The Amsterdam - Maastricht Summer University (AMSU) presents its programme for the summer 2005. The AMSU compiles courses, master-classes, workshops and seminars on a variety of topics dealing with cutting edge issues of present day civil society. This coming summer AMSU will offer courses in Art History, Political Science, Economics and Trade, Cultural Policy/Management, Medicine, Communication studies, Language Studies and Journalism. A limited number of scholarships for citizens of Central and Eastern Europe and Turkey are available for certain courses.

American University in Kosovo - 4 year Curriculum


Four-year US university education is now a reality in Kosovo, thanks to the new, four-year curriculum currently being introduced at the American University in Kosovo (AUK) for academic year 2005-2006. The AUK is now accepting qualified candidates for the new Bachelor of Science (BS) degree in Applied Arts and Sciences being offered by the AUK in cooperation with its US partner university Rochester Institute of Technology (RIT).

The new curriculum dramatically expands the range of course options open to AUK students. In addition to AUK's existing programs in Management and entrepreneurship, AUK students will now work toward their BS degree with concentrations in business management and a public policy. Beginning September 2006, AUK will add an additional concentration in Information and Media Technology.

As with all AUK programs, the new curriculum is taught entirely in English, primarily by American professors from the RIT system. AUK students also enjoy full access to all of the on-line learning resources of RIT, including the world's third-largest on-line university library, data bases, interactive teaching and research programs, and the like. The impressive modern computer facilities of the AUK offer its students access to the learning and research resources of the entire world.

Co-operative education - linking a student's educational program directly to the job marketplace - is an integral feature of the AUK experience. AUK works with all its students on co-operative education assignments in firms, offices, and other institutions in Kosovo and around the world. This summer, over ten AUK students will have the opportunity to carry out their co-op assignment in a job experience at Hershey Park, PA, in the United States.

In September 2005 AUK will move to the impressive new Germia campus, currently being renovated by Mabetex, one of Kosovo's largest construction firms. With over 4000 (four thousand) square meters of classroom space our students will have the opportunity to study in one of the most modern facilities in the Balkans. The Germia campus, in a park-like setting on the outskirts of Prishtina, will offer AUK students spacious new classrooms, fully equipped with the latest in education resources and technology.

Admission to the AUK is open to all, regardless of gender, ethnicity, or religious affiliation. SALTO Inclusion Resource Centre - Training Course Rainbow 2005, October 19 - 25, 2005, Brasov, Romania


A Training Course for youth workers (social workers, peer educators) working with gay, lesbian, bi, and trans/cross youth (symbolised by the rainbow) - about how to use the European YOUTH programme as a tool to reach a higher acceptance, visibility and inclusion of this target group.

The SALTO Inclusion Resource Centre organises this TC Rainbow, within its strategy to promote the inclusion of a variety of specific target groups in the YOUTH programme. This course is organised in cooperation with the Romanian National Agency - Ansit.

Aims
The SALTO Rainbow Training Course aims to increase the use of the European YOUTH programme in the youth work with young people from different sexual orientations and gender identities (lesbian, gay, bi, trans = LGBT youth). In order to reach this aim, SALTO Inclusion put forward the following objectives for its TC Rainbow:
• Bringing together youth workers & organisations working with LGBT youth on issues of (sexual) orientation, (gender) identity and their acceptance & equality in society and to exchange working practices with the target group and the issues in question
• Exploring the possibilities and benefits of the European YOUTH programme (group exchanges, voluntary service, group initiatives, support and training) as a tool for working with the LGBT target group on the issues of their interest
• Developing project management skills in setting up international (YOUTH Programme) projects with LGBT youth
• Working on concrete follow-up projects - within or without the YOUTH programme - with partners from the course or others - and multiplying the skills and knowledge gained at the course (e.g. set up projects, cooperation with the NA, spread information, etc)
• Provide information about existing international organisations and initiatives regarding LGBT youth and issues of sexual orientation and gender identity
• Documenting the outcomes of the course in the format of a toolbox/practical booklet for use by other youth workers working with LGBT youth.

