Euroculture, a one-year Master´s programme, is an interdisciplinary and inter-university programme conducted jointly by nine renowned European universities. Its general aim is to focus on the cultural and social dimensions of modern Europe, and particularly on the functioning of the European Union.

The Euroculture courses present knowledge about European culture and the political governance of the EU, and therefore equip students with the cultural-reflexive competences necessary to analyse current transformations of Europe and the EU.

The MA in Euroculture is an optionally two- or three-semester (respectively 60 or 90 ECTS-credits) programme addressed to students who want to study at the Centre for European Studies (CES) of the Jagiellonian University, as well as at one of our partner universities in Europe. Language proficiency should be certified with one of the following qualifications: Cambridge Advanced Exam, TOEFL (score 580 or 237 in a computer-based test) or IELTS (mark 6.5). Knowledge of other foreign languages is useful. Some of our partner universities allow the writing of the MA thesis in languages other than English.

The MA programme fee for the 2005/2006 academic year is 3.000 euro for EU citizens as well as for citizens of candidate countries. For citizens of all the other countries, the tuition fee for 2005/2006 is 5.000 euro. Netherlands Ministry of Foreign Affairs - Small Embassy Projects Programme (KAP)
Application deadline: June 10, 2005

Matra is a programme of the Netherlands Ministry of Foreign Affairs. It is a substantial effort, with a wide range of components, to support the process of social transformation in Central and Eastern Europe. Matra responds to existing private initiatives. It focuses on activities that contribute to the further development of an open, pluriform and democratic society, securely embedded in the rule of law.

Matra aims in particular at strengthening the fabric of civil society, stressing the importance of fruitful interaction between private efforts and public arrangements. The Matra Programme of Small Embassy Projects - better known as Matra/KAP- is part of this framework.

Appreciating the value of small-scale initiatives
Social transformation in the countries of Central and Eastern Europe is an objective of truly grand proportions. But this does not imply that it can only be achieved through the device of grand schemes. If only large-scale approaches counted, all too many people would be excluded from the exercise, and all too few would be touched by it.

Matra/KAP has been set up in the recognition that a wide range of small-scale efforts, undertaken by all sorts of individuals and groups, is also needed to create a pluriform civil society, in which many people actively participate.

The aims of Matra/KAP are the same as those of Matra as a whole, summarised on the front page of this leaflet. But what sets the scheme apart - and what makes it indeed special in the theatre of international donorship - is that it pays attention to the less spectacular side of project efforts, which tend to be overlooked. The local Dutch embassies are in charge of the arrangement and they often find that their involvement in it allows them to get better acquainted with the host country than they otherwise would. Their network of contacts is extended by it and the scheme contributes significantly to good public relations. That’s not why Matra/KAP was launched, but it remains a precious bonus.

Frequently, Matra/KAP grants are of a supplementary nature. When projects are funded by other donors, certain components may fall outside the terms of reference. Matra/KAP may then be engaged to solve this problem. Good co-ordination between international donors becomes an important aspect then.

Matra/KAP operates through eleven embassies in Central and Eastern Europe, along with the consulate in St. Petersburg. The following fifteen countries are covered: Belarus, Bulgaria, the Czech Republic, Croatia, Estonia, Hungary, Latvia, Lithuania, Poland, Romania, Russia, Slovenia, Slovakia, Turkey, Ukraine.

Applications for Matra/KAP grants should be directed at the Netherlands Embassy covering the country concerned. The conditions for approving applications are set out further on. The embassies are empowered to extend grants to a maximum of NLG 25000 (approximately Euro 11500)

Conditions
Although the grants are small, the embassies take great care to ensure that they are relevant and helpful, and that they are properly used. Therefore, (1) applications must be presented in a certain way, (2) the project contents and the project approach must clearly fit within Matra objectives and (3) a transparent reporting procedure is required.

Street children in Bulgaria
A small-scale embassy project for these small people fits well within Matra’s approach to disadvantaged minorities, considering that a civil society is only fully developed when it also displays concern for the unfortunate.

