The Euroregional
Center for Democracy is pleased to invite you to the third edition
of the Regional NGO Fair to be organized in Timisoara, on 26-28
September , 2002.
This event will
be an opportunity for representatives of the civil society from
South Eastern Europe to have direct contacts, to know each other
and each other's projects, to discover new areas and possibilities
for networking. The specific objective of the third edition of the
Regional Fair is to enhance policy dialogue among civil society
practitioners and local government representatives on how to build
an open local government by providing access to information, by
consultation and assuring public participation in decision making.
Our purpose is to facilitate new contacts between NGOs and local
government representatives from South Eastern Europe in order to
share information on participants' successful projects and best
practices that will form the basis of future regional initiatives.
In this respect during the Fair there will be the workshop on Regional
Policy Dialogue and Sustainability Development for SEE , a unique
opportunity for an exchange of good practices of policy dialogue
between the civil society and the local government representatives
, while building up a knowledge kit of creating and implementing
sustainable regional cooperation projects. A strong focus will be
on the concrete experience and on the requirements of the concrete
situation in the region that will provide the NGOs with the respective
tool-kits as to help them build effective programs of action adapted
to the needs of their community.
We have also
arranged for a variety of organizations to exhibit and you will
surely find the ones that interest you, as well as the public. As
a participant to the fair, we would like you to distribute your
literature and provide us with a profile of your organization (also
in English). We anticipate over 200 attendees and we will be able
to make a booklet with the Fair's participants, so as to help and
inform each one of us.

we will not forget to organize contests and other socializing events,
in order to make your stay as rich and successful as possible.

September 9, 2002 deadline, CED will select up to 100 NGOs from

Grants Programmes

Allavida now
offers three different Charity Know How Grants programmes: the General
Programme, Partnership Development Grants and Global Grants. All
three programmes offer small grants (less than £15,000) for skill-sharing
partnerships between NGOs. Applications must include at least two
organisations usually from different countries working in partnership.
Projects should contain a significant element of transfer of know-how,
and can include training programmes for NGO staff and volunteers,
professional advice and study visits. For specific requirements

Call for contributions "Feminisation of Agriculture Needs Appropriate
Responses"

The feminisation
of small and marginal agriculture is increasing rapidly in many
parts of the world due to processes such as labour migration, part-time
farming, urban life focused education and HIV/AIDS. This has an
enormous impact on women, their households, rural communities and
farming. Supporting women in their role as farmers requires many
changes and adaptations. These relate to property rights, access
to productive resources as well as to adaptations, i.e. decision
making, labour division, crop management, animal husbandry and production
of tools. Also research, extension, information management, input
supply, financing and marketing etc. have to become more women-focused
and have to develop methodologies and procedures adapted to the
specific conditions and needs of women. Often, women as the main
managers of change have to cope with ecological degradation. What
specific needs do women in such conditions have and what adaptations
have been developed by women to cope with these processes? What
are the experiences of participatory programmes that have been supporting
women to cope with change? What are good examples of technologies
and methodologies suited for use by and with women? We invite you
to share your experiences on these and other relevant questions
with other readers of the LEISA Magazine. You are invited to contribute
to these issues with articles (about 800, 1600 or 2400 words + 2-3
illustrations and references), suggest possible authors, and send
us information about publications, training courses, meetings and
websites. Editorial support is provided by ILEIA. Authors of published

Open Competition for the Cultural Link sub-component of The Arts
and Culture Network Program

The program
encourages collaborations between East and Central European countries,
the Community of Independent States and the Baltic countries.
This program component will enable professionals in the region to
cooperate, exchange and develop art and culture projects which:
- Provoke debates
within society and raise new, contemporary questions;
- Introduce
new, experimental, innovative forms of art;
- Contribute
to direct social change (fight against social, ethnic and religious
discrimination);
- Change or
raise issues within cultural policy.
The program
will support only those projects that are multidimensional/multidisciplinary.
Special attention will be given to:
- Complex events
with workshops, seminars, trainings, etc., which have the potential
to contribute to systemic change (promoting the independent sector,
network building, self-sustainability);
- Projects
initiated outside of the capital cities which promote decentralization;
- Projects
initiated at sub-regions level, such as the Caucasus, Central

The Information
Program of the Open Society Institute announces
Grants for Open Access Journals
Application Deadline: September 9, 2002
To support open
access to international research and scholarship, OSI will provide
$100,000 in funding to support the publication in open access peer-reviewed
online journals of articles by authors residing and working in countries
where the Soros foundations network is active. Journals that have
adopted an open access up-front payment business model will be eligible
for funding (please see http://www.earlham.edu/~peters/fos/boaifaq.htm#journals
for more information about open access funding models). Open access
is defined as free and unrestricted online availability of current
content. Funding will be provided directly to the journal to subsidize
the up-front fees. Funding will cover the fees for processing of
articles that are accepted for publication in 2002. A maximum of
two articles per author per year will be eligible for 100% funding
of the processing fee, while an additional two articles will be
eligible for funding at 50% of the processing fee, with the additional
50% coming from the institution supporting the research, the author's
affiliated institution, a government agency, etc.