Target Group
On the TC Rainbow there will be place for 25 participants, who will be selected according to the criteria below. Participants at the TC Rainbow should be:
• Directly working with LGBT youth (lesbian, gay, bi, trans/cross youth or young people questionning/searching their sexual orientation and/or gender identity) - this can be youth workers, social workers, sex (ual health) educators, peer educationrs and others who are working with/organising projects for LGBT youth on issues of sexual orientation or gender identity (regardless if this is on voluntary or paid basis)
• Having the interest and the possibility within their organization (green light from their hierarchy/colleagues!) to set up European projects and cooperation activities after the course - either with participants from the course, with the National Agency or other partner organisations
• Having a good working knowledge of (international) English, the working language of the course
• Available to attend and actively attending the full duration of the course.
NOTE ! - We welcome applications from 'youth workers' from all sexual orientations and gender identities in order to compose a mixed and (hopefully) balanced group.

Team of Trainers
The trainers team will be composed of 3 trainers (plus SALTO) with the following experience(s):
• Understanding the GLBT reality AND working with GLBT persons/groups/organisations (or having worked in the recent past)
• Knowledge of the different European YOUTH programme actions AND experience setting up international (YOUTH programme) projects with young people
• Experience as a trainer with international/intercultural groups AND being skilled in non-formal learning methods and group dynamics
• Fluency in (international) English as a working language
• All trainers will contribute to the course report and one of the trainers will be choosen to develop a practical booklet out of the course experience in the SALTO Inclusion series SALTO Inclusion composed a balanced team representing a variety of work experience, geography, sexual orientation and gender identity!

Tony Geudens of the SALTO-Inclusion Resource Centre will co-ordinate and manage this course.

Methodology
Since learning by doing is one of the most efficient ways of learning, the course concept will be conceived in a way that allows active participation and exchange between participants. It will be built on participants' own experience, from real life or simulations, and work on concrete projects for the future. The training course will also draw upon the experience from external practitioners and lecturers on topics related to LGBT issues and/or the YOUTH programme.

Programme Elements
The detailed course programme will be developed by the team of trainers some months before the TC Rainbow. However the programme will address the following elements:
• Getting to know the group and each other's organizations and interest in international projects
• Introduction and exchange of existing working practices with LGBT youth
• The potential of international projects and the European YOUTH programme for working on LGBT issues
• Setting up/simulating a European YOUTH programme project around LGBT issues - project management
• Information about existing international organisations, activites and possilities for cooperation.
• Public relations and image building around your projects: involving local community, media
• Overview of available resources and suggestions for follow-up and networking possibilities.

Practicalities
• Participants from a YOUTH programme country (25 EU countries, Norway, Iceland, Liechtenstein, Bulgaria, Romania & Turkey) will get their travel costs (partly) reimbursed from their National Agency - NOTE: Contact your NA to see if they will send participants to this course (subject to available funding)
• A participation fee of 50 Euro will be requested by SALTO on arrival to the course (participants will recieve a receipt of payment)
• Programme costs, food and accommodation will be covered by SALTO for the duration of the course
• Working Language: (international) English
• Persons from minority groups or with a disability are encouraged to apply!

Application and Selection Procedure
• The application will take place online on the SALTO site - (see www.salto-youth.net/tcRainbow/) - you will need to use your SALTO username and pasword (or make a new one) - make sure you submit a complete application form (not a draft)
• Once the application deadline for candidates to the TC Rainbow is over, the National Agencies of the European YOUTH programme will pre-select the candidates from their country and SALTO will allocate places according to availability and balance of the group
• All submitted applicants and the National Agencies will receive an email about the final selection results from SALTO Inclusion.
• Selected participants should read the TC Rainbow practicalities page to prepare their participation and get in touch with their National Agency to arrange their travel to Romania (which is funded by the NA).

SALTO SEE Resource Centre - Training course in Financial Management of YOUTH Programme Grants for Project Organisers from South East Europe - Call for participants and trainer, 6 - 9 October, 2005

Project organisers from YOUTH programme Partner Countries in South East Europe will have the possibility to apply directly for YOUTH projects to the European Commission at the deadline of 1 November 2005. For 2006, the application process for these countries is still open. The SALTO SEE Resource Centre is organising this training course to prepare applicants in South East Europe for submitting applications and managing grants within the YOUTH programme.