Required project contents
In order to be eligible for a Matra/KAP grant, the project must be aimed at social transformation towards a pluriform democratic society; it should somehow contribute to a stronger and more varied civil society. Examples of eligible activities are:
Initiatives to strengthen non-governmental institutions, concerning their ability to raise funds, to organise events, to enhance their popular base and to improve their relations with the government
• Initiatives to strengthen the rule of law
• The organisation of seminars on human rights, cultural minorities, the environment, public participation in local government affairs, et cetera
• The publication of information leaflets, booklets and periodicals dealing with the reform process.

Required project approach
• The project should arise from local initiative.
• It should be aimed at a clearly defined target group.
• This target group should be actively involved in the implementation of the project.
• The target group should carry part of the project burden through the contribution of money, material, facilities or work.
• The project should be feasible in the given local circumstances and other respects.
• It should be small-scale and non-commercial.
• Its duration may not exceed a period of twelve months.

Purely charitable activities, such as medical assistance or the donation of food, are not regarded as structural contributions to the reform process. Nor do they actively involve the target group. Laudable and useful as they may be, these activities are clearly not eligible for a Matra/KAP grant.

Required application procedure
• Applications must be submitted to the local Netherlands Embassy.
• Applications should be submitted by the project organisers themselves; but there is no objection against assistance in this procedure from third p arties, such as Dutch NGO’s. The embassies themselves are also happy to assist.
• Applications should be drawn up in the English language.
• The applicant should add a signed introductory letter to the project proposal.
• The project proposal should at least include:
• A detailed description of the project aims and the planned activities
• A precise indication of how the project will strengthen the framework of civil society
• A clear definition of the target group
• A timetable for the implementation of the project
• A detailed and transparent budget in the local currency, estimating all costs and specifying each source of income, as well as all the contributions from the project organisers and the target group; specifying furthermore the desired Matra/KAP contribution and its precise purpose.

The last point makes it clear that Matra/KAP grants are in no way general contributions to support the project as a whole, extended on the basis of good faith. The funds must be earmarked for specific project activities.

Matra/KAP funds are limited. This implies that approval of project proposals may have to be withheld even when all of the above requirements are met.

Parties that are interested in a Matra/KAP grant can turn to the Netherlands Embassy that covers their country.

Evaluting International Democracy Promotion 'Qualitive Research Methods for Policy Impact in the Southern Balkans', Regional Seminar, June 19 – July 2, 2005, Ohrid, Republic of Macedonia
Application deadline: May 15, 2005

'Euro-Balkan' Institute, Skopje, Macedonia, Watson Institute for International Studies, Brown University, Providence RI, USA, Jefferson Institute, Belgrade, Serbia and Montenegro in cooperation with Ohrid Summer University, supported by Charles Stewart Mott Foundation and the Rockefeller Brothers Fund.

Background
Over the past fifteen years, in a period of prosperity, Western Europe and North America devoted substantial resources to the promotion of market democracy in the Balkans. The scale of the intervention and the density and duration of interaction far exceeded that in other 'nation-building' projects. Shifts in international attention (to the Middle East) and in economic performance will certainly lead to reduced levels of support over the next decade, and funders concerned with cost-effectiveness are looking to the lessons of the past to guide future investment. Opinion is still sharply divided, often on strongly ideological grounds, on the effects of past spending. The school seeks to integrate academic and practical approaches to the challenges of monitoring and evaluating international efforts to promote democracy. In particular, the school aims to contribute to the ongoing assessment needs ongoing initiatives, and to develop proposals for evaluating the long-term impact of international projects now in their final stages. The operating language will be English.

