Backyard Residencies, New Program of Artists' Residences in South-East Europe

’Backyard Residencies’ aim at re-connecting artists and local art scenes in the countries of South East Europe with the primary objective to activate interest for artistic research which may be beneficial for understanding and learning more about each other.

What does the residency program offer?
Twelve selected artists will be offered twelve six-week to eight-week residencies at the three prestigious independent art institutions in Romania, Turkey and Serbia and Montenegro. The residencies will be available from June 2006 to June 2007.

The Fleishman Civil Society Fellows&The Sanford's Institute - Program on Civil Society
Application deadline: May 1, 2006


The Fellowship provides a select group of leaders from domestic non-profit organizations, international non-governmental organizations, foundations, government, socially responsible businesses, and other civil society groups in the United States and internationally with the opportunity to come in residence at the Sanford Institute for a four-week mini-sabbatical. Full-time academics are not eligible to apply. While at Duke, Fellows perform research and work with Institute faculty and other Duke affiliates on issues relating to the development of civil society.

Applicants are selected based upon their proposed research project and other application materials as listed below. As part of the Fellowship, housing and program expenses are covered. Fellows also receive a $6,000 stipend. Fellows will have access to Duke University library and research centers.

The Fellowship period will begin October 1, 2006. The Fellowship start date is not flexible since all Fellows must begin together as a cohort. Full-time academics are not eligible to apply. The 2006 Fellowship period will begin October 1, 2006.

Central European University - Senior and Junior Visiting Research Fellowships
Application deadline: May 15, 2006


The program is designed to increase exchange between scholars of the region and Central European University, and to promote original research, which can be of practical benefit to a particular country or region. The Visiting Research Fellowship Program is applicable to citizens of countries in Central and Eastern Europe (except EU member states), the former Soviet Union, or of Mongolia holding a Ph. D. or equivalent, who are affiliated with a teaching or research institution within the above said countries.

The program supports two types of Research Fellows. Senior Visiting Research Fellows hold a full professorship, and are academics of established (preferably national) standing within their discipline. Junior Visiting Research Fellows are academics who have made a contribution to their discipline through publications, conference presentations, or other academic forums. Fellows are supported for a period of from one to six months, depending upon the type of research being undertaken. Both types of Fellowship cover travel costs to/from Budapest, accommodation during the period of the Fellowship, and a monthly stipend. Junior Fellows will receive $750 per month stipend, and Senior Fellows - $1500 per month.

Application Procedure
Application Forms with Criteria for Applicants in both categories are available from the SPO Office, National Soros Foundation Offices and electronically. CEU does not accept Fellows during August or the Christmas period due to the limited availability of professors and access to research materials during vacation. Please note: those who are or who plan to be involved in projects, research, teaching, or other activities sponsored or co-sponsored by the Soros Foundation or OSI during the proposed period of the Visiting Research Fellowship are not eligible to participate in the program.

Applications are evaluated by the relevant CEU Department or Center and CEU's Special Projects Office. Therefore, we accept applications in the following discipline areas:
Within CEU Departments: Economics, Environmental Science and Policy, Gender Studies, History (Modern and Early Modern), International Relations and European Studies, Legal Studies (Business Law, Comparative Constitutional Law and Human Rights), Mathematics and Its Applications, Medieval Studies, Nationalism, Philosophy, Political Science, Sociology and Social Anthropology.

European Parliament - Traineeships and Study Visits at the European Parliament

Traineeships
The European Parliament offers different traineeships within its Secretariat in order to contribute to the vocational training of young citizens, and to the understanding of the working of the institution. General conditions:
 Be citizen of a Member State of the EU, or of an applicant country
 Be aged 18 or over on the traineeship starting date
 Have a thorough knowledge of one of the official languages of the EU, and a good knowledge of a second
 Not have been awarded any other (paid/unpaid) traineeship by or paid employment of an institution of the EU
 A small number of citizens of third countries may be awarded traineeship in the European Parliament.

Paid Traineeships:
1. Robert Schuman scholarships, general option (primarily economics, law, political science, etc.)
2. Robert Schuman scholarships, journalism option.
Criteria:
 Have a university degree after a course or study of at least three years' duration
 Submit written reference from university lecturer or from a professional person.
Paid traineeships shall be awarded for a period of five months.

Unpaid Traineeships are for a duration of one to four months. It offers young citizens the opportunity to complete a traineeship:
 As part of their course at university or equivalent institution
 Of a high-level vocational training organised by a non-profit-making body
 Of a requirement for access to a profession.
There are three fixed deadlines a year: 1 October, 1 February and 1 June.