The course accordingly aims to:
- Train participants in financial and management skills and know-how needed to apply for and manage YOUTH programme grants
- Raise awareness of and clarify expectations regarding the organisational capacities needed to manage Programme grants
- Further develop the capacities of applicants from Partner Countries in SEE in order to ensure the quality of projects and equal opportunities for all applicants.

30 participants from all Partner countries in South East Europe will be invited. Board and lodging will be provided and paid for, and travel costs of participants will be reimbursed by the SALTO SEE Resource Centre. We are also looking for one trainer to join the training team for this training course.

Transitions Online - Summer 2005 Foreign Correspondent Training Course

Participants will spent two weeks learning how to be a foreign correspondent from people who work as foreign correspondents for major U.S. and European media. Transitions Online (TOL) — the award-winning online magazine covering Central and Eastern Europe, the Balkans, and the former Soviet Union — is the host and organizer of this summer course, which is designed to prepare university-level students for careers in international journalism.

Unlike most other journalism training courses, TOL’s instruction will offer much more than theory. Our trainers will teach participants concrete lessons they have learned during many years of experience in Europe and Central Asia, working for major media organizations like CNN, the Boston Globe, Dow Jones, MSNBC, The Economist, Reuters, and Radio Free Europe/Radio Liberty.

This course is open to all college and university-level students. Some journalism experience or academic background is helpful, but not required. To be considered for admission, you will need to do the following:
- Fill out the application form
- Provide a statement-of-purpose not to exceed 500 words stating your reasons for applying for this TOL course, and what you would like to gain by attending (space on the application form)
- Provide a resume or curriculum vitae (space on the application form).

The language of TOL courses is English. Therefore, non-native speakers of English should provide proof of English proficiency. It can be one of the following: your IELTS/TOEFL score, a letter from an English professor, or an official certificate that you have completed English courses that require written and spoken proficiency.

Students must be currently enrolled in a college or university. TOL will admit both undergraduate and graduate-level students.

Admissions decisions are made on a rolling basis - applications are reviewed as they are received.

Please note that TOL will no longer be accepting applications for scholarships. We are currently deciding the recipients of the minimal number that we are able to offer.

All students will be informed about admissions decisions no later than June 24, 2005.

Approximately 30 students will be admitted to the course. The student body will be truly international. Admissions decisions are based on academic and extracurricular achievements, leadership qualities, work experience, and English-language ability.

Students admitted to the program are expected to participate fully, which means attending all classes, lectures, and social events unless a valid reason is offered (i.e., illness). All students will be expected to complete a reporting and writing field assignment during the second week of the course in order to successfully pass the TOL Foreign Journalist course.

Local Government and Public Reform Initiatives (LGI) of the Open Society Institute Budapest in cooperation with Partners Foundation for Local Development (FPDL) Romania - Regional Program 'Working Together' - is organizing the fourth 'ETHNIC DIVERSITY AND CONFLICT MANAGEMENT TRAINING OF TRAINERS' (EDCMTOT), in English language.

Partners Foundation for Local Development (FPDL) is a Romanian non-governmental, not-for-profit, training and consulting organization, established in 1994 by a group of experts in public administration and community development, having as mission to enhance the democratic processes of governance through local governments capacity building and to support the Romanian society and our region democratization process.

EDCMTOT goal is to improve participants' knowledge and skills in delivering to local policy-makers of multiethnic communities interactive and participatory training on conflict prevention and management, using the 'Ethnic Diversity and Conflict Management' Training Manual elaborated by Ana Vasilache - FPDL for LGI Managing Multiethnic Communities program and other LGI relevant publications (see website).

Participants
Participants from Central and Southeast Europe, Central Asia and Indonesia can apply in this program. They will be selected based on the on-line Registration Forms and the following criteria:
- Having training experience and knowledge in the topics
- Working for training institutions that have the capacity to multiply the program at national level
- Good English language skills
- Priority will be given to Roma trainers working with the national secretariats of the Decade of Roma Inclusion Initiative in the CEE region.