Concrete Aims and Objectives
The school seeks to stimulate interest and provide training in the field of empirical policy-relevant social science, and initiate discussions on innovative forms of monitoring and evaluation. Drawing on expertise from development studies, anthropology, sociology, political science and philosophy, as well as methods of policy analysis, the class sets out to achieve the following concrete goals:

1) To reflect on how different trajectories of globalization, including especially projects of 'democracy promotion', impact democratic development and practice in Southeastern Europe.
2) To examine the potential impact of empirical, qualitative field research on the delivery of democracy assistance, especially through monitoring and evaluation.
3) To lay out the principles and methods of qualitative research design and implementation.
4) To explore the possible impacts on local democracy, empowerment, and civic participation of forms of beneficiary assessment and participatory evaluation, drawing on existing literature.
5) To design and initiate specific proposals for new forms of monitoring and evaluation, to facilitate learning from experience, and to guide ongoing investment in democracy promotion.

Workshop participants will pool expertise to link theory and practice from the fields of democracy, democracy promotion, and monitoring and evaluation. Key concepts to be examined include cosmopolitanism, participation, accountability, and civil society as components of democracy.

A range of methods will be discussed, focusing especially on qualitative approaches based on interviewing, document and discourse analysis, critical oral history, and participant-observation, and on the importance of beneficiary and participatory input to evaluation and monitoring.

The final goal of the workshop is to foster robust and enduring networks between the attendees, whether scholars or practitioners, senior or junior, identify key research which might impact policy-making either directly or indirectly (by providing, for example, clear 'lessons learned'), and launch that research. The aim is that this will enhance the impact of the workshop, by setting in chain research and collaboration that will go on after the workshop has ended.

Applications
Applications are welcome from experienced practioners and researchers in the field of monitoring and evaluation, and from postgraduate and doctoral students with interests in applied work on democracy promotion. Applicants should send a brief cv and full contact details, plus a short abstract (maximum 500 words) of probable project for development to Keith Brown email: keith_brown@brown.edu. Places are limited, and participants will be chosen so as to ensure a range of interests and experiences. Candidates will be notified of whether their application has been successful no later than May 21, 2005.

Fees
For participants from Bosnia-Herzegovina, Serbia-Montenegro, Kosovo, Macedonia, Albania and Bulgaria, all accommodation and course fees will be covered by the school. Travel costs up to $150 equivalent will also be covered.

CEE Network Conference, June 3 - 5, 2005, Budapest, Hungary
Application deadline: June 1, 2005

The initiative will bring together active organizations to build on their strengths while offering possibilities for the exchange of information, communication, joint tendering initiatives, cross-boundary partnerships, etc. Also, by shaping a common viewpoint a network could generate greater momentum to create the necessary base of an informed civil society, to see things from a broader prospective, at regional level.

A crucial step in the project is a conference, from 3- 5 June 2005, in Budapest. It is to bring together key stakeholders to set the foundations for the network. This is an open platform for NGOs to take part in shaping the would-be network as they collectively see fit, specifically tailored to meet the demands of Central and Eastern Europe. In addition, experts and representatives from European and Canadian international organizations will be present to provide trainings alongside the sessions.

This is an open invitation to NGOs throughout Central and Eastern Europe to attend this conference and to contribute to the initial formation of this network. Financial assistance is available, however, registration will be limited.

In order to create such a network, the following objectives have been set out for the conference:
• Identify common issues around the region; assess the need and types of partnerships and projects; and identify priority issues on which to focus. Delegates would be exploring answers to questions of the nature: what issues shall the network focus on? What should be extents of the co-operation, among members of the network and within the network? This would be done through workshops, facilitated by organization development experts.
• The conference would develop a structure for the network, including planning infrastructure, communication channels, administration, etc; as well as the responsibilities’ of members. It would also seek to define common activities and methods. Such activities may include:
• exchange of information;
• setting up a common pool of resources;
• organising common training ;

International Youth Projects - The CAR Project, August 6 – 12, 2005, Linz, Austria
Application deadline: June 15, 2005

yes, this is about mobility, flexibility ..
yes, it should be fast and well designed ..
yes, it needs an engine – or better two or three ..

but no, it has nothing to do with noise and traffic ..