Group 'Let’s…' ('Hajde da…') & partners - Training course ‘Learning To Learn’, July 8 - 15, 2006, Belgrade, Serbia and Montenegro

This project is financially supported by the European Commission’s YOUTH Programme. YOUTH Programme offers to young people in general and young people with fewer opportunities in particular, non-formal ways to learn, with a strong focus on intercultural learning as means of increasing tolerance in European societies and personal growth of the people participating in youth activities.
This training course will be focused on non-formal educational tools for stimulating, creating space and supporting learning among young people through youth projects – both among the participants of the projects and organizers of the activities.

The aim of this training is to provide the participants with concrete knowledge and tools how to stimulate learning in Action 1 and 2 projects of the YOUTH Programme, as well as to enable them to better prepare and implement the actions. The focus is on facilitation and coaching of individuals, teams and groups (e.g. mentors, project-managers, volunteers, young people) using non-formal learning methods.

The objectives of the seminar are the following:
· To share and gain awareness of different approaches to learning and benefits and limitations of each of those
· To enable participants to experience intercultural learning and learn more about different kinds of it and when to use which kind
· To gain skills in coaching individuals and teams, and facilitating learning in non-formal learning settings and to apply these skills sensitively to people from various social and cultural backgrounds
· To develop quality project ideas for youth exchanges and/ or EVS, with a focus on involvement of participants/ volunteers in projects
· To encourage participants to transfer the outcomes of this training to their organizations and projects
· To strengthen the network and sharing of best practices among all participants of the project
· Contribute to an overall quality improvement of international youth activities, e.g. in the YOUTH Programme.

Participants profile
Youth workers, youth leaders, trainers and multipliers with certain experience in YOUTH Programme activities (A1 and A2) and a strong wish to improve the quality of their ongoing or future project by learning and practicing methods of non- formal learning. The participants have to:
· Be aged between 18 and 35
· Be from eligible countries: Albania, Belgium, Macedonia, Netherlands, Slovenia and Serbia and Montenegro
· Be highly motivated to work in intercultural surrounding and learn from it and in it
· Be actively involved in non-governmental (youth) organization and YOUTH Programme
· Have proven personal and organizational interest in this training
· Be willing to continue SEE-Programme country cooperation after the training
· Be in position of multiplying the outcomes of training
· Be willing to participate actively – including carrying out preparation work prior to the training
· Be available to participate in all 6 days
· Be able to work in English.

Travel arrangements and costs: Participants will need to cover 30% of their travel costs. Organizer will cover all other costs, such as: travel costs (70%), full accommodation and meals, training materials, visits and visa costs.

Regional Partnership Programme
Application deadline: May 19, 2006


This call is open for initiatives in the field of development awareness/education and development cooperation. To generate a broad consensus between the participating countries, the core objectives of the international co-operation within the RPP are the Millennium Development Goals. As cross-cutting issues, the projects to be implemented should always meet the principles of gender equality, integration in the socio-economic background, environmental protection and the ownership-principle.

Eligible are NGOs from New EU Member States which participate in the RPP (Slovak Republic, Czech Republic, Hungary and Slovenia). Proposals have to be submitted in partnership with Austrian NGOs, but the lead agency has to come from a New Member State.

244.800 EUR will be available for grants in development education and 270.000 EUR will be available for development cooperation projects. 78% of these funds come from the Austrian Development Cooperation and 22% from the respective national governments.

The results on the appraisal of the proposals will be published on June 23, 2006. Approved projects can start in the beginning of July at the earliest.

Youth Visiting Program Kosovo – Serbia

What is YIHR Visiting Program?
The Youth Initiative for Human Rights - Visiting program provides the opportunity for young people, students and professionals from Serbia and Kosovo to meet the professionals in the field that they show interest in and to visit the places of interest (museums, theatre, university, media houses etc). They will also have the evenings for experiencing the general atmosphere in the city that they visit and get a chance to informally interact with people and get to know the host culture. The goal of this program is to foster the culture of dialogue and mutual cooperation among persons from Serbia and Kosovo and to create an open minded generation of young people who will be willing to work and cooperate with their neighbors in Serbia/Kosovo and who will contribute to creating a more peaceful and more stable political situation in the region

Who can apply?
All young people, students and professionals.

When and where can I visit?
Visits can take place any time during the year. Participant will travel to Belgrade and Prishtina, or other places of professional interest. The length of the visit can be negotiated between the participants and organizers. Usually however the visit would last for 2 to 3 days.