IIE Scholar Rescue Fund Fellowships

The Institute
of International Education (IIE) and the Scholars at Risk Network
announce the autumn application cycle for fellowships from IIE's
Scholar Rescue Fund, supporting scholars who are threatened by violations
of their fundamental human rights including threats caused by displacement,
discrimination, censorship, harassment, intimidation, or violence.
The Scholar Rescue Fund provides partial fellowships to universities
and colleges willing to host temporary visits by scholars threatened
in their home country or region. Universities and colleges in any
country may serve as hosts. Academics, researchers, and independent
scholars from any country, field or discipline may qualify for support.
In most cases, a graduate degree will be required. Applications
for support of female scholars and scholars who are members of ethnic,
racial, cultural or religious minority groups, or those otherwise
underrepresented in their field, are strongly encouraged.

OSI Roma Memorial University Scholarship Program Academic year 2002-2003

Roma who are
eligible will (a) have been accepted at a recognized Central or
East European university in their home country or country of residence
as a first year student in the fall of 2002 or (b) already be enrolled
at such a university in the second or higher years. Preference will
be given to those studying humanities or social sciences economics,
political science, journalism, sociology , or medicine, public health,
computer sciences, urban planning. Scholarship winners must come
from Bulgaria, Czech Republic, Hungary, Macedonia, Romania, Slovakia,
Serbia. Scholarships normally will cover tuition; partial living
expenses; books and fees related to higher education, such as exam
fees. Scholarships may be awarded for up to 5 years subject to successful

Asch Center for Study of Ethnopolitical Conflict will offer an interdisciplinary
10-week Summer Institute at the University of Pennsylvania, June-August
2003. The Summer Institute is designed to bridge the gap between
research and practice by bringing together social scientists and
practitioners to study the origins and consequences of ethnopolitical
conflict, including issues relevant to working with refugees and

on the White Paper of European Commission: Impetus for development
of youth policies in countries of South-East Europe

This three day
- seminar is aimed at the dissemination of information about the
White Paper of the European Commission, as a new impetus for European
youth in the particular area of South East Europe. The seminar should
provide the opportunity to create a European impetus for the development
of youth policies in the countries of the South East Europe. It
should also contribute to the European framework of co-operation
among countries and non-governmental organizations from the area
of SEE and other European countries. The first aim should be reached
through the identification of the current situation and priorities
for development in the field of youth. The second aim should be
reached through the definition of possible areas (topics) of co-operation
and potential partnerships among the participating governmental
and non-governmental organizations. The seminar should gather about
65 participants, representing governmental structures in the field
of youth and young people from Albania, Austria, Bosnia and Herzegovina,
Bulgaria, Croatia, Denmark, Greece, Hungary, Italy, FRY Macedonia,
Romania, Slovenia, Serbia and Montenegro, as well as representatives

Learning
from Violence - A symposium on youth policy responses to everyday
violence

Violence is a vast issue, and to work with it and learn from it,
focal points have to be defined. The experience of young people
- youth workers, members of youth NGOs, and carriers of various
antiviolence projects - will be at the heart of the discussions.
While learning from each other is a very important aim and function
of the meeting, the symposium is also meant to produce recommendations
and guidelines that may inspire or inform youth policy measures.
The themes of the main working groups - Discriminatory violence,
Group-based violence, Politically motivated violence and Institutional
violence, Bullying and mobbing (including violence against teachers)
and Parental violence - are indicative. Other themes may be added
according to the participants' interests and main concerns.
The symposium will bring together a total of 100 participants from
a variety of backgrounds:
o NGO representatives, youth workers and youth leaders active in
projects against
violence;
o researchers and experts in violence issues;
o representatives of local and public authorities (schools, youth
services, police, social
work, street work);
o government representatives from the fields of youth and education;
o politicians.
Participants' travel expenses will be reimbursed according to the
rules of the Council of Europe. The Council of Europe will cover
their board and lodging in the EYCB. An enrolment fee of 28 Euros
is payable to the Council of Europe and will be deducted from the
reimbursement of travel expenses.

Seminar for
the Development of Multilateral Youth Exchanges between Programme

The Global Development
Network (GDN) will hold its fourth annual Global Development Conference
from January 19-21, 2003 in Cairo, Egypt. The theme of the conference
is "Globalisation and Equity." GDN2002 is expected to
draw 500 development experts from around the world.
Calls for Participants in the Knowledge Fair
A Knowledge Fair will be held at GDN2002. The Knowledge Fair is
designed to be a forum to provide research, policy, and development
institutes (non-profit organizations only) with places to show their
products to their colleagues, potential partners and sponsors. Participants
can exhibit computer assisted displays such as CD-ROMs and websites
as well as poster and publications. For successful applications
the GDN will cover all travel and accommodation expenses for one
person if the institute is based in a developing country. A special
prize ($1,000) will be given to the best exhibition. The winner
will be announced at the closing ceremony.

