Parents, May 16 - 22, 2005, Zilina, Slovak Republic

Basic info about initiators
Kumakokra is a group of young parents and their children from Slovakia, town Zilina. Three years before we founded our own independent non-governmental organization (NGO) named Kumakokra. It is focused to help young parents to develop themselves and their creativity through different activities. We run our club for young parents where we organize regular meetings, free time activities for both parents and children too, discussions between us and also with experts about different related issues.

Why we write to you
We are going to organize international project for young mothers and fathers from 16th to 22nd May 2005. So we invite all young fathers or mothers in the age from 18 to 25 years old to apply for this international meeting in Slovak Republic. If you know any people who could be interested, please forward them this information.

What is this project and meeting about
First of all we will meet to discuss and make several activities and workshops related to the theme "Young parents in Europe". During the meeting we would like to talk and to make activities about related topics.

Who is it for
It's for young mothers or fathers or couples (so you can be single or couple), but also for leaders of centers and clubs for young parents. All the participants have to be under 26 year old (because of funding regulations). Very important notice: You can not take your children with you in the meeting.

Why we want to do this meeting
We want to meet and to exchange experiences of young parents from different European countries, also to exchange information about conditions for young parents in Europe and to try to start future co-operation.

Basic program and themes of the project
Themes of the project: different personal experiences of young parents, different conditions and systems concerning the young parents in Europe, experiences of different organizations that are doing activities for young parents, future international projects, how to make the fathers more active, problems that we face in contemporary life, free time activities of young parents and the possibilities of personal development during the parenthood.
Activities: getting to know each other, discussions, activities and workshops in small workgroups, presentations, discussion with experts, exchange of ideas and sharing experiences, preparation of future projects, fun and relaxation activities too.

Practical information
Communication language of the meeting will be English. All participants have to be able to communicate in English. The project is accessible only for people under 26 years old. The program of the meeting will last 5 days without traveling, so be prepared that this project lasts up to 7 days with traveling. The project will take place in the town Zilina in Slovakia in the area where is beautiful nature. There will be maximum about 24 people from 6 European countries taking part in this project. It is open for people from EU countries as well as the accessing countries. Accommodation and food will be provided for free. We will refund 70 percent from your traveling expenses. You have to come without children, so the basic telephone and e-mail communication with your families will be as well provided and accessible. There is no registration fee and no any other fees to enter this project. We are going to ask for support the program Youth of EU.

What do we expect from participants
We expect active involvement into all activities during the projects. We appreciate also if participants will suggest their own ideas for the program of the project. The arrangement of this project is open for all participants during the preparatory faze as well as during the realization part.

Threshold Foundation - Bremen Peace Award 2005

In autumn 2005 the Threshold Foundation in Bremen will place for the 2nd time the following Award: Crossing Boundaries / Breaking Vicious Circles * Bremen Peace Award 2005 of the Threshold Foundation for exemplary commitments for justice, peace and integrity of creation.

Again persons, initiatives or projects will be honored for a special contribution in one or several of the following areas: Reconciliation, human rights, countering racism, social justice, integrity of the creation, cross-cultural or cross-religious communication. Award winners will be selected in the three categories below.

Beside the money award of 5000 Euro each for one of the proposed persons/initiatives the Threshold plans again a publication of a limited number of particularly convincing projects taken from the overall amount of nominations in an English and German brochure to draw the attention of a worldwide audience towards such peace work.

The Award has been assigned in 2003 for the 1st time. The Award Winners in 2003 have been Weronika Sakowska (Refugee help in Ruanda), "Parents Circle" (Reconciliation work in the Near East) and Hans Count of Sponeck (Resistance against the Iraq war). The Award Winners and 26 other proposals have been documented in a brochure "Courageously Crossing Thresholds".

The awards ceremony will be in presence of the award winners November 2005 in Bremen.

Invitation for proposals in category A: Award for the Unknown Peace Worker
This category targets at little known, small initiatives/projects, but also at committed single persons working in the fields above with special emphasis for unconventional initiatives at the grassroots level of peace work.

Invitation for proposals in Category B: Award for Exemplary Initiatives
In this category we seek for initiatives or organizations with exemplary commitment for the aims of the Threshold Peace Award described above.