What activities can be planed?
Visits include a large arrangements of meetings with professionals, social and cultural events, leisure time. Each visit can be different but the following can be a part of it: visiting different institutions, media houses, organizations, banks etc, depending on personal interest, meetings with the professionals in the relevant field, university professors, practitioners in the field, participating in cultural events, concerts and other evening activities.

Who coordinates and pays the visit?
All details related to the visit (length of the visit, travel arrangements, agenda) are coordinated by the YIHR staff. All travel and visiting expenses are covered by the YIHR.

What is my responsibility?
The responsibility of the participant is to keep a short diary during the visit and take photos with the disposable camera given to him or her by the YIHR. The participant should take photos of the most interesting things, something that the participant finds fascinating, unusual or very interesting. Upon return, a short summary of the journal letter should be written (not more than 2 pages) and given to the YIHR. Photos will be developed by the YIHR and given back to the participant.

How can I apply?
The participants must apply by sending the application and rough agenda of the visit. Within 15 days after the submission of the application, you will be informed regarding the result of your application. The Call for application is open all year around.

Jagiellonian University - MA in Euroculture ‘Europe in the Wider World’, Krakow, Poland

The Master of Arts in Euroculture is an interdisciplinary, international programme involving eight renowned European universities. Its general aim is to focus on the cultural and social dimensions of modern Europe and particularly on the functioning of the European Union. The European Commission has selected the Euroculture Programme for the Erasmus Mundus Masters Courses.

The Euroculture courses present knowledge about European culture and the political governance of the EU, and therefore equip students with the cultural-reflexive competences necessary to analyse current transformations of Europe and the EU. The programme consists of three semesters (90 ECTS) during which students study at two universities of the network and by which they receive a double-degree - one diploma from each of the universities in which they have studied. The programme includes a range of courses, an Intensive Programme of ten days, which is fully integrated in the programme and plays a crucial role in directing it and, finally, an internship or academic research.

Council of Europe - Traineeship Opportunities
Application deadline: September 15, 2006 (Due to the high volume of applications to process, it is strongly advised to apply at least one month before the deadline)


The Council of Europe’s traineeship scheme consists of a three-month period: candidates can choose between: January to March, April to June and October to December. The Council of Europe does not organise any traineeships during the summer period. We would also like to specify that we do not offer traineeships in translation and interpretation.

Who can apply ?
- Nationals of one of the Council of Europe's member states
- Persons who have completed their higher education or have successfully completed at least three years of university study (six semesters)
- Candidates from national administrations or private firms who wish to find out about, learn more about or specialise in a particular field of the Council of Europe's activities. They must have performed duties requiring knowledge of university level for at least two years
- Trainees must have a very good knowledge of one of the Council of Europe's official languages (English and French). A good knowledge of the other is desirable
- Good drafting ability required.

Selection
Trainees are selected by the Human Resources Department, in agreement with the departments to which they are assigned, following the principle of fair geographical distribution.

Duties
The duties to which trainees are assigned include research, the preparation of draft reports and studies for meetings of experts and the drafting of minutes. They may also be required to assist with current work. We would like to specify that we do not offer traineeships in translation and interpretation.

Conditions
Trainees are usually not paid. Costs of travel and accommodation, as well as living expenses, are the responsibility of trainees or their sponsoring institutions. By the decision of the Committee of Ministers, remunerated traineeships may be offered - in a restricted number - to nationals of Central and Eastern European member States.

BalkanKult Foundation - International ex-libris competition ‘Bread – cultural heritage’
Application deadline: December 15, 2006


Balkankult Foundation, Ericarts Institute, Ankara Ex-Libris Society, The Bread Museum, Ulm and Belgrade Ex-Libris Circle, have decided to organize an international ex-libris competition on the subject of Bread-Cultural Heritage, to support co-operation amongst persons active in culture and media, artists and entities inside and outside South-East Europe, and help develop communicational, professional and technical trans-border artistic and cultural ties and independent exchanges of information. The project Bread – cultural heritage carried out by Balkankult Foundation is part of the wider European Food Project led by ERICArts Institute.