Local Government and Public Service Reform Initiative - Policy Fellowship 2005/2006

Purpose
LGI's fellowship program supports practical policy reform in the region, builds the capacities of talented individuals who are well placed to influence policy, creates networks of multinational experts, and supports the mission of LGI. Each year LGI selects talented professionals from Central, East and South-East Europe and the Newly Independent States to participate in the one-year program. Fellows work in small teams under the guidance of a well-respected mentor to produce policy-oriented studies on a given topic. The completed studies are impact oriented; each contains an advocacy or implementation strategy and concrete policy recommendations. LGI provides its fellows with training on how to write effective, concise, fact-based, practical policy reports. Other training modules LGI offers its fellows are public speaking, presentation skills and advocacy methods. At the conclusion of the program LGI works with its Fellows to determine what steps it can take to support the proposed recommendations in the completed studies. Fellows are generally policy researchers, policy advisors, civil servants and members of NGOs, advocacy groups or professional associations.

The project
The primary goal of the LGI Policy Fellowship program is to support policy research aimed at stimulating innovative and practical policy reform. Each year broad topics are identified for candidates from different country groups. LGI is currently calling for Fellows for its 2005/2006 program, which will run from October 2005 to October 2006.

This year LGI is featuring two topics:
Topic 1: 'Implementing Local Economic Development Strategic Plans'
Target Fellows: LED practitioners (NGO project leaders, current/former municipal officials in charge of LED offices), Policy researchers (especially those connected to institutes active in this field).
Topic 2: 'Financial Management Reform at the Local Level'
Target Fellows: Local government practitioners, Local government association members, Former local government practitioners turned consultants, Policy researchers.
Applications will be considered from Central Eastern Europe, South Eastern Europe, the Newly Independent States and Mongolia.

Grant
LGI will award successful applicants with a stipend for a period of 10 months between October 2005 and July 2006. The stipend will cover monthly expenses related to research and travel costs. Additional funds will cover costs related to attending three international workshops, at least two of which will take place in Budapest, Hungary.

Eligibility
Descriptions of ideal applicants follow each topic being offered. Fellows are normally civil servants, members of advocacy groups or professional associations, policy researchers and policy advisers. A graduate degree or equivalent is required. Applicants should be citizens of the countries noted under each topic. As a rule, Fellows will be based in their home countries and will be required to attend three international Fellowship workshops. Fellows are expected to continue with their current employment, spending only up to fifty percent of their time on the Fellowship program.

*Please note that LGI looks favorably upon applicants who can demonstrate in their application that they have secured practical institutional support from a governmental ministry/department, or a reputable policy center or similar institution.

English Language: All applications must be in English and applicants must have excellent English-language skills. The English skills of finalists will be evaluated during interviews to ensure that they can participate actively in discussions in English with the expert committees and others in the Soros foundations network about their area of expertise.

Applications must include ALL of the following materials:
- Statement of interest (1 page maximum)
- Research proposal (2,000 words maximum) including a well-defined research problem, topic justification, research methodology, and expected outcomes of the research. See each topic for specific requirements.
- Professional CV (which includes: full name, email and telephone number of the applicant, country of origin and residence)
- English language writing sample (maximum 5 pages)
- The name and contact information of three people familiar with the professional capacities of the applicant.

Regional Environmental Center for Central and Eastern Europe - Training for Young Environmental Leaders 2005 - 2006

The young environmentalists of Central and Eastern Europe have the potential to be the leaders of tomorrow. The Regional Environmental Center for Central and Eastern Europe (REC) has teamed up with Italian NGO L Umana Dimora Onlus to add years of practical EU experience to its Training for Young Environmental Leaders programme. The programme provides advanced training in organisational development, project management and environmental topics in a stimulating international atmosphere. Each training session consists of three weeks of theoretical training focused on organisation and project management, and a one-week study tour in Italy. The theoretical training takes place in a multicultural setting at the REC s head office in Szentendre, Hungary, while the study tour focuses on the latest environmental methods in dealing with issues such as preserving protected areas, sustainable agriculture, water resources, waste management and energy efficiency.