Invitations for Proposals in Category C: Award for public contributions for justice, peace and integrity of creation
In this category an award will be given to persons in the public, who have shown sustainable and courageous commitment for peace and justice, like journalists or academics but also politicians or artists.

In category A persons and organizations can nominate themselves, in categories B and C self-proposals are not possible.

All proposals must contain the following information:
- Name, email-address and web-site of the proposed person/initiative and the name of a reference person (for organizations)
- Description of the proposal and reasons for the nomination
- In case of self-nominations additionally: Two external referees (with names and email addresses), which may be contacted by the Threshold for further information about the proposal.

Terms and conditions
1. Organizational committee of inter-regional and international competition "Voices of the Victory!" organized by Multiprofile Center of Supplementary Education MCDO "POISK", invites creative musical groups and soloists of various styles of music art to take part in the competition.
2. Terms of carrying out the competition. Since January, 1, 2005 - the first stage - a regional level (not obligatory for all). Application forms for participation in the second inter-regional and international stage of the competition are accepted till February, 1, 2005.
3. Competitive actions are carried out on the stages located on the territory of Sergievsk of Samara region (Russia).
4. Groups and soloists from other regions and states, who wish to take part in the competition, should send the application form. The limited assistance with accommodation is available on request.

Academy on Human Rights and Humanitarian Law - 2005 Human Rights Award
Application deadline: February 11, 2005


The Academy on Human Rights and Humanitarian Law is pleased to announce a Call for Papers for the 2005 Human Rights Award. Candidates for the Award include those with a law degree who have demonstrated experience or interest in international human rights law.

In order to participate in the Award, applicants must submit an unpublished legal article/paper written in English or Spanish solely by the candidate. The Academy will grant two Awards, one for the best article in English and the other for the best article in Spanish.

The Award in each case will consist of:
1. a scholarship to participate in the 2005 Academy on Human Rights and Humanitarian Law
2. travel expenses to attend the Academy in Washington, D.C.
3. living expenses for the three weeks of the Academy For the year 2005, candidates must choose a subject pertaining to "The Prohibition of Torture Under International Law".
The articles must be 25-30 pages in length and must be received by February 11, 2005 at 6:00 pm EST.

International Yearbook for Women's and Gender History of Central, Eastern and South Eastern Europe
Application deadline for articles: April 15, 2005


We are pleased to introduce Aspasia, a refereed international yearbook for Women's and Gender History of Central, Eastern and South Eastern Europe. Aspasia will be published by Berghahn Books, New York and Oxford, starting in 2006.

Its editors are Francisca de Haan (Central European University, Budapest), Maria Bucur (Indiana University) and Krassimira Daskalova (St. Kliment Ohridski University of Sofia). The editorial board consists of Gisela Bock, Elena Gapova, Jasmina Lukic, Natalia Pushkareva, Bonnie Smith, Natalie Zemon Davis and Anna Zarnowska.

The first issue of Aspasia will be devoted to the theme of Women's Movements and Feminisms in Central, Eastern and South Eastern Europe. While there is an increasing interest in this important topic, with some exceptions (e.g. Russia) relatively little has been published in English about the history of women's movements or feminisms in the region on the basis of primary research. Moreover, there is hardly any international comparative research on this topic, either within the region or between countries of our region and other places. Among the questions that we hope the authors will pursue are the following:

- Did feminism have a history of its own in Central, Eastern, and South Eastern Europe?
- What was the role of nationalism and of religion in inducing or hindering the development of women's movements?
- What was the relationship between feminism and socialism; feminism and anarchism; feminism and right-wing nationalism in the interwar period; and between feminism and liberalism in the context of the region?
- Within which political cultures did women's movements and /or feminisms develop? - What aspirations did feminists in the region have? What did their feminist utopias look like?
- What role did ethnic, class, and other differences among women play in women's activism?
- How important were international connections and forms of cooperation, either within the region (the Little Entente of Women) or broader (the ICW, IWSA/IAW, WILPF, international socialist women's networks, other international feminist networks)? Which factors made these forms of international cooperation possible or problematic?
- Were there significant similarities and or differences with women's movements and feminisms in other parts of the world?
- For the more recent periods we are also interested in historical analyses based on oral history material.