.. this is about Conflict And Respect in the context of European Citizenship

Regarding Austria´s way from World War II towards peace and a stable society, considering the efforts made during the last years in all the countries involved in the break-up of former Yugoslavia, experiencing all the old and new potentials for conflict we learn about in TV and in real life, hearing the words of human rights activists and seeing an often strangely indifferent and complex reality ..

.. how about experiencing individual methods to deal with conflict?
.. how about looking into conflict backgrounds, chances and ways out?
.. how about transferring 'honor' and 'respect' from hip-hop-slang into daily life?

During 6 program days, 32 young people from Austria, Albania, BIH, Croatia, FYROM, Slovenia, Yugoslavia and Ukraine will work together to find out more: from 6th -12th august 2005, workshops (exchange of methods, discussion and theater) in a relaxed seminar atmosphere will be held in Linz (Upper Austria). A full-day-visit of Vienna will be included.

All local costs (including insurance) are covered by the Austrian Federal Ministry for Social Affairs, Generations and Consumer Protection, visa and travel costs (2nd class train ticket tariffs and couchette) will be reimbursed.

Mykolas Romeris University - 2nd International Scientific Conference of Junior Researches 'EU and its' New Neighborhood: Different Countries, Common Interests', October 19 - 22, 2005, Vilnius, Lithuania
Application deadline: June 20, 2005

'... we want to create a 'ring of friends'. We want to create a neighborhood in which we can develop the same level of political and economic stability that we have already achieved in the enlarged European Union. This is strategically in our interest, and we believe it is also in the interest of all our neighbors.' / Romano Prodi.

Mykolas Romeris University organises 2nd International Scientific Conference of Junior Researches 'EU and its' New Neighborhood'. It aims to explore the political, economic, cultural, legal and spatial aspects of broadly understood new neighborhood, from a sociological, historical, geographical and other perspectives.

The event will take place in the capital of Lithuania Vilnius on October 19-22, 2005. The number of participants is expected to reach 50 - 70, coming from the universities of EU members and EU new neighbors. The participants will be able to choose from five thematic workshops, each exploring a different aspect of the main theme of the conference.

1 Workshop Human Rights, Cultural Cooperation and Mutual Understanding
2 Workshop EU Political Involvement and New Neighborhood
3 Workshop Extension of Market and Regulatory Structures
4 Workshop Legal Cooperation and New Neighborhood
5 Workshop Compatible and Interconnected Infrastructure and Networks

Interdependence with the Union's neighborhood is already a reality. The emergence of the euro as a significant international currency has created new opportunities for intensified economic relations. Closer geographical proximity means the enlarged EU and the new neighborhood will have an equal stake in furthering efforts to promote trans-national flows of trade and investment as well as even more important shared interests in working together to tackle transboundary threats - from terrorism to air-borne pollution. The neighboring countries are the EU essential partners: to increase our mutual production, economic growth and external trade, to create an enlarged area of political stability and functioning rule of law, and to foster the mutual exchange of human capital, ideas, knowledge and culture.

We invite Ph. D. students, junior and senior researches to participate and present their papers in the International Scientific Conference of Junior Researches ,'EU and its New Neighborhood: Different Countries, Common Interests'. It is possible to apply for reimbursement of accommodation and travel expenses.

www.videoletters.net

Our website is a part of the Videoletters project based on the documentary series that started broadcasting on all former Yugoslavia national TV stations last week. In every episode, two or more former friends or relatives who lost contact because of the war send video-letters to each other and re-establish their former friendship. After re-establishing their once very close relationship, they usually meet in person for the first time after the war. This series was filmed over the last five years under complicated circumstances since many people in the regions of former Yugoslavia regard communication with 'the other side' as difficult, if not dangerous.

Videoletters.net is a virtual place where people can meet, search for their old friends, exchange stories, memories and ideas about the past and future of the region and, among many other things, make their own video-letter. We would especially like to stimulate people to start discussions on important themes and set the atmosphere of this website as a positive and open space for free exchange of ideas.

The 'official' language is dobardanski, or unusual mixture of all former Yugoslavian languages, but we also have the English version of the site so you can invite much wider circle of friends to join you.