Theoretical training at the REC head office involves interactive group work and individual activities that produce tangible results. Topics include: NGO and project management, campaign strategies, media relations, PR and communications, fundraising, business plans for NGOs, public participation in environmental decision making, NGOs and civil society, legal advocacy, and much more. Participants develop products tailored to their own needs, such as project proposals, funding strategies, press releases and community action plans.

The REC invites young environmentalists from different backgrounds throughout Central and Eastern Europe to apply for the programme. Applicants should be between 20 and 30 years old, display a strong commitment to the environment in the CEE region, work at an environmental NGO, possess citizenship from one of the participating countries, and speak and write English well.

For the 2005 and 2006 sessions, the REC invites participants from Albania, Bosnia and Herzegovina, Bulgaria, Croatia, the Czech Republic, Cyprus, Estonia, Hungary, Latvia, Lithuania, FYR Macedonia, Malta, Poland, Romania, Slovakia, Slovenia, Serbia and Montenegro and Turkey.

The REC will cover all costs related to travel, food, training fees and accommodation for participants from the countries listed above.

Center on Philanthropy and Civil Society - Non-profit Sector Emerging Leaders International Fellows
Application deadline: August 15, 2005


The Center on Philanthropy and Civil Society's Emerging Leaders International Fellows Program provides leadership training through applied research and professional mentorships for young scholar-practitioners in the nonprofit sector. The program is open to scholars and practitioners interested in building Third-Sector capacity in the United States and overseas. This year’s Fellows will be selected from abroad and also from communities of color under-represented in the U.S. grantmaking sector. Fellows are based at The Graduate Center of The City University of New York, where they design and pursue an individualized research project and participate in a seminar with Third-Sector leaders. Specific topical areas are chosen each year.

The research topics for applicants to the 2006 Emerging Leaders Program, including the program's Diversity Fellowship, is community foundations. A limited number of fellowships for research on diaspora philanthropy, as well as other topics, may also be available for applicants based outside the United States.

Fellows will participate in a 3-month seminar (March 1 to May 31, 2006) on the U.S. and international voluntary sectors. Fellows are expected to produce a 25-40 page paper on their findings, which will be presented in the seminar. They will learn about the work of key agencies and meet with foundation and nonprofit representatives. They will also attend selected conferences.

Each fellowship covers the cost of tuition and includes a $1,300-per month stipend to cover living expenses. In addition, the Center will provide single-room dormitory accommodations with shared facilities at International House (adjacent to Columbia University) as well as economy round-trip air travel to and from the United States. Please note: travel dates conform to the beginning and end of the seminar.

National Endowment for Democracy - Reagan-Fascell Democracy Fellows Program

The National Endowment for Democracy (NED) welcomes applications to its Reagan-Fascell Democracy Fellows Program for fellowships in 2006–2007.

Established in 2001, the program enables democracy activists, practitioners, scholars, and journalists from around the world to deepen their understanding of democracy and to enhance their ability to promote democratic change.

The program is intended primarily to support activists, practitioners, and scholars from new and aspiring democracies; distinguished scholars from the United States and other established democracies are also eligible to apply.

Projects may focus on the political, social, economic, legal, and cultural aspects of democratic development and may include a range of methodologies and approaches.

A working knowledge of English is an important prerequisite for participation in the program.

International Summer School 'Youth without borders', July 28 - August 2, 2005


Summer school ‘Youth without borders’ is aimed to young leaders and youths involved in party structures of any orientation, NGOs' members and activists, representants of various youth-oriented foundations and to any young people who are interested in such issues as youth participation in political and social life, youth involvement in decision-making process, realization of the youth role in the society, civic development and youth role in the globalization process.

Program description

Political section:
During this section there will be held a number of workshops and trainings that will be led by local (guest-speakers former Chisinau Mayor Mr. Urecheanu and the leader of Democratic Alliance ‘Moldova Noastra’ Mr. Braghis) and international experts who will share their experience and skills in managing the above issues. We, too, are interested in any specific experiences that our participants could have had in solving these issues.