Participation rules:
· Article 1
This competition is open to artists from all over the world. No fee is required for participation.
· Article 2
Artists are invited to make one or more ex-libris on the theme the BREAD – cultural heritage, as the most general and multisided symbol.
· Article 3
All works submitted must be conceived as ex-libris, i. e. as small-format art graphics made to be pasted into books and to identify their owner. They must integrate within the image the words EX LIBRIS, or a similar inscription in the language of the participating countries and the NAME OF THE OWNER, who must be an existing person or institution.
· Article 4
There are no limitations as to the number of different ex-libris which may be submitted. The maximum size of the printed surface must not be more than 13 cm. Participants must send FOUR prints of EACH work submitted. The ownership of the material sent will pass to the organizers of the competition, as well as the rights of reproduction.
· Article 5
Ex-libris submitted must be printed original graphic works, drawings, sketches or photocopies will not be accepted. All graphic arts techniques will be treated equally.
· Article 6
Each print of each ex-libris submitted must have, legibly inscribed in Latin alphabet, on the back of it in pencil, the artist's name and address, his year of birth, the technique used and the year in which the ex-libris was made. Each print must be signed or initialed by the artist. It would be appreciated if artists could send short curriculum vitae with the material for the competition.
· Article 7
The international Jury will be composed of seven members: Dr Andrea Fadani, Director of the Bread Museum, Ulm, Germany, Prof. Dr Andreas Wiesand, Executive Director of EricArts Institute, Bonn, Germany; Prof. Hasip Pektaþ, graphic artist and President of the Turkish Ex-libris Society, Ankara, Turkey; Prof. Caslav Ocic, President of the Belgrade Ex-libris Circle; Arpad Salomon, graphic artist, Slovenske Konjice, Slovenia; Dimitrije Vujadinovic, president BalkanKult Foundation, Belgrade, Benoît Junod, collector and author of various publications on bookplates, Geneva, Switzerland. The president of the Jury is Caslav Ocic. The Jury will pay attention to the artistic and technical qualities of the ex-libris, as well as to its originality and its merit as a mark of possession integrating concept, image and text. The decision of the Jury will be final. The jury reserves its right not to award certain prizes or certificates if there are not enough works submitted of sufficient quality.
· Article 8
The following prizes will be awarded by decision of the Jury a first prize of 1500 Euro, a second prize of 1000 Euro and two ex-equo prizes of 500 Euro. Individuals and institutions can give unofficial prizes.
· Article 9
The deadline date for submitting works is December 15th, 2006. Material for the competition must be sent to the address:

· Article 12
The results of the competitions will be sent for publication to all the associations which are members of the Fédération Internationale des Sociétés d'Amateurs d'Ex-libris (FISAE).

Organized by Young European Federalists Slovenia in cooperation with the Faculty of Social Sciences and Association for Political Science Students POLITUSS.

A two-week long advanced summer course on European Affairs.

In the past years some major issues marked the political landscape of Europe. With constitutional deadlock and the next financial perspective up in the air, habits need to be broken and new ideas flown into the minds and hearts of European leaders. Who else but young people? When if not now?

Brave New Europe offers an interactive course on a wide range of topics concerning mainly (but not only) the EU. The summer school is composed of several modules: History, Institutions, Security Issues and External Affairs, Current Political Issues, Law, EU Frontiers, Economics and Youth. Apart from lectures the participants will have the chance to actively debate the issues in workshops, panels and in a simulation game.

Cost of the program: 210 EUR. Participation fee covers: registration fee, tuition and study material, accommodation and full board, social activities. All living and studying costs are therefore included. Partial reductions of participation fee can be offered. Please specify the need in a separate motivation letter. Partial 70% travel reimbursement will be offered to all participants (80% attendance required).

The Ljubljana Summer School 2006 is a new intensive programme open to both undergraduate and graduate students of Business, Economics, and other fields of Social Sciences. The programme was created at the Faculty of Economics in Ljubljana in order to impart knowledge by taking full advantage of our country’s unique geographical position: the meeting point of East and West.

Courses are offered in the following areas of study: Economics of Transition and Business Communication. In addition students will have a choice between Globalization and International Trade and International Finance.

Project Work (integral part of courses and modules): Foreign Direct Investments in Theory and Practice, Economic and Business Intelligence, Final Project Presentation

Preference in selecting participants will be given to students of Business and Economics in their last years of undergraduate studies or graduate students in any filed of Social Sciences.

The total fee of EUR 850 covers tuition, study materials, organised trips, company visits, accommodation in double bedrooms, access to computer facilities, breakfast and lunch. A limited number of partial scholarships is available.