Economic
Development and Reconstruction Policies in Southeast Europe: Regional
Cooperation, Trade, and Foreign Investment

Since the end
of the Kosovo war the international community through its Stability
Pact, and the EU through its Stabilization and Association Process,
have stressed the importance of regional cooperation among the states
of South-East Europe as a key instrument to promote economic development.
This conference will explore the theoretical and empirical foundations
for this policy and the key issues and problems involved in its
implementation. Specific sessions will focus on different aspects
of regional cooperation including the field of intra-regional trade,
the role of foreign direct investment, and other areas. The conference
is the second in a series that will address the issue of economic
development and reconstruction in Southeast Europe (the first, held
in April 1992, focused on the role of SMEs). The conference is designed
to bring together academics, policy makers, and practitioners interested
in the issues relating to economic development and reconstruction
policies in Southeast Europe for the presentation of research results
and policy evaluations (what works and why), and for an intensive
debate and exchange of views. The conference fee will be €70; a
reduced fee of €35 will apply to participants from Eastern Europe.
Members of EACES are entitled to a 10% discount. The organisers
will seek funds to meet the costs of travel and accommodation for
participants from Eastern Europe.

of the conference to inspire and create the basis for concrete cooperation
in the youth area between the present EU Member States, the applicant
countries and the CIS. The conference will consist of two general
parts: cooperation and project management. Cooperation is to be
understood broadly, i.e. both the cooperation at national and regional/
local level as well as transnational cooperation. Furthermore, the
participants will get the opportunity to exchange experience about
project management. There will be an opportunity to discuss new
project ideas with colleagues from other organisations. The programme
will be a mixture of lectures, workshops and debate. It is the aim
of the conference to establish a network among the participating
organisations/NGOs, which hopefully will lead to a well-functioning
cooperation within the youth area. In the long term, it will be
possible to extend the network to also cover organisations from
other countries, in particular the CIS.

The NISPAcee
Conference provides a forum to encourage the exchange of information
and developments in the theory and practice of public administration.
The Conference addresses experts, scholars and practitioners who
work in the field of public administration in Central and Eastern
Europe (including all countries covered by the NISPAcee membership,
the Russian Federation, Caucasus and Central Asia). The Conference
will be structured into a plenary panel discussion and working sessions
on the main Conference theme with meetings of the NISPAcee Working
Groups running in parallel. Papers are invited on the main Conference
theme or on the themes of the Working Groups.

Teacher and Trainer Training (TTT) Conference

Aims of the
conference:
Identification of the main challenges, priority themes and key questions
in connection with the training of teachers and trainers in the
13 candidate countries;
Awareness-raising in the candidate countries of the aims of and
possibilities provided by the TTNet network coordinated by Cedefop;
Provision of examples of good practice in VET TTT illustrated by
innovations in Denmark.
Output of the conference:
Identification of main challenges in TTT in the candidate countries;
Demonstration of different approaches to TTT reform through an example
from Latvia and Lithuania and examples from Denmark;
Identification of a 'roadmap' for the candidate countries to join
the Cedefop TTNet.

"Tell
me what you know about Bulgaria" seminar

The participants
in the seminar should come on September 1st to Sofia. 70% of their
travel costs will be covered. The participation fee is 30 Euro.
The seminar will be carried out in 5 modules: Political, Ethno-cultural,
Nature and ecology, Historical and Economical. People coming from
different organization will have a preliminary task to be able to
make a short presentation about their countries concerning each
of those five modules. For the next ten days accommodation, food
and travel costs round the country are fully covered. Application

European
Student Convention "Higher Education - Human right or Commodity?"

This Convention
will look at whether higher education is either a human right or
a marketable service or indeed whether it is such a black and white
issue. In order to examine this topic fully the Convention will
investigate issues surrounding the accreditation of education, trans-national
education and lifelong learning as well as the commodification of
education and the role that higher education plays in any society.
The aim of the conference is to formulate and discuss in more detail
the issues surrounding the aim of higher education, which will form
an integral part of the student input into the Berlin Summit of
Ministers of Higher Education in September 2003 and on-going discussions
surrounding the GATS treaty. The Convention will also result in
a coming together of student opinion across Europe in the form of
a "Student Charter" that will outline the points relating
to the discussions. The participants for the Convention will be
approx. 200 student representatives from across Europe through the
members of ESIB(The National Unions of Students) . Guests and speakers
will also be invited from the European ministries of education,
the European Union (the Parliament and the Commission), the European
Network for Quality Assurance in Higher Education, the European
University Association, UNESCO, the Council of Europe, the World
Trade Organisation and the World Bank and other key actors in European
and International Higher Education.