NGO's collaboration section:
The main goal of this section is realization of the NGOs role in modern society, their contribution to local communities and establishing an international partnership network within conference – participating individuals and NGOs.

Cultural section:
Trips to the medieval stone monasteries (Saharna, Butuceni, Capriana), Tipova and Saharna waterfalls, Cricova cellars, Safari place, Orheiul-Vechi (Old Orhei) complex, Soroca fortress and Balioz Manor that will give you a taste of Moldavian culture and traditions and will remain as an unforgettable experience in your life.

Program fee includes food, accommodation and transport on the territory of Republic of Moldova, cultural and leisure activities (visits to historical-cultural monuments, wine and cognac tasting).

Participation criteria:
1.Young people from 18 to 35 years, members of NGOs, political parties, students, anyone who is interested.
2. Participants from all countries are eligible
3. Forms of participation: you can come as an individual and as a member of delegation too.
4.The working language of the program is English, but in exceptional cases we can arrange translation into Russian, German, Spanish or French.

Participation fee: 450 Euro (150 Euro deposit due by July 1st, and the rest of the money after coming to Moldova). For delegations and groups there are some discounts available.

Summer Courses of Romanian Language, Culture and Civilisation, 15th Edition, August 16 - September 4, 2005


Crash courses in Standard Romanian are offered at three levels: for beginners, intermediate students and advanced students. At the beginning of the programme, a test will establish the level of the course you will be taking. In addition to these language courses the programme acquainting you with the Romanian literature, culture and civilization contains debates, round-table talks, introductory workshops on Romanian folk music and dance, visits at various institutions, sight seeing and opportunities to meet important personalities of Romanian cultural life.

The course comprises a translation workshop and text interpretation based on various Romanian literary works. In order to come as close as possible to your interests and wishes we should be much obliged if you would mention in the enrolment form which of the activities offered interest you. A trip at the end of the course and several weekend outings are included in the course price-package. The course price package also includes handbooks and other materials elaborated by the academic staff of The University of the West in Timisoara. The participants have full access to the reading rooms of The Central University Library and to its data - base.

The University of the West in Timisoara issues a certificate of participation at the end of the courses.

Multicultural Center Prague and Faculty of Humanities of Charles University - Workshop on Developments and Patterns of Migration Processes in Central and Eastern Europe, August 25 – 27, 2005, Prague, Czech Republic

The Multicultural Center Prague and Faculty of Humanities of Charles University in Prague will hold a three-day workshop on 'Migration Processes in Central Eastern Europe'. The aim is to bring together researchers and experts from academia and non-governmental organisations to discuss current migration patterns and related issues in the countries of Central and Eastern Europe (CEE). We invite both young and more experienced specialists to submit an abstract of their presentation for the afternoon seminar sessions of the workshop.

The workshop will incorporate debates about migration theories, presentations of empirically based research in the 'region', and experiences of non-governmental representatives dealing with the issue of migration in CEE.

Additionally, the initiative is envisaged as the first step towards long-term cooperation of migration analysts and experts, thus creating an interdisciplinary network for a dynamic dialogue. The main coordinator - the Migration Online section of the Multicultural Center Prague - specializes in providing information and analyses of migration processes and policies in the Czech Republic and other (not only) Central Eastern European countries. Its website www.migrationonline.cz shall serve as the platform for the future cooperation. This workshop is organized with the generous support of the Open Society Fund Prague within the framework of the East East Program and UNHCR Czech Republic.