Belgrade School of Security Studies - Regional Conference ‘Safer Balkans Network’

Belgrade School of Security Studies (BSSS), research unit of the Centre for Civil-Military Relations (CCMR) will hold a regional conference entitled ‘Safer Balkans Network’, to discuss how security studies has been developed in the Western Balkans in the last decade and to explore the current state of academic and non-academic educational programmes in Albania, Bosnia and Herzegovina, Croatia, Macedonia, and Serbia and Montenegro. Lead by the assurance that there is unbreakable link among security, knowledge and democracy, CCMR sees this conference as a contribution to further enhancement of the academic influence and role in the security sector reform. The conference is also to serve as a place of exchange of experiences and ideas, as well as to foster security networking, particularly for the young security researchers.

We are interested in the way in which educational infrastructures meet the needs for new generations of security specialists. What are the contents and characteristics of the programmes, syllabus and methods used? How much are they correspondent to the new security paradigm? Are there adequate training programmes for those who already have a career in the security sector, are there continuous learning opportunities? Which nongovernmental educational programmes have been designed? How accessible are the educational and training programmes for security practitioners? How much of the literature, key documents and internet resources are accessible in local languages?

Original papers covering these issues are welcome to be submitted by the researchers from the aforementioned countries. Selected papers will be considered for publication.

Eligible participants: postgraduate students and PhD candidates, affiliated with the universities, nongovernmental organisations and independent research institutes.

The two-day conference will be held in Serbia (vicinity of Belgrade) by the end of June, 2006, in English as a working language. IYRS 2006 is a summer program of Petnica Science Center. The main idea of the program is to gather gifted students, extraordinary motivated for scientific research from the region of SE Europe and other countries in Petnica stimulating surrounding, give them short but intensive course of the scientific research methods and enable them to realize real research projects under supervision of professional scientists.

Research Projects
The focus of IYRS 2006 students research projects will be on astronomy, biology, ecology, linguistics, physics and psychology.

Program Fee
Program fee including the course, accommodation and meals, admittance to recreation center and excursions is €400. There are no application fees. If you are interested in being considered for financial assistance, along with the application, enclose a letter describing your general financial situation and the particular circumstances that prevent you from paying the program fee.

Goethe Institute of Sarajevo and La Benevolencija Jewish Community - The State of Holocaust Studies in Southeastern Europe: Problems, Obstacles and Perspectives, October 27 – 29, 2006, Sarajevo, Bosnia-Herzegovina

While Holocaust scholarship has progressed markedly in previous decades, research and teaching on the Holocaust in the post-communist countries of southeastern Europe has fallen well behind this international development. The purpose of this congress is to assess the state of Holocaust scholarship in southeastern Europe; to define areas in need of further investigation; and to foster contacts between scholars from a wide range of disciplines (including sociology, political science, history, anti-Semitism studies, etc.), as well as journalists, museum workers, representatives from victim associations, and survivors living and/or working in the region.

Some of the issues that the conference hopes to explore include:
* How different post-communist societies have confronted the persecution of Jews during World War II, including questions of trivialization, denial, and repression
* The ways in which old and new ideologies, in particular communism and nationalism, have influenced the development of a Holocaust historiography in the region
* Possible links between a responsible and critical confrontation with the murder of Europe's Jews (what the Germans call Vergangenheitspolitik, or 'working through the past') and current issues of reconciliation and democratization in the countries of the former Yugoslavia.

Can and should Holocaust studies contribute to these discussions?
* The state of Holocaust education in the region. What obstacles lie in the way of Holocaust instruction in local schools or universities, and how might they be overcome through political and/or educational reform?
* What sorts of memorials, museums, institutions of Holocaust research, etc. currently exist in the region, and how might we assess them?

The conference language is English, with simultaneous translation into Bosnian/Croatian/Serbian.

ARS DOR Association - International Art Campus for Romanian Artists ‘Eurointegration through Art’

ARS DOR Association with the support of the International Fund for the Promotion of Culture (UNESCO) invites visual artists from Romania, Ukraine and Moldova to participate at the International Art Campus ‘Eurointegration through Art’ that will take place in Moldova, during June 14 – 20, 2006. Only 18 artists will be selected to become Ambassadors for Eurointegration through art. They will express their vision on importance of culture in the International Diplomacy process of Eurointegration. During the international art camp two seminars will be delivered to participants: ‘Eurointegration through art’/’Art promotion through Internet’.

Organizers will cover living expenses, meals and partially painting materials. Participants will cover travel expenses to/from Moldova. Participation fee is 20 USD.