Articles using multi- and interdisciplinary approaches are most welcome, but they should have a historical dimension or use historical modes of analysis. We also look for articles dealing with contemporary/recent history. While submissions with a strong empirical focus would be welcome, we would look for articles written within an explicit theoretical framework and/or engaging with theoretical problems.

Length of manuscripts: 8000 words maximally, not including the endnotes.

Balkan Youth Project - Youth Resource Manual on the WEB

The Balkan Youth Project Resource Manual for Youth NGOs in South East Europe was designed and produced as a guide and organisational strengthening tool for youth NGOs in the region. It provides youth organisations in the Balkans - local, national or regional - with useful information on organisational capacity building and overviews of youth policy development in the countries of SEE, aiming to give a broader perspective to those interested in a greater co-operation at the regional level, as well as to those looking for information on a particular country in the Balkans.

The Resource Manual focuses on several important aspects of youth organisations' work:
- NGO Legal frame in SEE. This section surveys legislation in Central and Eastern Europe ("CEE") addressing organisational forms, registration, governance structures, economic activities, political activities, reporting, termination, liquidation, the concept of "public benefit status", implications for NGO tax/fiscal benefits, reporting, and government view of non governmental organisations.
- Youth NGO Capacity Building. This chapter of the manual deals with several topics of particular importance to youth and youth NGO work such as Strategic Planning, Fundraising, Leadership and Project Management. It aims to provide youth organisations with knowledge and skills, which could be used in work of youth organisations in order to increase their organisational skills and capacities.
- Sustainability. This section deals with various aspects of sustainability, tackling organisational and financial sustainability, trying not to give the final answer on the question "how to become more sustainable in our work", but rather serving as reference and resource for future work of youth organisations on this issue.
- Partnership instead of competition. Partnership between youth NGOs locally, nationally or regionally is one of the most crucial things in youth work. Many youth NGOs tend to implement projects jointly, getting involved in formal or informal partnerships with other youth NGOs. Recognizing this trend, the manual contributes to this process by disseminating the information on several youth networks, supporting partnership between youth NGOs in the region, on behalf of the Balkan Youth Project.
- Youth work information. This manual section was envisaged as a reference for those interested in Youth Policy development in the region. It comprises documents, which are of particular importance and relevance to youth work in the region, as well as information on current Youth Policy development in the countries of the region. It is based on 11 indicators developed by the Council of Europe, Directorate for Youth and Sports (Informal education; Youth Training Policy; Youth Legislation; Budget for youth activities; Policy on information; Policy on different levels/ state and local; Researching of youth needs; Youth participation; Governmental Intersectoral co-operation on youth issues; Innovations; Youth counselling bodies).

The Resource Manual for Youth NGOs in South East Europe was published in October 2003 in 5 different languages.

Balkan Youth Project - Funding Database for the Youth NGOs from the SEE on the WEB

The BYP funding database aims at informing the youth NGOs in the SEE about existing funding opportunities offered by different national, international and private organisations and foundations at the European and international level.

A temporary BYP funding database has been put on the YFJ website in January 2004 - www.youthforum.org. Since then it has been constantly updated and new entries have been added. Other formats of the BYP funding manual will be published at a later stage, depending however on the availability of funds.

We would like to encourage all our readers to send us information about different funding organisations and donors, which do not appear in our database. We thank already in advance all contributors to the funding database.

How to find partner organisations from South East Europe?

The SALTO-YOUTH South East Europe Resource Centre has been gathering information about different youth related organisations from South East Europe since its establishment in April 2002. Furthermore the database has been changed from a simple list of organisations coming from countries in South East Europe into an active online database of organisations with possibilities of online registration and online changing details.

The database is available online at http://www.salto-youth.net/seepartnerfinding/.

The database includes information about 473 organisations from South East Europe. More precisely the database includes information about 34 organisations from Albania, 142 organisations from Bosnia and Herzegovina, 40 organisations from Croatia, 85 organisations from FYR Macedonia and 172 organisations from Serbia and Montenegro.

The database offers you to search either in a simple way by inputting the search word in the search field and in an advanced way by indicating the country, type of organisation, project theme, project type, experience with the YOUTH programme and date of last update.

On the web page of the database you can also find links to other online databases of organisations within the YOUTH programme.