Organisation of the workshop
1) Three morning PANELS, delivered by invited key speakers and experts. Some of the invited participants are: Dusan Drbohlav (Charles University, Prague), Nina Glick Schiller (Max Planck Institute for Social Anthropology, Halle), Endre Sik (ELTE University, Budapest), Dariusz Stola (Center of Migration Research, Warsaw), Claire Wallace (Institute for Advanced Studies, Vienna), Dumitru Sandu (Bucharest University).
- Migration patterns and policies in Central and Eastern Europe
- Socio-Anthropological challenges for studying migration
- Reception of refugees in Central Eastern Europe

2) The afternoon sessions will consist of SEMINARS organised around the following areas:
- Integrating gender, class, ethnicity and age into the studies of migration
- Refugees in Central and Eastern Europe: reception, integration and various institutional responses
- The impacts of migration on local social structures: 'receiving' and 'sending' settings, urban and rural, international and national
- Borders and borderlands of the European Union
- Migration management: the role of non-governmental organizations, experts and researchers
- Migration policies and migrants' practices
- Comparing forms of migrants' exclusion and inclusion in Central Eastern Europe: from citizen (-ship), denizen, asylum-seeker to foreigner, alien and illegal

Submitted abstracts shall address one of the topics of the seminars.

While researchers are expected to present a paper based on their research, NGO representatives can also deliver a presentation based on their experiences with assisting migrants, cooperating and negotiating with governmental organizations and/or other NGOs, etc. All presentations should not be longer than 15-20 minutes. The written draft of the presentation shall be submitted two weeks before the workshop. The working language will be English and there will be no translation provided.

Interested applicants shall write an abstract (not more than 500 words), fill in the registration form, and send it along with their curriculum vitae (including a list of publications if any). Applicants will be notified about the results of the application by 21 June.

SALTO-YOUTH SEE Resource Centre and National YOUTH Agencies - Short study visit to Serbia - Call for participants and trainer from SEE, October 17 – 23, 2005, Novi Sad, Serbia and Montenegro

This international activity is organised by the SALTO-YOUTH SEE Resource Centre in cooperation with the National Agencies of the YOUTH programme from Portugal, Sweden, Finland and Estonia.

The format of this short study visit will combine aspects of a contact making activity with a dynamic context which encourages sharing impressions of the realities of youth and youth work in the participants' countries.

The activity aims to:
- Strengthen motivation for co-operation between YOUTH programme countries and South-East Europe, facilitate the process of finding partners for future projects
- Provide opportunities for learning about each other's realities, and in particular to provide an opportunity for learning about the situation of young people, youth work and youth policy in Serbia
- Offer training and knowledge on some essential aspects of international project development relevant for the development of quality YOUTH projects
- Prepare participants for developing a concrete YOUTH project following the short study visit.

28 participants will be invited: 14 from the countries of the participating National Agencies and 14 from all Partner Countries in South East Europe.

Participants should be actively involved in a youth organisation or youth group or in another institution in the field of youth work and have experiences in and knowledge about work with young people. They should be interested in finding partners through the short study visit, and be motivated to develop a YOUTH project after the short study visit. They will be expected to share information about the daily reality of their local environment and the situation of youth work and policy in their country.

The SALTO SEE Resource Centre is also looking for one trainer from South East Europe to join the training team of this activity.

Board and lodging will be provided and paid for, and participants' travel costs will be reimbursed by the organisers.

The Luxembourg Institute for European and International Studies & The Institute for European Studies, Belgrade - Summer seminar 'The European Union 2005 and Beyond', July 14 - 16, 2005, Kotor, Montenegro

The main target group of participants are junior faculty, young scholars and political and NGO activists interested to view the process of European integrations in critical and philosophical way. There will be up to 20 participants altogether. Up to ten participants will be selected from Serbia and Montenegro and an equal number will come from elsewhere in the region of South - East Europe (Albania, Bosnia and Herzegovina /Republic of Srpska and Federation/, Bulgaria, Croatia, Hungary, The Republic of Macedonia, and Romania).

The course lecturers (resource persons) are associates of LIEIS and IES as well as people involved in EU integrations in Serbia and Montenegro.

Accommodation and Transportation
The Summer Seminar will be held in hotel Vardar in the coastal town of Kotor (Cattaro), in Montenegro, Serbia and Motenegro. The organisers will cover air-flights from Belgrade to airport Tivat (just five km away from Kotor), as well as transportation to Belgrade from the region. Travel costs of applicants applying outside of the region of SEE can be covered only up to the average transportation costs of participants from the region.

All the participants are expected to attend all the lectures. Organisers are not in a position to offer places to participants who will be able to attend only part of lectures or who will not be able to be present at the seminar all the three days.