Online conference ‘School Bullying and Violence: The Role of Media’, May 15 – June 9, 2006


The online conference ‘School Bullying and Violence: The Role of Media’ is part of the EU funded VISIONARIES NET project and aims at bringing together participants from several European countries who are interested in the way School Bullying and Violence (SBV) is reported by the media. The conference will also host SBV experts who will share their knowledge and experience, and provide professional advice on how the information about SBV should be treated.

The conference will focus on the following topics:
- What is the role of media in School Bullying and Violence
- How can media participate at the prevention of SBV
- HHow do the media reports on SBV influence the development or prevention of SBV
- How can the media be a vector of safety feeling about SBV
- How can the media valorize actions dealing with SBV
- How can the media be an alternative to crisis situations.

The target groups of the online conference are journalists, media policy makers, researchers, invited guests, NGO or educational institutions representatives. The online conference’s discussions will be open for four weeks and will be limited to a maximum of 40 participants. Participation is free of charge.

European Youth For Action - Art and Activism Caravan


The Art and Activism (AA) Caravan is promoting use of art as an instrument for social change. The AA Caravan kicks off in Greece. It will travel through Macedonia, Albania, Montenegro, Serbia, Bosnia&Herzegovina and Hungary. It will end in Slovakia, at the Ecotopia gathering.

The AA Caravan consists of artists from different parts of Europe, involved in different fields of activist art. They will give workshops in video making, rhythms of resistance, costume making, rebel clowning&street theater, drawing&painting. The workshops are one to four days long, working toward a public creative activism outcome in the end of the week.

We are inviting young people, social & environmental activists, art students and anybody interested in spending creative and active time together. Together, we want to brainstorm about ways to put art and activism into practice, using themes suggested by participants. Join the workshops! International Conference, AnthropoEast - The Anthropology of the South-Eastern Europe. Poetics and Politics in Anthropology, November 23 – 26, 2006, Craiova, Romania

Organised by the The Museum of Oltenia – The Department of Ethnography, The University of Craiova – the Faculty of Letters and the Centre for Studies in Folk life and Traditional Culture of the County of Dolj with the support of the County of Dolj Council, the purpose of the second edition of our conference is to enlarge the debate framework of the 2003 edition topic – Anthropology in-between the (re)-organisation of the object and the methodological explosion – and to go further towards and discuss on poetics/politics in the anthropological/anthropologized context of what social scientists use to call the New Europe.

Starting from the late developments at political, social and cultural level both in European context and in the wider context of a fragile and tense global order the Conference would like to become an arena for a sharp and close anthropological analysis of the inclusive and exclusive New Europe and its efforts to renegotiate and impose its position in the new dramatic context of third millennium clash of civilisations.

Are Anthropology and anthropologists prepared to deal with the continuous acceleration of history? Is the 21st century Anthropology able to provide the tools and solutions for complex topics such as religion and the clashes of civilisations, fighting terrorism or the re-invention of crusades, managing conflict in multicultural and ethnic communities, enlarging and inclusion, the new field approach methodology and the new ethnographic ‘text’ and ‘context’?

In order to cover all these topics the Conference will be organised in two main sections, as follows:

3rd Danube Rectors’ Conference - Summer School on Regional Co-operation ‘The Future of Europe. A View from the Danube Region’, August 6 – 13, 2006, Dubrovnik, Croatia

Aims of the project:
- To enhance the awareness for the significance and possibilities of regional co-operation

Bieber, Florian and Jenni Winterhagen. Ethnic Violence in Vojvodina: Glitch or Harbinger of Conflicts to Come? ECMI Working Paper #27, April 2006, 49 pp.

Ethnically motivated incidents in Vojvodina have influenced international debates about Serbia over the past few years. This working paper attempts to reach a better understanding of the scale and nature of the incidents in 2004. It argues that while the incidents have been alarming, their real significance lies in the broader problems they shed light on. The acts of violence, graffiti and damage to sites associated with minority communities shed light on three particular aspects to be discussed in the working paper. First, the political elites and institutions in Serbia have been responding only slowly and under international pressure to the incidents, which attests to the challenges of majority-minority relations in Serbia. Second, the incidents reveal the strong attraction of nationalism to the youth which grew up under the Milosevic regime. Third, a pattern of separate lives has become a feature of majority-minority relations in Vojvodina, as is already a problem in other regions of Serbia. Altogether, the incidents and their context suggest that nationalism and strained minority-majority relations are not merely a passing legacy of the Milosevic era, but more deeply engrained and will remain a formidable obstacle if not tackled.