Visa regime: Nationals of the following countries do not need visas for Serbia and Montenegro: EU nationals (including European zone), nationals of Bulgaria, (FYR) Macedonia, Bosnia and Herzegovina and the Republic of Croatia. Citizens of Albania do not need visas for Montenegro. Citizens of Romania need visas to enter Serbia and the Institute for European Studies will send to selected participants appropriate letters of invitation. Visas for Romanian citizens can
be picked up in Bucharest or Timisoara.

Note for participants from Romania and Bulgaria: There are no direct flights between Belgrade and Sofia and Bucharest. Therefore the best way to come to Belgrade for participants from Bulgaria and Romania is to travel by train. The organisers will cover expenses of an overnight in Belgrade for participants from Romania and Bulgaria in both directions.

Requirements:
1. Participants should have at the very least a BA degree, and preferably an MA degree in the social sciences or humanities, or be political or NGO leaders in their community.
2. All participants should be proficient in English.
3. Participants should be nationals of SEE countries or other neighbouring countries. Nationals of other countries can also apply but the organisers can not guarantee that it will be able to cover all their travel costs.
All transportation and accommodation costs for selected participants from SEE are covered by the LIEIS and other minor donors.

Application process:
All prospective applicants are expected to:
1. To send their CVs.
2. Send a short letter of motivation explaining in up to two hundred words why they wish to be participants of the School
3. Send a letter of recommendation written by a senior scholar.

Topics:
The International Summer Seminar in Kotor will be dedicated to critical consideration of currant stage of European integrations with special reference to the Luxembourg Presidency in the EU in the first half of 2005. It will also deal with the most relevant problems that the EU has faced. The seminar will last three days (Thursday, Friday and Saturday).
The following topics will be discussed:
1. The EU after the Luxembourg presidency
2. The future of the EU with/out a constitution.
3. Enlarging further: Romania, Bulgaria. And, after?
4. The Turkish predicament

Is your organisation interested in youth involvement in projects exploring Global Justice Issues? Are you interested in hosting or sending volunteers in your organisation?

A Contact Making Seminar will offer participants the opportunity to meet partner organisations from Estonia, Latvia, Malta, Sweden, Turkey and South East Europe, with a view to developing European Voluntary Service on the themes around Global Justice Issues.
The seminar is organised by National YOUTH Agencies of the above countries in co-operation with the SALTO South East Europe Resource Centre.

Target Group: Organisations working in the area of or interested in Global justice Issues and interested in hosting or sending volunteers (15- 25 years) from YOUTH programme countries and Partner Countries in South East Europe.

Aims:
- To provide organisations with information on opportunities of the European Voluntary Service
- To bring organisations, interested in similar themes to share experiences and develop European Voluntary Service Projects together
- To present the YOUTH programme and its possibilities for young people

Programme: The programme will include a series of training sessions, workshops, inputs from projects with and some cultural events. Partner finding and Project development will be a strong part of the programme.

International Student Camp, August 17 – 26, 2005, Zabinki, Poland

International Student Camp has been organized every year since 2002 in Zabinki. It is a small village situated in the middle of Mazurian Lakes - one of the most beautiful regions in Poland.

The camp is designed for university students, graduates, youth workers, NGOs members as well as for young professionals aged 18-30 from all over Europe.

The program includes different kinds of activities and fosters non-formal education, integration and intercultural learning. The camp’s main goal is to create an international community of young people and to give them an opportunity to make friends, learn new skills and gain better understanding of cultural diversity.

In 2005 we are celebrating the European Year of Citizenship through Education. For that reason in the 4th Camp Edition Program we will include many activities to show young people why it is worth to be an open, active and efficient citizen.

A Charter of the Ministers of Culture of the South East Europe was signed in Copenhagen on the March 31, 2005. The objectives of the newly formed Council of the Ministers are to promote a spirit of understanding, comprehensive cultural dialogue and construct joint cultural strategies and projects as well as exchange information and experiences. The presidency is formed on an annual basis, Albania being the first to take the role.
